Gilead Cotton Oil Company Brownfields Property 1■Enviranmental Engineering & Consulting 1.0 INTRODUCTION This Vapor Intrusion Mitigation System (VIMS) Post -Occupancy Monitoring Report documents sub -slab soil gas sampling performed following building occupancy at the Dollar General building at the Mt. Gilead Cotton Oil Company Brownfields Property (Site ID 25054- 21-062) in Mt. Gilead, Montgomery County, North Carolina (the site). The site is located at 299 Industry Avenue and 0 South Wadesboro Boulevard and consists of two parcels (parcel IDs 6593-12-95-4641 and 6593-12-95-3728) with a total area of 3.55 acres. A map depicting the site vicinity is included as Figure 1. Sampling was performed pursuant to the Vapor Intrusion Mitigation System (VIMS) Design Report - Revision 2 dated June 29, 2022, VIMS Design Addendum #1 dated July 29, 2022, and VIMS Installation Report dated December 9, 2022. Initial post -occupancy sub -slab soil gas sampling was completed on May 8, 2023, and is documented in the VIMS Post -Occupancy Monitoring Report dated May 22, 2023. Based on the results of the initial post -occupancy sampling event, the North Carolina Department of Environmental Quality (NCDEQ) Brownfields Redevelopment Section (BRS) requested a minimum of one additional post -occupancy sampling event in a letter dated February 8, 2024, to evaluate if sub -slab soil gas concentration trends have stabilized. This report documents the procedures and results of the second post -occupancy monitoring event. 2.0 ASSESSMENT PROCEDURES Four sub -slab soil gas samples were collected (one from each vacuum monitoring point [VMP]) on February 15, 2024, approximately nine months following completion of initial post - occupancy monitoring. In addition, one duplicate sample was collected from VMP-2. Sampling was performed pursuant to procedures in the NCDEQ Division of Waste Management (DWM) Vapor Intrusion Guidance dated March 2018. A VIMS As -Built - Above Slab Layout depicting the locations of the VMPs is provided as Appendix A. 1 VIMS Post -Occupancy Monitoring Report ,1\Hanley Mt. Gilead Cotton Oil Company Brownfields Property 1■Enviranmental Engineering & Consulting Sum ma° canisters individually certified by the laboratory with 1.4-liter volumes were used to collect sub -slab soil gas samples. Canisters were inspected prior to sampling to verify that vacuum levels were within 10% of the level recorded by the laboratory prior to shipment. Dedicated tubing and flow controllers were used at each VMP. Each VMP was sampled by connecting Teflon° tubing to the VMP. Vacuum shut-in testing was performed at each sample location by closing a valve on the sample train to prevent airflow from the VMP to the sample train. The valve on the summa canister was then opened to confirm no vacuum losses occurred in the sample train. A minimum of three sample train volumes of air were purged from each sample point prior to sampling. During purging, the sample canister, tubing, and sample point were surrounded with a shroud consisting of a plastic container. The shroud was filled with helium to concentrations ranging from 12.6% to 14.9% as measured using a Dielectric MGD 2002 helium detector. Purged vapors were collected in Tedlar° bags using a syringe and three-way valve. The helium concentration of the vapor in the Tedlar° bags was measured. Final helium concentrations in the Tedlar° bags were less than 10% of the helium concentration in the shroud, which was considered an acceptable result. Following purging and leak testing, a soil gas sample was collected into the sample canister at an approximate flow rate of 200 mL/min. Final canister vacuum levels of 6 inches of mercury (in Hg) were recorded at the end of sample collection. After sampling, the canisters were transported under chain -of -custody protocols to Waypoint Analytical Laboratory in Charlotte, North Carolina. The soil gas samples were analyzed for VOCs by EPA Method TO- 15 for compounds previously detected in site soil gas, groundwater, and soil. 3.0 ASSESSMENT RESULTS Laboratory analytical results are summarized in Table 1, and the analytical laboratory report with chain of custody is provided as Appendix B. The results were compared to the NCDEQ DWM Non -Residential Sub -Slab and Exterior Soil Gas Screening Levels (SGSLs) dated 2 VIMS Post -Occupancy Monitoring Report ,1\Hanley Mt. Analytical results indicated the presence of several VOCs at concentrations above laboratory method detection limits in each sample. However, concentrations of detected compounds were below their respective NCDEQ Non -Residential SGSLs. SGSLs are conservative screening levels for individual compounds that are based on a lifetime incremental cancer risk (LICR) of 10-6 for potential carcinogenic effects and hazard index of 0.2 for potential non -carcinogenic effects. To further evaluate cumulative risk posed by detected compounds, Hanley Environmental used NCDEQ's Risk Calculator (February 2024 version). As a conservative approach, the highest concentration of each compound detected in samples was input into the risk calculator for a non-residential use scenario. The NCDEQ acceptable risk threshold for potential carcinogenic risks is 10-4 and the acceptable level for non -carcinogenic risk is a hazard index less than 1. Risk calculator results indicated a calculated carcinogenic LICR of 2.6 x 10-7 and a calculated non -carcinogenic hazard index of 0.0014, which were below acceptable risk thresholds. A copy of the Risk Calculator output is included as Appendix C. It should be noted that the NCDEQ Risk Calculator uses an attenuation factor of 0.01 for the non-residential calculator to predict indoor air concentrations from soil gas data. This attenuation factor is based on the equations specified on the EPA Vapor Intrusion Screening Level (VISE) Calculator using NCDEQ-approved default parameters and does not account for the presence of a vapor intrusion mitigation barrier and venting system. Therefore, the vapor intrusion risk calculations for the on -site building should be considered very conservative and are not indicative of actual vapor intrusion risk to building occupants. If sub -slab risk results suggested a possible vapor intrusion concern, indoor air sampling could be performed to evaluate vapor intrusion risk to occupants. An evaluation of trends sub -slab soil gas data reveals that concentrations detected in the most recent sampling event were generally lower or of a similar magnitude to concentrations in samples from corresponding locations in the previous sampling event. The calculated LICR 3 VIMS Post -Occupancy Monitoring Report ,1\Hanley Mt. Gilead Cotton Oil Company Brownfields Property 1■Enviranmental Engineering & Consulting and hazard index were lower than the previous sampling event. Notably, tetrachloroethylene (PCE) concentrations were lower compared to the previous sampling event, and trichloroethylene (TCE) was not detected during this sampling event. One compound, tetrahydrofuran, had higher concentrations at each sample location compared to the previous sampling event. This compound is commonly found in PVC cement and was likely used on sub -slab plumbing, which may be contributing to sub -slab soil gas concentrations. The highest detected concentration of tetrahydrofuran (133 micrograms per cubic meter fag/m3) is three orders of magnitude below its Non -Residential SGSL (180,000 fag/m3). 4.0 VIMS INSPECTION Hanley Environmental completed an inspection of the VIMS and building components and evaluated property use on February 15, 2024. The inspection was performed according to operation and maintenance procedures listed in the VIMS Installation Report. The inspection included a visual observation of VIMS components and building conditions to verify conformance with the system design. An inspection checklist is provided as Appendix D. The inspection did not identify issues requiring repair or modification with the exception of one deteriorating exhaust riser label on riser R4 which was replaced following the inspection. 5.0 CONCLUSION Four sub -slab soil gas samples were collected (one from each VMP) on February 15, 2024, approximately nine months following initial post -occupancy monitoring. Analytical results indicated the presence of several VOCs at concentrations above laboratory method detection limits in each sample. However, concentrations of detected compounds were below their respective NCDEQ Non -Residential SGSLs. Conservative risk calculator results indicated a calculated carcinogenic LICR of 2.6 x 10-7 and a calculated non -carcinogenic hazard index of 0.0014, which were below acceptable risk thresholds. Detected VOC concentrations have generally decreased or stabilized when compared to the previous sampling event with the exception of tetrahydrofuran, a compound commonly found in building construction materials including PVC cement. Following sample completion, Hanley Environmental completed an inspection of the VIMS and building components to verify conformance with the system design. Based on pre- and post -occupancy monitoring results, the Prospective Developer requests the Brownfields Redevelopment Section's approval to discontinue future sampling.
