Subject: Notification of Methane Migration Monitoring Exceedances – Q1 2024

Dear Ervin:
On behalf of Iredell County (County), Carlson Environmental Consultants, PC is submitting to the
North Carolina Department of Environmental Quality (NCDEQ) Division of Waste Management
Solid Waste Section (SWS) the subject notification in accordance with Solid Waste Permit No. 49-
03 and 15A NCAC 13B .1626(4)(c)(i) for the Subtitle D Lined Landfills/Closed Unlined C&D Landfill
facility that is owned and operated by the County.
The facility is required to conduct quarterly explosive gas monitoring at perimeter gas probe and
onsite structure locations in accordance with 15A NCAC 13B .1626(b)(ii) and the facility’s Methane
Monitoring Plan (dated November 20, 2014). The purpose of monitoring is to determine if
methane migration is occurring at or beyond the landfill boundary. During the first quarter 2024
monitoring event, there was one (1) perimeter gas probe location with methane detections above
the 5% lower explosive limit (LEL): MP-6A (53.1%).
Methane detections above the 5% regulatory limit were not detected in any nearby gas perimeter
probes or onsite structures. After an initial field investigation and data review, it appears that the
detections are isolated and do not pose a current threat to human health. Pursuant to 15A NCAC
13B .1626(4)(c)(ii), a memorandum will be placed in the operating record with the methane gas
level as well as a description of the steps taken to protect human health.
In accordance with NCAC 13B .1626(4)(c)(iii), the County will implement a remediation plan for
explosive gas releases for this location. The remediation plan will also be placed in the operating
record, and the SWS will be notified that the plan has been implemented. Pursuant to NCAC 13B
.1626(4)(c)(iii), the plan will describe the nature and extent once a full evaluation has been
performed.
