Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any

ADDITIONAL COMMENTS
On April 4, 2024, Chuck Kirchner conducted a comprehensive inspection of the Town of Carrboro YWN off Public Works Drive in Carrboro, Orange County.
1. The yard waste notification (YWN) is located on a parcel of land owned by the Town of Carrboro.
2. The area used for the YWN is less than 2 acres. 3. Yard Waste Notification facilities (or sites) are small composting and/or mulching operations designed
to repurpose yard waste into a soil addition or beneficial landscaping material. These small-scale facilities can operate without the need for a full permit from the Division of Waste Management. While there is no permit required for operation, the DWM does require that a notification form detailing facility operations be submitted prior to beginning operations and annually thereafter.
4. The YWN site is not open to the public.
5. Mr. Berger stated that the Town of Carrboro would like to close the YWN at this time. 6. There was no yard waste on site during this inspection and the area has been reclaimed. Inspections of this facility will cease at this time.
7. The Yard Waste Notification site is closed.
