Dear Ms. Moseley:

The Solid Waste Section (Section) has reviewed the Sampling Plan (FID 1834092) submitted on
behalf of Edgecombe County by Smith + Gardner, Inc. (S+G). The sampling plan was submitted
in response to a February 27th, 2024, compliance inspection where wet areas were observed
along the southwest corner, western waste boundary, and north of the leachate containment
berm.

S+G proposes to collect two discrete soil samples from the southwestern corner and western
slope of the landfill. S+G also proposes to collect a surface water sample at the confluence of
the unnamed tributary running north from the leachate containment berm and Jerry’s Creek.
Soil and surface water samples will be analyzed for 40 CFR 258 Appendix I constituents, 1,4-
dioxane, total phosphorus, sulfate, nitrate, and pH.

The Section approves the sampling plan under the condition that a background soil sample is
collected during this investigation if background soil analytical data from previous investigations
