Edgecombe County C&D Landfill (SWS Permit # 3301-CDLF-1997)

Dear Mr. Lane:

During a routine inspection on February 27, 2024, Edgecombe County (County) and the NCDEQ
identified multiple wet areas at their Construction and Demolition (C&D) landfill (SWS Permit
#3301-CDLF-1997). These areas were found on the southwest corner and along the west edge
of the landfill as well as north of the leachate containment berm (shown on ). As
directed by the NCDEQ representatives on-site, Smith Gardner, Inc. (S+G), on behalf of the
County, has prepared this Sampling Plan to determine the water quality of the seeps and
assess the need for further action. S+G will perform the following scope of work:

Sampling Plan

Sampling
S+G personnel will mobilize to the Edgecombe County C&D Landfill Facility to collect samples
from where the observed wet locations. To evaluate water quality and assess the need for
further action S+G proposes to collect a total of two (2) discrete grab samples: one sample will
be collected from the wet area located at the southwestern corner of the landfill, and a second
sample will be collected from the wet area from the western slope of the landfill.

Surface Water Sampling
Due to the northeastward flow of groundwater in the area, one (1) surface water sample will
be collected. The surface water sample will be collected at the confluence of the unnamed
tributary running north from the Leachate Containment Berm and Jerry’s Creek. All proposed
sampling locations are shown on .

A North Carolina certified lab (Waypoint Analytical) will analyze each of these samples for
Appendix I constituents (VOCs and metals), 1,4 Dioxane, total phosphorus, sulfate, nitrate, and
pH in accordance with the Department’s leachate release sampling guidance.

Reporting

Within 30 business days after receiving the laboratory analytical data, S+G will submit a report
to NCDEQ summarizing sample collection techniques and laboratory analytical data results.
This report will also include a map of sampling locations, conclusions and recommendations.
