The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any

ADDITIONAL COMMENTS
On April 9, 2024, Chuck Kirchner, met with Tommy Smith Sr. and Tiffany Martin to conduct a comprehensive inspection of the Meridian Waste North Carolina, LLC, Triad Transfer Station Facility located at 13415 US 421 South in Goldston, Chatham County.
General Facility and Permit Information 1. The facility is permitted as a mixed waste processing facility and transfer station.
2. An addition to the transfer station to handle MSW waste has been approved for construction. An 18-month extension on the construction start date was issued on March 31, 2023. Construction must commence by June 11, 2025. 3. The facility is in operation Monday through Friday 7:30 am – 4:30 pm and closed on Saturday. 4. The T&P facility is designed to handle a maximum average rate of 400 tons per day. The facility currently receives about 100 tons per day on average according to Mr. Smith.
5. The facility currently receives construction and demolition debris waste resulting solely from construction, remodeling, repair, or demolition operations on pavement, buildings, or other structures. 7. The facility permit and site operations plan were discussed during this inspection. 8. Waste screening records were observed from August 4, 2023 through April 9, 2024. Records were well done and organized well. A waste screening is typically performed one time per day.
9. Waste throughput records were observed on site from January 1, 2024 through February 29, 2024. During that time 5,396.8 tons of C&D was received at this facility and was sent to the Tri County (Formerly Coble) C&D landfill in Alamance County, Permit number 01-05. 10. A facility annual report (FAR) was submitted to the Solid Waste Section on July 25, 2023. From July 1, 2022 until June 30, 2023 this facility received 20,556 tons of material of which 10,000 tons went to Great Oak Landfill Permit Number 76-07 and 10,486 went to Shotwell C&D Landfill Permit Number 92-26. In addition, 245 tons of cardboard and metal were recovered. 11. The facility has an NPDES permit, Permit Number NCG130115, effective March 26, 2024 and is valid for the duration of this facility. 12. There is currently no Erosion and Sedimentation Control permit at this facility.
Facility Inspection 13. Two certified attendants were observed present to oversee the loading and unloading of waste at the tipping floor. 14. Ensure the tipping floor and transfer trailer loading area has all waste placed in a transfer trailer at the conclusion of each day of operation. C&D waste was observed being loaded into a transfer trailer and a small amount of C&D waste from the day’s operations was observed in the transfer trailer load out bay during the inspection. 15. The tipping floor was observed free of any unpermitted waste material during this inspection. 16. C&D waste must only be deposited on the designated tipping floor, directly into a transfer container, or directly
into a recycling container. 17. C&D waste placed on the tipping floor must be sorted each operating day, and no waste shall remain on the tipping floor pad after operating hours. Only an amount of waste sufficient to begin sorting operations the next
day may be left on the tipping floor. 18. One transfer trailer was being loaded during this inspection. 19. Three empty transfer trailers observed on site appeared to be in good condition.

20. One full transfer trailer, T-261, was staged outside the scale house and had just had a tire replaced. The floor of T-261 requires maintenance. 21. Interior roadways were observed slightly muddy from recent rain events. 22. Additional stone shall be placed on all interior roadway areas. Permit Attachment III, Part I, Permit Condition number 9 states: “Interior roadways must be of all-weather construction and maintained in good condition.”
23. No LCD waste was observed on site. 24. A small amount windblown material from the day’s operations was observed outside of the transfer station. This material shall be collected by the end of the day and no windblown material may be allowed to leave the
facility boundary. 25. No tires were observed on site during this inspection. 26. No odor from the transfer station was noted during this inspection. General Comments 27. Any fires on site must be reported to the Solid Waste Section within 24 hours of the occurrence and a written notification must be submitted to the Solid Waste Section within 15 calendar days of the occurrence.
28. The transfer station will contact the Goldston Fire Department in case of fire. 29. The facility is secured by a locked gate. 30. The facility has proper signage.
