Dear Ms. Fairley:
Promus Engineering, LLC (Promus) is pleased to provide the enclosed updated Closure,
Post -Closure, and Corrective Action cost estimates for Great Oak Landfill. These estimates
are provided as requested by Waste Management of Carolinas, Inc. and as required to obtain
approval from the North Carolina Department of Environmental Quality (NCDEQ) to place
waste in Cell 8A, which is currently under construction. Quantity estimates we updated to
account for the added acreage of Cell 8A, and item costs were increased where justified
based on observed construction costs on similar facilities. In preparation of these estimates,
we referenced 1) the approved Phase 1 Permit to Construct Drawings prepared by S&ME
dated October 2015, 2) the approved Phases 2-4 Permit to Construct Drawings prepared by
Promus dated May 2023, and 3) the approved Closure, Post -Closure and Corrective Action
Cost Estimate for Cells 1 through 7 prepared by Promus dated April 2023.
