The Landfill Gas Monitoring Plan (Plan) for the Duke Energy Carolinas McGuire, Landfill No.1 (6004-
INDUS-1981), located in Huntersville, North Carolina, is provided for review and approval. This plan
describes the necessary procedures to satisfy applicable regulatory requirements for landfill gas
(methane) monitoring.
This Plan includes proposed methane monitoring well locations to monitor subsurface gas migration.
Monitoring locations are shown on Figure 2. Proposed locations and construction details for the
monitoring wells are summarized on Table 1. After completion of well installation a Monitoring Well
Installation Report will be submitted to the Section.

The landfill gas monitoring plan for this facility has been prepared by a qualified geologist who is
licensed to practice in the State of North Carolina. The plan has been prepared based on first-hand
knowledge of site conditions and familiarity with North Carolina solid waste rules and industry
standard protocol. This certification is made in accordance with North Carolina Solid Waste
Regulations, indicating this Landfill Gas Monitoring Plan should provide early detection of any release
of hazardous constituents to the uppermost aquifer, so as to be protective of public health and the

Introduction

This document provides the Landfill Gas Monitoring Plan (LFGMP) for the Duke Energy Carolinas, LLC
(Duke Energy) McGuire Nuclear Station (McGuire) Landfill No. 1 (Permit No. 6004-INDUS), which is an
industrial landfill located in Huntersville, Mecklenburg County, North Carolina, on property owned by
Duke Energy as part of the McGuire Nuclear Station. This plan describes the necessary procedures to
satisfy applicable regulatory requirements for landfill gas (LFG) monitoring.
This plan may require modifications over time to accommodate changing landfill conditions, changing
receptors in areas adjacent to and around the landfill, or other conditions that cannot be fully
anticipated. This plan does not address landfill gas collection and control, air quality, or other related
landfill gas regulations or requirements which may be applicable to this site at present or in the future.
1.1 Regulatory Requirements
Per the McGuire Landfill No. 1 Solid Waste Permit No. 6004-INDUS a landfill gas monitoring plan shall
be submitted and approved by the Section and be implemented following construction of the amended
geosynthetic cap. Any proposed modification to this plan must be submitted to the Section and
approved prior to implementation.
This plan establishes monitoring and reporting of LFG following the permit requirements listed below
and requirements listed in Title 15A of the North Carolina Administrative Code (NCAC) 13B. 1626(4).
a) A landfill gas monitoring event must include monitoring for methane and other explosive gases
at the facility, including interior monitoring of on -site structures, in accordance with the most
current approved landfill gas monitoring plan and current Rules, policies, and guidelines of the
Section in effect at the time of monitoring.
b) The permittee must sample landfill gas at the frequency according to the most current approved
plan unless otherwise required for corrective action or specified by the Section.
c) The permittee is responsible to employ properly trained personnel to conduct gas monitoring
utilizing the appropriate landfill gas monitoring equipment. All landfill gas monitoring must be
conducted by properly trained personnel. Landfill gas monitoring equipment must be calibrated
according to the manufacturer's specifications. Verification of the calibration of the landfill gas
monitoring equipment is required.
d) Landfill gas monitoring results must be recorded on forms provided by the Section and reports
must be placed in the facility's operating record within 7 days of the monitoring event and must
include a description of the monitoring method used, the sampling results of each well and
onsite buildings in percent of the lower explosive limit (LEL), date of monitoring, weather
conditions, calibration report, and signature of the sampling personnel.
e) The permittee must comply with the requirements listed in Rule 15A NCAC 138 .1626(4) if
landfill gas monitoring reveals detections of explosive gas at concentrations greater than 25
percent of the LEL in onsite buildings, or detections greater than the LEL at the compliance
boundary.
1.2 Facility Description
McGuire Landfill No. 1 is an unlined, industrial landfill with a footprint area of approximately 12 acres
and is located south of North Carolina Highway 73 and north of Cashion Road, on property owned and

operated by Duke Energy as part of the McGuire Nuclear Station. The facility location is depicted on
Figure 1.
The application for McGuire Landfill #1 was originally submitted in 1972 to accept construction material
and other waste including paper, cans, lunch box scrap and fish waste. Additional disposal of oil
absorbent materials, carbon granules, sludge, borax, diatomaceous earth, and ion exchange resins
were permitted under a case -by -case basis. This landfill was permitted in 1981 (Permit No. 6004).
Closure of the Landfill was completed in 1993 with construction of an earthen cover consisting of
approximately two feet of compacted soil. Between 2023 and 2024, with approval from the North
Carolina Department of Environmental Quality (DEQ), Duke Energy installed an Amended Final Cover
System consisting of a geosynthetic cap to reduce infiltration from precipitation through the landfill
waste mass. The final cover system also included installation of vertical passive landfill gas vents, as
shown on Figure 2.
Stormwater control structures at the landfill direct surface water to sheet flow along the surface of the
final landfill cover, down the side slopes, and into the perimeter channel. Through the perimeter
channel, surface water is designed to gravity flow to two detention ponds for treatment prior to
discharge. The surface water discharges to an unnamed perennial stream, located north of the landfill,
which drains west/northwest to the Catawba River.
Structures located on the site include a chain link security fence, all-weather gravel access road around
the perimeter of the landfill, groundwater monitoring wells, stormwater channels, culverts and detention
ponds, and electric transmission lines to the northwest of the landfill. There are no known subsurface
structures (e.g., conveyance pipes) within the vicinity of the landfill. The area surrounding the landfill
can be described as rural. The closest off -site structures consist of residential homes located
approximately 500 ft to the south and approximately 250 feet to the east.
2.0 Physical Setting
2.1 Geology and Hydrogeology
The pertinent geologic and hydrogeologic characteristics of the Site, summarized herein, are obtained
from the following sources:

• Site Characterization Report, May 21, 2021, prepared by Wood

Carolina, dated 1988, United States Geological Survey (USGS)
• A Master Conceptual Model for Hydrogeological Site Characterization in the Piedmont and
Mountain Region of North Carolina, dated 2004, prepared by LeGrand.
The landfill and vicinity are underlain by intrusive, metamorphosed rocks, as part of the Charlotte and
Milton Belts of the Piedmont Physiographic Province. As shown on Figure 3, the northeastern portion
of the site is underlain by foliated to massive quartz diorite from the Permian Period. The southeastern

portion of the site is underlain by intrusive igneous gabbro of the Concord Plutonic Suite from the
Devonian and Silurian periods. A transition zone may occur at the base of the regolith between the soil-
saprolite and the competent bedrock. This transition zone of partially weathered rock is a zone of
relatively high permeability compared to the overlying soil-saprolite and the underlying bedrock.
Groundwater flow paths in the Piedmont are almost invariably restricted to the zone underlying the
topographic slope extending from a topographic divide to an adjacent stream. LeGrand describes this
as the local slope aquifer system. Under natural conditions, the topography of the water table is similar
to that of the land surface.
Groundwater recharge in the Piedmont is derived entirely from infiltration of local precipitation.
Groundwater recharge occurs in areas of higher topography (i.e., hilltops) and groundwater discharge
occurs in lowland areas bordering surface water bodies, marshes, and floodplains.
Groundwater occurs from approximately 25 feet below ground surface (ft-bgs) beneath the southeast
portion of the landfill to 70 ft-bgs beneath the northern portion of the landfill. Groundwater flow around
the landfill is generally from the southeast toward the northwest, and toward the unnamed perennial
stream.
2.2 Soils
Natural soils in the region are derived from in -place weathering of the underlying bedrock. From shallow
to deep, these natural soils are made up of residuum, saprolite, and partially weather rock (PWR).
The USDA Soil Survey website was reviewed to examine the soil type underlying the subject property.
GIS soils data and the Mecklenburg County Web Soil Survey, both published by the Natural Resources
Conservation Service (NRCS), were utilized to estimate the on -site near surface soil characteristics
(Figure 4). Based on the GIS data and Mecklenburg County Web Soil Survey, the near surface
subsurface conditions located within the proposed disturbance limits consist of the following soil
phases, their respective soil series, and the soil type description:
• Cecil Sandy Clay Loam, 2-8% slopes, moderately eroded (CeB2);
• Cecil Sandy Clay Loam, 8-15% slopes, moderately eroded (CeD2);
• Davidson Sandy Clay Loam, 2-8% slopes (DaB); and
• Pacolet Sandy Loam, 15-25% slopes (PaE).
The texture and consistency of soils at any location along the landfill can vary from those found in the
NRCS soils data.
3.0 Monitoring System
3.1 Methane Monitoring Wells
Prior to Duke's construction of the Amended Final Cover System, McGuire LF No. 1 was not required to
conduct LFG monitoring. This LFG Monitoring Plan includes proposed locations to monitor subsurface
LFG migration. Monitoring locations are shown on Figure 2. Methane monitoring wells (MMWs) are
positioned to detect methane gas that may migrate into the areas located beyond the property
boundary. Proposed location and construction details for the MMWs are summarized on Table 1.

The location of streams and drainage features to the west, northwest and north of the landfill limit the
likelihood of LFG migration beyond these features. The positions of MMWs are focused along the east
and southern property boundary where residential development is more prevalent.
3.1.1 Methane Monitoring Well Construction and Decommissioning
MMWs shall be constructed in accordance with NCAC 02C .0108 and LFG guidance
provided by NCDEQ (NCDEQ, 2021). Standard construction detail for a typical MMW is
provided in Appendix III and proposed construction details for individual MMWs are
summarized on Table 1.
MMWs will be installed just above the water table within the unsaturated zone using 2"
PVC pipe and screen. The screen will extend the majority of the depth of the well. The
MMWs will be finished as stick-ups, with concrete pads, protective steel casings and
locks. The MMWs will be fitted with a Swagelock quick -connect assembly, or similar
stopcock -type valve, on the cap to allow for direct gas measurements from the tubing of
a portable gas analyzer without opening the wellhead. Constructed MMWs shall be
located by a GPS and marked on the site map included in a Monitoring Well Installation
Report.
If a MMW is discontinued as a monitoring location it should be abandoned by sealing
with grout in accordance with 15A NCAC 2C .0113(d).
3.1.2 Well Construction and Abandonment Record Submittal
A certified record of well construction (form GW-1) shall be submitted to the NCDEQ
Division of Water Resources within a period of 30 days after completion of a MMW, in
accordance with NCAC 02C .0114.
A certified record of well abandonment (form GW-30) is submitted to the NCDEQ
Division of Water Resources within a period of 30 days after well abandonment in
accordance with NCAC 02C .0114.
Copies of the NCDEQ forms for certifying proper well construction and well
abandonment (forms GW-1 and GW-30) are included in Appendix VI. The submittal
must also include a scaled topographic map showing the location and identification of
new, existing, and abandoned landfill gas monitoring wells.
3.1.3 Monitoring Well Installation/Abandonment Report
After completion of well installation, or well abandonment field activities, a LFG
Monitoring Well Installation/Abandonment Report shall be prepared and shall include the
following information regarding the sample network:
• Description of field activities
• Table summarizing MMW construction/abandonment details
• Boring and well construction logs
• Copies of the certified record of well construction (form GW-1) and/or certified
record of well abandonment (form GW-30)

A copy of the LFG Monitoring Well Installation/Abandonment Report shall be placed in
the facility's operating records.
3.1.4 Maintenance
Periodic maintenance and site observations will be conducted routinely to address
monitoring system components. At a minimum the following will be conducted on the
same frequency as LFG monitoring:
• Maintain access to LFG monitoring locations.
• Perform LFG monitoring well inspections and maintenance (maintain well locks,
steel casing, concrete pad, etc.).
• Observe landfill cover conditions, areas of dead vegetation, leachate seeps, odors,
etc. as indications of potential LFG-related problems.
• Note deficiencies on the monitoring forms and report to the Facility Manager for
repair or replacement as necessary.
A Well Inspection Form, to document inspections and to report recommended
maintenance and repairs, is included Appendix IV.
3.2 Monitoring of Facility Structures
No structures are proposed to be monitored at the facility.
4.0 Monitoring Plan
4.1 Frequency
Monitoring of the MMWs will be conducted quarterly unless directed otherwise by the NCDEQ.
Currently there are no structures on -site. In the future, if any on -site structures require
monitoring, the on -site structures shall also be monitored quarterly.
4.2 Personnel
LFG monitoring will be performed by personnel who are familiar with the requirements of this
plan and who are trained in LFG hazards and explosive gas meter use. As practical,
designated staff will be assigned to regular LFG monitoring duty.
4.3 Equipment
A LandtecTm GEM-2000 infrared portable gas analyzer, or equivalent intrinsically -safe LFG
instrument designed for use on landfills, shall be used to monitor LFG. The LFG meter shall be
equipped with an internal pump to sample and analyze concentrations in air for the following:
methane (CH4), oxygen (02), and carbon dioxide (CO2). The meter should display
percentages of the required gases, atmospheric pressures, and CH4 Lower Explosive Limit
(LEL).
For field instrument used, the following information will be documented: manufacturer, model
number, serial number, date of factory calibration and maintenance, and detection limits.
Information may be recorded on the Landfill Gas Screening Form included in Appendix V or
recorded by the instrument's internal datalogger.

All monitoring equipment should be regularly calibrated in accordance with manufacturer's
specifications and operated only as instructed. On the day of monitoring, prior to monitoring
activities, the LFG meter will be field calibrated, and documentation kept in the facility's
operating record.
4.4 Procedures
Prior to each monitoring event, the portable gas analyzer will be calibrated with a known
calibration standard in accordance with manufacturer's recommendations. General information
related to the monitoring event, equipment used, calibration procedures, weather conditions,
and results for each monitoring event will be recorded on the landfill gas monitoring data form
(Appendix V) or the instrument's internal datalogger. A flowchart of monitoring requirements
is included as Figure 5.
LFG monitoring shall be performed by trained personnel using a portable gas analyzer (LFG
meter). The following steps outline the initial procedure for the monitoring of methane
monitoring wells (MMWs) and facility structures:
• The LFG meter will be calibrated prior to field measurements in general accordance
with the manufacture's recommendations.
• Allow equipment to warm up properly prior to use, per manufacturer's instructions.
• Purge sample tubing for one minute before monitoring.
• Record the ambient temperature, barometric pressure, and general weather conditions
at the facility on the day of data collection.
IF A STABILIZED METHANE CONCENTRATION IS GREATER THAN 100% OF THE LEL IN
A METHANE MONITORING WELL OR GREATER THAN 25% OF THE LEL IN A FACILITY
STRUCTURE, THE FOLLOWING ACTIONS WILL BE IMPLEMENTED:
1) Recalibrate monitoring equipment and confirm results.
2) If results are confirmed, IMMEDIATELY contact the Facility Manager and the
Engineer.
3) For MMWs, implement the Precautionary Action Plan described in Section 4.4.3.
4.4.1 Methane Monitoring Wells
The following procedures will be used to collect LFG measurements in the MMWs:
• Unlock the protective casing for the MMW and open the protective casing lid to expose
the well's internal casing.
• Connect the LFG meter to the MMW using the quick -connections or stopcock valve,
without removing the cap. If quick connections are used, make sure the quick
connections are seated properly, the user should hear and feel the male and female
connections click into place. If a stopcock valve is used, open the valve after
connecting the tubing.
• Record the time and date of sample for each sample location.
• Monitor percent methane (%CH4) in each well until the reading on the meter stabilizes.
• Record initial and stabilized % LEL readings for each sample location. (LEL for
methane is 5% CH4).

• Also record percent carbon dioxide (%CO2) and percent oxygen (%02).
4.4.2 Structures
The following procedures will be used to collect LFG measurements in facility structures if
applicable in the future:
Walk through the facility structure with the LFG meter and monitor the perimeter wall interface of
the structure, the floor to wall interface in hallways and rooms, and any floor penetrations in the
structure.
LFG will be measured by recording detected concentration until readings stabilize, generally
after approximately 3 to 5 minutes in each structure.
Record the stabilized concentrations of percent methane (%CH4), oxygen (%02), and carbon
dioxide (%02).
4.4.3 Precautionary Action Plan for MMWs
If an initial or stabilized methane concentration is equal to or greater than 100% of the LEL in a
MMW, monitoring personnel should perform the following additional steps at this location:
• Measure gas pressure in the well head (in inches of water) using magnehelic gauge or
other appropriate metering device.
• Record at least one additional methane concentration measurement, inside the well just
below the top of casing.
• Evaluate the surrounding area for potential receptors to or signs of LFG migration.
• Notify the Facility Manager for further evaluation.
5.0 Reporting
5.1 Methane Monitoring Report
LFG measurements collected at the facility will be recorded for each sampling event and a
copy of the quarterly landfill gas monitoring results shall be placed in the Operating Record of
the facility within 7 days of the monitoring event and be readily available for review during
landfill inspections or upon request. The results do not need to be reported to the NCDEQ
Solid Waste Section unless:
• There is an explosive gas exceedance of the LEL at the facility property boundary as
measured in the landfill gas monitoring wells, or
• There is an explosive gas exceedance of 25% LEL in facility structures.
Under either of these circumstances, an Environmental Monitoring Reporting Form together
with the Landfill Gas Monitoring Data Form, must be completed and submitted to the NCDEQ
Solid Waste Section. Copies of both forms are contained in Appendix V.

6.0 Contingency Plan
April 1, 2024
North Carolina regulations require that explosive gases be controlled such that concentrations of gases
will be less than 25 percent of the LEL in on -site structures and less than 100 percent of the LEL at the
facility property boundary. If methane gas levels exceeding the maximum LEL are detected, Duke
Energy will perform the following:
• Immediately take steps necessary to ensure protection of human health and the
environment;
• Within 24 hours notify the Solid Waste Section;
• Within seven days of detection, place in the landfill record the methane or explosive
gas levels detected and a description of the steps taken to protect human health; and
• Within 60 days of detection, implement a remediation plan for the methane or
explosive gas releases, place a copy of the plan in the operating record, and notify the
Solid Waste Section that the plan has been implemented. The plan would describe the
nature and extent of the problem and the proposed remedy.
Figure 5 presents a flow chart summarizing methane monitoring requirements, and the necessary
steps the owner/operator must take if methane gas concentrations exceed the action levels in methane
gas monitoring wells or facility structures.
