The Yard Waste Notification renewal form was received on May 30, 2023. PURPOSE OF SITE VISIT: Partial Compliance Inspection STATUS OF PAST NOTED VIOLATIONS: None

OBSERVED VIOLATIONS:
A. 15A NCAC 13B .1406 (6), “A site shall only accept those solid wastes that it is permitted to receive.” At the time of this inspection, commingled municipal solid waste (MSW) and windblown litter was identified in and around the ground yard waste piles and scattered throughout the facility. Mr. Blasko stated that in addition to receiving yard waste, street sweepings are occasionally dumped at the facility. This facility is solely
approved to accept yard waste which consists of tree limbs, branches, grass, leaves, and brush/shrubs. Ensure that all unacceptable commingled MSW waste is removed from the ground material piles and from incoming yard waste prior to grinding, placed in containers, and promptly removed from the site for

proper disposal. If commingled waste is unable to be completely removed from street sweepings, all material should be transported to the landfill for disposal. Any windblown litter should be picked up from the facility grounds by the end of each working day and disposed of properly.
ADDITIONAL COMMENTS
1. The facility accepts yard waste from residents of the City of Oxford. The incoming waste is ground onsite by a contractor, windrowed, and turned as needed. The compost produced by this process is sold to and hauled off by contractors. 2. The facility operations area is less than two acres in size. The access road to the facility is currently maintained in fair condition.
3. Please install durable, easily visible markers delineating the limits of the two-acre notification and required
50-foot property line buffers. 4. NCGS, Article 9, Chapter 130A-309.05 (1), (2), “Seventy-five percent (75%), by weight or volume, of the recovered material stored at a facility at the beginning of a calendar year commencing January 1, shall be removed from the facility through sale, use, or reuse by December 31 of the same year. During
this inspection, several thousand cubic yards of ground material was observed stockpiled on-site, most of
which had vegetation growing on it and appeared to have been onsite for an extended period. Mr. Blasko stated that he was unsure how frequently the contractor removes material from the facility. Small Type I facilities are limited to no more than 6,000 cubic yards of material onsite at any given time, including finished product. Ensure that at least 75% of recovered material is removed from the facility within a
calendar year as required by General Statute, and that the facility stores no more than 6,000 cubic yards of
material onsite at any given time as required by Rule .1402 (6)(A). 5. 15A NCAC 13B .1406 (3), “Stormwater shall be diverted from the operations area.” At the time of this inspection, standing water was observed along the base of the ground yard waste piles and in various low-lying areas of the facility. Ensure that any low-lying areas containing standing water are graded to promote
positive drainage of surface water away from operational and material storage areas. 6. Corrective measures are necessary as a result of this inspection.
