LOS Permit 12/22/2020, Attachment 3, Part VII, 35 – RESOLVED OBSERVED VIOLATIONS: NA FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 7 ADDITIONAL COMMENTS 1. The purpose of this inspection was to follow up on corrective actions at the Bladen County Transfer Station. The site was walked by Mr. Kip McClary and Mr. Lou Krasuski, from Smith Gardner, with Section staff. Repairs completed, in process and future were discussed in conjunction with Station Assessment report requirements and timelines. Side wall tin and structural members are mostly replaced as well as new concrete tipping floor and reinforced side walls in certain areas. The roadway around behind the station to loading bay has had asphalt added and the used oil area has been addressed with a secondary containment pad installed as well as a garage cover. The leachate collection has been cleaned out with new pumps added. On 4/15/2024 Photos of CA’s were sent by Kip McClary, thank you. 2. Also, please keep in mind, the required wash down monthly and biannual entire station wash down. This was an issue previously with the station in disrepair but now that should not be an issue moving forward. 15A NCAC 13B .0405 (11) - Site Cleaning and Maintenance: Unless otherwise stated in the site permit, all waste shall be removed from the tipping floor, the truck loading bays, and from behind push walls by the end of each day of operation and disposed of in accordance with this Subchapter. The tipping floor, push walls, and truck loading bays shall be cleaned with a pressure washer no less than once per month. The remaining areas of the site building including side walls and any material storage areas outside of the building shall be cleaned with a pressure washer no less than twice per year. Wash water generated from cleaning waste handling areas shall be contained and treated as leachate. Cleaning and maintenance records shall be maintained and made available to the Division upon written request. 3. In addition to these updates and corrections, some additional notes were made on further corrective actions: • Once the remainder of the wall is repaired, submit photos to David Powell via email ASAP. This should complete all the items necessary for resolving the previous NOV. • There was a small amount of windblown waste observed against the fence, behind loading bay and active storage for wall repair. As the repair is completed, please collect, and properly dispose at the transfer station. • There were at least 2 leachate drain gates in the loading bay missing that need replacement. • Recommend sealing the base along the inside of the walls to allow for any wash water in the future to be contained within the building and captured in the leachate system. • Recommend the installation of “Speed bumps” at each end of the loading bay to capture future wash water but also keep any leachate or other spills from leaking trucks contained in the building. • Due to the leaking oil from the truck during previous inspection, you will need to excavate and properly dispose of the contaminated soil located outside of the loading bay. • Consider contacting the neighborhood concrete company to see if a deal can be reached to either obtain waste concrete or truck washout material to stabilize ditch along the NW side of the building. with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 3 of 7 • Recommend adding new or additional labels to the waste oil containers. Oil leak should be addressed so not to spread oil contamination across site. Also speed bump recommended in this area and other end of loading bay to contain leachate. Add signs/placards on correct containers for further identification. 4. Corrective actions are necessary as result of this inspection.
