Dear Mr. Lane:
CDM Smith Inc. (CDM Smith), on behalf of Onslow County (County), is submitting this Well Installation
and Initial Sampling report for the Onslow County Subtitle D Landfill (Site) – Phase 5 Expansion.
Groundwater and landfill gas (LFG) monitoring wells were installed at the Site in accordance with the
approved Water Quality and LFG Monitoring Plans to monitor the Phase 5 expansion area. The current
approved groundwater monitoring network consists of the following wells: MW-1, -1a, -2, -2a, -4, -5, -6,
-7, -8, -8a, and -9. Monitoring wells MW-1 and -1a are the background wells for the Site. Following the
installation of the wells, initial baseline groundwater sampling was completed. Field activities and
groundwater sampling results are discussed below.
Well Installation
Groundwater monitoring wells MW-10, -11, and -11a and LFG monitoring wells M-9 and -10 were
installed on January 30-31, 2024, by Fishburne Drilling, Inc., at the locations shown on Figure 1 using
hollow-stem auger drilling techniques. Split-spoon samples were collected continuously for the first 5
feet followed by 5-foot intervals to the target depth using Standard Penetration Testing to characterize
the subsurface lithology. The lithology of the soil samples was classified using the Unified Soil
Classification System. Boring logs and well construction records are provided in Appendix A. All drilling
equipment and tooling were decontaminated by steam cleaning prior to use and between each
groundwater monitoring and LFG well.
Groundwater Monitoring Well Installation
Monitoring wells MW-10 and -11 were installed to depths of 20 and 17 feet below ground surface (bgs),
respectively, so the screen bracketed the water table. MW-11a was installed to a depth of 35 feet bgs.

The monitoring wells were constructed using 2-inch Schedule 40 polyvinyl chloride (PVC) riser flush-
threaded to 10-feet of 0.010-inch mill slotted Schedule 40 PVC screen. A Number 2 standard sand pack
was installed to 2-feet above the screen and a 2-foot hydrated bentonite seal was installed above the
sand pack. The remainder of the borehole annulus was sealed with a bentonite-Portland cement grout
mixture to land surface. Each well was completed with an above-grade locking steel protective cover,
expansion plug, 2-foot by 2-foot concrete pad, identification placard, and a lock. Following installation,
the monitoring wells were developed until clear to remove any suspended solids. Well development
equipment was decontaminated between each well by washing it in a non-phosphate detergent solution
followed by a potable water rinse, then a distilled water rinse. A well construction summary table for the
new and existing groundwater monitoring wells is presented in Table 1. Each monitoring well was
surveyed to State Plane Coordinates by a North Carolina registered surveyor.
LFG Monitoring Well Installation
LFG monitoring wells M-9 and -10 were installed to depths of 10 and 8 feet bgs, respectively. LFG
monitoring well M-10 was installed at a shallower depth due to groundwater at 8 feet bgs. The
monitoring wells were constructed using 2-inch Schedule 40 PVC riser flush-threaded to 5 and 3 feet of
0.010-inch mill slotted Schedule 40 PVC screen, respectively. A Number 2 standard sand pack was
installed to 1-foot above the screen and a 1-foot-thick hydrated bentonite seal was installed above the
sand pack. The remainder of the borehole annulus was sealed with a bentonite-Portland cement grout
mixture to land surface. Each well was completed with an above-grade locking steel protective cover,
expansion plug, 2-foot by 2-foot concrete pad, identification placard, and a lock.
Groundwater Sampling
Groundwater samples were collected from MW-10, -11, and -11a on February 22 and March 7, 2024,
using disposable, laboratory decontaminated, bailers. Prior to sampling, groundwater elevations were
measured at each new and existing monitoring well and are presented in Table 2. These groundwater
elevations were used to construct potentiometric contours as shown on Figure 2. After the depth to
groundwater was determined, three well volumes of water were removed from each well prior to
sampling to provide fresh formation water within the well water column. Each well volume was
measured in the field for pH, conductivity, temperature, turbidity, dissolved oxygen, and oxidation-
reduction potential using a YSI-556 multi-parameter water quality meter and a HACH 2100Q turbidity
meter. Water quality parameters at the time of sampling are presented in Table 2.
Sampling Results
Pace Analytical Services, LLC, located in Huntersville, North Carolina, analyzed the groundwater samples
for North Carolina Appendix I volatile organic compounds (VOCs), 1,4-dioxane, Appendix I metals, and
per- and polyfluorinated substances (PFAS). Note that VOCs and 1,4-dioxane samples were received by
the laboratory outside of the required temperature during the February 2024 sampling event and were
resampled on March 7, 2024.

No VOCs or 1,4-dioxane were detected above the laboratory method detection limits. Chromium and
vanadium were detected in samples collected from MW-11a above their respective 15A NCAC 02L .0202
(NC 2L) Groundwater Standards. No other metals were detected above the NC 2L Groundwater
Standards. A summary of the sampling results and a complete summary of all detected concentrations
from the existing monitoring wells from May 2012 to September 2023 is provided in Table 3. The
laboratory data reports are provided in Appendix B. Note that the PFAS sample results are pending and
will be submitted at a later date.
Per the approved Water Quality Monitoring Plan, the installation and initial sampling of groundwater
monitoring wells satisfies the groundwater criteria necessary to obtain the Permit to Operate for the
Onslow County Subtitle D Landfill – Phase 5 expansion. Three additional sampling events will be
completed within six months of installing the new wells and are estimated to be done in April, May, and
June 2024. The LFG monitoring wells will be screened during the quarterly LFG screening event,
estimated to be completed in April 2024.
