Dear Mr. Lane:

On behalf of Meridian Waste, we have enclosed the results of the 1st Quarter 2024 landfill gas
monitoring event for Shotwell C&D Landfill. Landfill gas was measured at the 14 gas monitoring
probes and two on-site structures in accordance with the facility’s Gas Control Plan. Additionally, this
monitoring event coincided with the third monthly monitoring event in accordance with the approved
remedial measures in response to the 4th Quarter 2023 landfill gas exceedance at former gas probe LG-
8R. The two off-site structures were also monitored this event. A figure depicting the monitoring
locations is enclosed for reference.

With the exception of probe LG-3, no methane was detected in any of the monitored locations. Gas
probe LG-3 exhibited a stabilized methane concentration of 15.3%; however, downgradient sentinel gas
probe LG-9 was non-detect for methane indicating off-site migration is not occurring in this area.

This event marks the third consecutive monthly monitoring event in which no methane was observed
above 5% in any monitored probe at the property boundary. Therefore, it can be concluded that the
completed remedial measures have successfully shown that methane is not migrating off-site. The
facility will resume routine quarterly landfill gas monitoring beginning with the 2nd Quarter 2024
monitoring event.

This letter and the results of the 1st Quarter 2024 landfill gas monitoring event will be placed in the
facility operating record.
