Dear Mr. Cobb:
On September 20, 2023 the State of North Carolina, Division of Waste Management Solid Waste Section
(Section) issued a Yard Waste Notification (YWN) for the referenced facility. It has come to our attention that the
issuance for anew yard waste facility was in error as the Section never received an approval letter from Johnston
County regarding the Zoning status of the proposed activity, as required by 15A NCAC 13B .1402(g)(1)(A).
As such, this letter serves to notify you that the YWN is being rescinded and is no longer valid. You may re -apply
once you have the zoning letter from the County. Until such a time, acceptance of yard waste on this property
may be a violation of the laws and rules governing the management of solid waste. Thank you for your
