The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. All photographs were taken by Lee Hill on April 2, 2024.
2. The facility is open to the public Monday through Friday, 7:30 am to 3:45 pm and on Saturday from 7:30 am to
12:00 pm.
3. The facility is secured by gates, fencing, the Valley River, and other natural terrain to prevent unauthorized
entry.
Operations Inspection of the MSWLF Unit (2002-MSWLF-1998)
4. The facility is currently filling in Phase 5, Cell 2.
5. The access roads around the facility were of all-weather construction and were being maintained in good
condition at the time of inspection.
6. The exterior side slopes of the landfill had good vegetative cover established and no leachate seeps were
observed.
7. During the inspection, facility staff were actively collecting windblown waste. Although windblown waste was
minimal on the top of the landfill cell, some was observed on the east side of the working face. Ensure all
windblown material is picked up at the end of each operating day.
8. The landfill cell had good cover across the entire top; however, a small amount of waste was observed on the
west side of the working face. This material appeared have been tracked by equipment. Ensure any waste
that is moved by machinery is picked up at the end of the working day.
9. The working face was small, compact and no unapproved waste was observed.
10. The rain cover was torn in multiple of areas on the north side slope of Cell 2. The rain cover should be
repaired to prevent erosion of the protective soil cover and the possibility of damaging the liner system.
11. The leachate pond had adequate freeboard, and upon visual inspection, no deficiencies were noted with the
liner.
Operation Inspection of the White Goods, Scrap Metal, Scrap Tire, Grinding, and Electronic Waste Areas
12. Scrap tires are collected in two van trailers which are parked adjacent to the leachate pond. No tires capable of
holding water were being stored outside at the time of inspection.
13. The grinding area is located to the southeast of Phase 5 and boundary markers are installed to delineate the area.
Minimal unapproved material (plastic bag) was observed in the grinding area at the time of inspection. Ensure
that unapproved material is removed from the grinding area.
14. Scrap metal and non -refrigerant containing white goods are collected on a concrete pad located to the west of
the scale house.
15. White goods containing refrigerants are collected and stored on the northeast side of the recycling building. All
units were observed to be stored upright to help prevent unintentional release of refrigerants.
16. Electronics are collected, palletized and stored to the southeast of the scale house and then sent to a certified
recycling company for processing.
