Dear Ms. Drummond:
On behalf of BFI Waste Systems of North America, Inc. -Charlotte Motor Speedway, Landfill V, Jett
Environmental Consulting is submitting the following in response to a March 13, 2024 Comment Letter (FID
1831925) from the North Carolina Department of Environmental Quality (DEQ) regarding the Groundwater
Statistical Analysis Report - Second Semi -Annual 2023 Event.
The March 13, 2024 DEQ Letter requested the site implement the following items:
• Analyze for 1,4-Dioxane semiannually (instead of annually that was previously approved on August 8, 2019
(FIDs 1338643 and 1338724) for all groundwater monitoring wells, surface water sampling locations, and the
new underdrain location (UD-3);
• Analyze for 1,4-Dioxane in the leachate semiannually;
• Include two new surface water sampling locations to effectively monitor the surface water adjacent to
downgradient groundwater contamination;
• Pursuant to 15A NCAC 13B .1635, Republic Services, Inc. is required to initiate Assessment of Corrective
Measures; and;
• Within 120 days of receipt of this letter, complete an Assessment of Corrective Measures to analyze the
effectiveness of potential corrective measures by submitting to the Solid Waste Section an Assessment of
Corrective Measures Report. Once the Solid Waste Section has reviewed the Assessment of Corrective
Measures Report, Republic Services, Inc. is required to conduct a public meeting to discuss the results of the
Assessment of Corrective Measures prior to selecting a remedy.
The site is tentatively scheduled to conduct the next semi-annual sampling event in April 2024. During the
sampling event, the site will analyze for 1,4-dioxane for the groundwater monitoring wells, surface water
sampling points, the underdrain, and the leachate. These locations will then be sampled on a semi-annual
frequency. Attached is a potentiometric surface map, which also identifies the locations of the two new surface
water sampling points (SW -A and SW-B). Water Quality Monitoring Plan revisions are planned to be submitted
in the near future to document the two added surface water points and the semi-annual 1,4-dioxane sampling.
In addition, the site has initiated an Assessment of Corrective Measures (ACM) and will submit an ACM
Summary Report within 120 days from receipt of the March 13, 2024 DEQ Letter.
