PURPOSE OF SITE VISIT:
Partial inspection in response to leachate seeps.

The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. An on -site meeting was conducted to investigate reports of leachate seeps along the old access road to Phase 2.
2. During the inspection three excavated pits were observed along the south side of the old access roadway and one
additional pit was observed along the north side. Mr. Davis stated the pits observed on site were excavated to
capture leachate and prevent it from leaving the lined landfill.
3. During the inspection, leachate was observed flowing down the southern side ditch. However, leachate was
collected in the excavated pits preventing flow beyond the liner system. No leachate was observed leaving the lined
landfill cell.

4. Following the March 13t' inspection, Cleveland County took the following steps (pictures provided by Josh Davis):
• Facility staff discovered hard packed dirt between layers of waste on the south side and old road base
material between layers of waste on the north side.
• The layer of dirt and old road base were removed and loaded into off road dump trucks and placed into the
active working face and mixed with new waste.

• Facility staff filled the areas with 57 stone to ensure proper drainage.
• Facility staff hauled soil to the site to cap the 57 stone providing good compaction to prevent future seeps.

• The areas were tracked in well and ready to seed and sow.
5. All repairs were completed by March 14, 2024.
