On February7,2000,LandManagement Group,Inc.performedanon-siteinspection ofthetractthat searchedforthreatened orendangeredspeciesorhabitatthatwouldsupportthreatenedor endangered specieswithinNewHanover County(Table1),Theon-siteinspection foundthat the projectsiteconsists ofapproximately5acresofland that hasbeenheavilydisturbed.Thesitehas been clearedofvegetationandcontains largepilesofwoody debris(Figure1).Surroundingthe sitearesomewooded areascontaining loblollypine,longleafpine, and yaupon(Figure2).Theseforestedsectionsaresmallinsizeandconsistofrelativelyyoungtrees.Basedontheon-site•inspection,nostateorfederally-listedthreatenedorendangered speciesorhabitatcriticaltothese species are located 'within the site boundaries..• Asearch oftheNorth Carolina NaturalHeritage Programdatabasefound sixhistoric recordsofimportant'specieswithinaonemileradiusofthesite(seeattached letter).However noneofthesespeciesareclassifiedasthreatenedorendangeredandnonehavebeenobservedin the area for over 20 years.Based ontheon-site inspection and theHeritage database search, it isthedetermination of LandManagementGroup, Inc.thatnothreatenedorendangered speciesorhabitatcriticalto threatenedorendangered speciesoccurwithin theproject site.While theHeritage database shows that certain rarespecies have been observedwithin a one-milevicinity ofthe site inthe past, becausethisspecificareahasbeenhighlydisturbedformanyyears,itunableto supporttheseor anyotherrarespecies.Ifyouhaveanyquestionsregardingthesefindings,pleasegivemeacallat(910)452-0001. LocatedinareazonedHeavyManufacturing(H1v1),theuseasayard recyclingcenterisconsistentwithCity of Wilmingtonzoningstandards.AcopyofthezoningverificationformisincludedintheAppendixofthisReport.EXISTJNGCONDITIONS: The main site area has a defined draw in a north to south direction with slopes generally ranging from approximatelytwo(2)tofour(4)percent.Extendingwestward alongthenorthern boundary,thesitecontinues thesamerelativedrawwithsimilarsloperanges.Tothenorth,withintheCSXRailroadright-of-way,thearea hasbeenraisedinthevicinityoftheoldrailroadtracks nowremoved.Ownership oftheabandonedright-of-way hadbeenunderquestion buthasbeenresolved withtheStatePortsAuthorityclaimingownership. Vegetation throughout themajority of theproject area issparsedueto prioractivity.Theadjacent woods are moderatelyvegetated andconsistoflightgroundcoverwithsmallerloblollypines,longleaf pinesandyaupon. Soilswithinthe immediateproject siteconsistofseveralfeet ofsandyfill materialwhiletherearportionconsists ofwelldrainedKurebsoils.WatertableevaluationsweremadebyLandManagementGroup,Incorporatedand are includedinthisReport. Typicaltrafficpatternsareforarrivalofwastematerialviatheeastern-mostentrancetobeweighed atthescale adjacentthemainoffice.Vehiclesthenexitthefacilityalongthewestern-mostentrance.Gravelroadbeds currently exist both attheendoftheweighscalesaswellasthegravel area west ofthelarger warehouse building.Theformer gravel areaisfortheoccasional vehiclewhichmayrequireweighing upon unloadingor loadingofproductmaterial priortoleavingthesite. AspartoftheOwner'sdesire to maintain thesite,asiltfencehasbeeninstalledalongtheeastern property line extending partiallyacross the northern boundary.Thisisindicated on theDrawings.Similarly, avegetative debris berm hasbeen installed along themajority ofthewestern boundary toprevent runofffrom leaving the project site. Aportion of theCSXRailroad right-of-wayhas been mined forsand material.Uponnotification of possible needforaminingpennit,theapplicanthasceasedallminingactivity.Duetothesandynatureofthearea,exact detenninationoftheextent oftheactivity is difficult to determine.However, included ontheDrawings area rough estimate of thegeneral area with final restoration to be based on visualestimates of adjacent grades. C:PROPOSEDUSAGE: Thedisturbancecurrentlyunderwayforwhichthispermitisbeingsoughtinvolvesrecyclingofyardwastewood products.Scatteredthroughoutthesite,variousareashavebeendesignatedforusagesbasedonminimizing trafficflowpatternsthrough thesitewhen possible.Noactualgrounddisturbanceforthework isactually planned (i.e.no grading ofroadways, etc.); however, theactivity will involveongoing scarifying of theground surface as product materi!;llis being treated, turned and eventuallyloaded for offsite hauling.PROPOSEDIMPROVEMENTS: Improvementsforthesiteinvolve maintainingallgravelexitpointsfromthesite.Gravelroadbedswill minimize soil loss fromvehicle wheels when entering the public streets.Maintaining theexisting vegetative benn along the west and thesilt fence along theeastern and northern property lines will prevent sheet flow of runoff and soil to theadjoining areas.Inaddition. areas extending eastwardalong the CSX Railroad right-of - wayhavebeen,andwillcontinuetohave,anondisturbedbufferareaalongthesouthernedgeoftheproject area.Theseveresandynatureofthesoilsintheseareasindicatethatfurthermeasuresareprobablynot necessary asoverland flowofrunoffisunlikely. Areaswheresandminingoperationshavetakenplacewillberestoredtotheirpriorelevations usinga combinationofscreenedroot material atthe bottomofthe pitwhileusingaminimum offorty-eight(48)inches ofcompactable fill material near thesurface.Itis our understanding that thismethod for restoration would be suitabletotheStatePortsAuthorityshouldtheyretainownership. AUareasnotunderactiveactivityforthespecifiedtimeperiodshall beseededandstabilized asperthe Drawings.Theseincludedanyareasforthesandpitremediationaswellastheyardwasterecyclingareas.
