1.0 Introduction
This Certification Report documents the construction of a replacement section of Leachate Force Main (LFM)
associated with the Marshall Steam Station Industrial Landfill No. 1 (Permit 1812-INDUS-2008). The Marshall
Steam Station is in Terrell, North Carolina. The existing LFM alignment extends from the Industrial Landfill to the
Lined Retention Basin (LRB). It was recently modified to divert flow to and from the Leachate Basin prior to
discharge to the LRB. This design modification to the LFM was included in the Industrial Landfill (ILF) No 1. Phase
2 PTC package (October 1, 2020).
Due to the required, amended closure of the Structural Fill (CCB0031) and construction of stability features, the
design of the ILF LFM was further modified in the Structural Fill Amended Closure Plan (May 16, 2022). The
modifications to the LFM included 1) conveyance to and from the Leachate Basin, 2) dual containment for the
portion of the LFM that is located within the Structural Fill limits, and 3) relocation of the LFM outside of the
northern stability feature. The Structural Fill Amended Closure Plan including the design modifications for the ILF
LFM was approved by NCDEQ on July 12, 2022.
The LFM alignment is routed along the eastern crest of the onsite Structural Fill (CCB0031). The replacement LFM
construction is limited to the portion located within the footprint of the Structural Fill, where Final Closure
construction necessitated replacement and a partial relocation. A portion of the LFM runs directly adjacent to the
MAR-145 industrial stormwater channel. As a result, dual containment high density polyethylene (HDPE) piping
was selected to reduce environmental risk. The dual contained piping reduces the potential of a leachate release
to the MAR-145 stormwater pond. In addition, the dual contained piping will help preserve the integrity of the
Structural Fill closure system in the event of a failure of the carrier pipe. As part of the Structural Fill Closure
Construction, the existing 12-inch diameter LFM within the Structural Fill Limits was either removed or is schedule
abandoned in -place.
The Structural Fill occupies a waste footprint area of approximately 84 acres and is estimated to contain about
6,490,000 tons (about 8.8 million cubic yards) of in -place Coal Combustion Products (CCP). It is located on the
north side of the Marshall Steam Station Property, between the railroad right-of-way adjacent to Sherrills Ford
Road and Steam Plant Road to the west and the transmission corridor to the east, adjacent the new Leachate
Basin and Future Landfill Phases. The approximate center of the Structural Fill site is at Latitude 35°36'50" N,
Longitude-80°58'49" W. Its closest boundary (northwest corner) is approximately 2,600 feet southeast of the
intersection of Sherrill's Ford Road and Island Point Road.

1.2 Purpose
The purpose of this report is to document that construction of the dual containment section of force main was
performed and completed in accordance with the approved CQA Plan, the conditions of the Permit to Construct
and the requirements of Title 15A of the North Carolina Administrative Code (NCAC) Subchapter 13B Rule 0.1624.
Provided in this Certification Report are the CQA documentation related to construction observations and testing
data compiled during construction. This report has been prepared as required by, and in accordance with, North
Carolina Regulation 15A NCAC 13B.1624(b)(16).

The Structural Fill Closure Construction consists of subgrade embankment fill, excavation of stacked ash from the
north stability feature, and installation of a geosynthetic cover system. The cover system is comprised of a
structured geomembrane overlain by a geotextile and two (2) feet of cover soil. On the north and west slope, the
cover system consists of a geomembrane-engineered turf system.
The existing LFM enters the Structural Fill at the northeast corner, then traverses the top deck along the east and
south sides. The LFM exits the limits of the Structural Fill at the southern entrance. The tie-in points for the dual
containment LFM replacement section are located on the top deck at the northeast corner, and near the southern
entrance, just outside of the Structural Fill limits. The horizontal alignment of the dual containment section
generally follows the existing LFM alignment, except where it is relocated around the north stability feature. The
total length of dual contained LFM is approximately 3,980 feet.
New vault structures were constructed near each tie-in location and house air release valves. Two additional
vaults were installed near the center for tie-in of the Leachate Basin inlet and discharge force main piping
constructed as part of the ILF Phase 2 Expansion project. A separate vault was installed to house a butterfly valve
just upstream of the tie-in with the Leachate Basin inlet force main. The Leachate Basin tie-in vaults were directly
connected with force main piping as a temporary bypass of the Leachate Basin. NCDEQ approved operation of
the Leachate Basin on July 25, 2023, and the temporary bypass was closed off. The temporary bypass will be

permanently removed from service following satisfactory operation of the Leachate Basin during an initial
observation period.
Excavation of stacked ash for the North Stability Feature was conducted and completed prior to construction of
the LFM Relocation. To avoid disruption in service, temporary single wall HDPE force main piping was constructed
on top of the cover system subgrade adjacent to the final LFM alignment prior to the excavation task.
As part of the Structural Fill Closure Construction, the existing 12-inch diameter LFM within the Structural Fill limits
was removed with the exception of an approximate 500-foot section on the south end which is scheduled to be
abandoned in -place.
2.0 Construction Quality Assurance
S&ME provided a CQA Technician to perform CQA field services on an as -needed basis during construction of the
LFM. S&ME's observations and field testing were generally limited to part-time field observations of installation
and piping commissioning tests. For each day on site, the CQA technicians prepared a daily field report
summarizing the observed construction activities and completed CQA documentation forms and obtained site
photographs.
Daily field reports (typically including 1 or 2 photographs) for CQA documentation associated with the dual
containment force main and HDPE vault installation/construction between May 11, 2023, to July 12, 2023, are
presented in Appendix I -Section 1.
2.1 Leachate Force Main Piping & Vaults
2.1.1 Material
The prefabricated sections of dual containment force main pipe consist of a 12-inch diameter solid wall carrier
pipe inside an 18-inch diameter solid wall containment pipe. Both the carrier and the containment piping consist
of HDPE DR 17 pipe.
Except for a concrete vault housing a butterfly valve, the new vaults installed for the work consist of 60-inch
diameter DR 32.5 HDPE. The vaults are approximately 4-foot tall. A 1-inch thick, HDPE sheet stock rub sheet, 8-
foot in diameter was welded to the bottom of each vault. The HDPE vaults contain assemblies that allowed for the
transition between single wall and dual containment force main piping. The vaults also include air release valves
and ball valves to allow for the ability to isolate sections of the force main.
2.1.2 Assembly
The sections of dual containment LFM piping were joined together using butt -fusion welding. Electrofusion
couplers were used at each transition to the existing LFM. Welding was performed by WNC White Corporation.
Pipe Butt Fusion Data Logger Reports were submitted by Trans Ash via the construction submittal process to Duke
Energy personnel for review and approval.

2.1.3 Installation
Installation of the LFM was performed by Trans Ash and subcontractor WNC White during the months of May,
June and July 2023. After staging the force main piping along the adjacent exposed subgrade, the pipe was lifted
and set into place directly on the geotextile that overlays the closure geomembrane. The vaults were also
installed over the geomembrane and geotextile. A layer of cushion geocomposite was installed underneath each
vault above the cap system.
Cover soil was placed around and over the LFM to a minimum thickness as indicated on the drawings. Detectable
metallic warning tape was installed over the LFM. S&ME observed placement of the dual containment pipe into
the final location and the placement of cover soil over the pipe.
2.1.4 Pressure Testing
The Contractor conducted hydrostatic and pneumatic pressure testing of the Dual Containment LFM in
accordance with the Technical Specifications and the Contractor's approved submittal of testing procedures.
The Contractor conducted the hydrostatic pressure test of the carrier pipe on July 6, 2023, in general accordance
with ASTM F2164. Prior to the test, the pipe was flushed to remove potential debris. The carrier pipe was slowly
filled with water to purge air from the pipe. The pipe was pressurized to 75 psi internal pressure (1.5 times the
working pressure) and held for four (4) hours for the initial expansion phase. Following the pressurizing/initial
expansion phase, the pressure was dropped to 65 psi for the testing phase and monitored for one (1) hour in
accordance with the testing requirements and project specifications. S&ME observed and documented the
hydrostatic pressure testing for adherence to the testing requirements and confirmed passing criteria was
achieved. The test results met the project requirements as documented in S&ME's daily report dated July 10,
2023.
The Contractor conducted pneumatic testing of the containment pipe on July 10, 2023. The pipe was pressurized
with air to 5 psi and held for 2.5 hours. Air pressure was observed to be maintained during this time.
2.2 Nonconformance Notices
A "nonconformance" is defined as a more significant deviation from the project requirements or procedures that
results in the occurrence of a condition adverse to quality (CQA). A "discrepancy" is defined as a construction
anomaly (e.g., failing nondestructive test result, improper test frequency, etc.) that can readily be corrected in the
field without extensive rework and within a reasonable time frame. If project "Issues" become elevated in the level
of concern, or have the potential to be incorporated into the completed construction prior to remedy, a formal
Nonconformance Report (NCR) is issued by Duke Energy or S&ME.
There were no formal Nonconformance Notices pertaining to the construction elements issued by S&ME
associated with the CQA activities documented in this report volume.

3.0 Project Documentation
Duke Energy retained electronic copies of all project records generated during this construction. S&ME retained
duplicate project records deemed applicable to Construction Quality Assurance, such as design updates during
construction, pertinent product data and submittals, and as -built records. The following sections summarize this
information.
3.1 Deviations from Regulatory Approved Permit to Construct
There were no deviations from the regulatory approved permit to construct design plans.
3.2 Construction Submittals
Construction submittals included product data, fusion reports, pressure testing procedure for dual containment
pipe and leachate force main pressure testing results. These were submitted for approval by the Design Engineer
or Duke Energy. Submittal information is available upon request.
3.3 As -Built Drawings
As -built drawings documenting the installation of the dual containment LFM and the associate vault structures
were prepared by the Contractor following completion of the work. The drawings are sealed by a Professional
Surveyor registered in the state of North Carolina. S&ME reviewed the drawings for completeness and project
document requirements. As shown on the Leachate Basin Tie -In Plan As -Built, the temporary bypass between the
Leachate Basin force main piping tie-in vaults incorporated a butterfly valve. The temporary bypass will be
permanently closed off by removing the valve and fusing blind flanges on the ends of the pipe stub outs.
The As -built drawings are presented in Appendix II and summarized in the table below.

Construction observations and field testing results indicate that the Dual Containment Leachate Force Main and
associated structures were constructed in accordance with the approved Structural Fill Amended Closure Plan, and
the requirements of Title 15A of the North Carolina Administrative Code (NCAC) Subchapter 13B Rule 0.1624 as
noted herein. A Certification Statement, signed and sealed by the CQA Certifying Engineer, who is a Professional
Engineer registered in the state of North Carolina, is provided herein. Certification Statements other for the

site. S&ME is at the site to perform specific services and has certain responsibilities which are limited to those
specifically authorized in our agreement with our client. The results of tests or observations performed are only
applicable to the time and location of the tests or observations. Testing frequency is dependent on our being
informed of work in progress at the site and staffing level. In no event shall S&ME be responsible for the safety or
means and methods of other parties at the project site.

• Due to high air temperatures and sun exposure, Contractors were unable to reach the
planned pressure.
• Testing phase was scheduled for early hours of Monday, July 10.

Activity: Pneumatic testing of dual containment LFM containment pipe
• Trans Ash an WNC White were onsite at 4am and began preparations for air pressure testing
of the carrier pipe - both the north and south segments.
• Contractors introduced air pressure to 5 psi.
• Pressure was observed to be maintained for 2.5 hours in accordance with the approved test
plan.
