PURPOSE OF SITE VISIT: Comprehensive Compliance Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 4 ADDITIONAL COMMENTS South Wake Municipal Solid Waste Landfill, 9222-MSWLF-2008, is owned by Wake County and operated by GFL Environmental Inc. South Wake MSWLF is permitted to operate Phases 1A, 1B, 2A, & 2B and approved to construct Phases 2C, 3A, & 4 of the municipal solid waste landfill. Operation of future phases requires written approval of the Section after documentation has been submitted which proves the area has been constructed in accordance with applicable statutes and rules. 1. The facility is fenced and is secured by a locking gate when it is not open for operation. 2. The correct signage is posted at the entrance to the facility listing the facility name, permit number, and emergency contact information, as well as a list of materials not accepted at the facility. 3. The facility accepts waste Monday through Saturday from 7:00 am to 4:00 pm. 4. The permit, operations plan, groundwater sampling records, LFG monitoring records, and staff training records were reviewed and up to date. 5. The facility has certified personnel on-site during operating hours. The following are facility certified personnel: a) Matthew Wuester, Certified Manager of Landfill Operations, Cert# 1973479, exp. 1/10/2027 b) George Moot, Certified Manager of Landfill Operations, Cert# 1169654, exp. 9/10/2025 c) Preston Travelstead, Certified Landfill Operations Specialist, LF-2021089, exp. 11/5/2024 d) Sarah Daigle, Certified Landfill Operations Specialist, LF-2021086, exp. 11/5/2024 e) Garret Riddle, Certified Landfill Operations Specialist, LF-2021045, exp. 5/3/2024 f) Derek Linnen, Certified Landfill Operations Specialist, LF-2021039, exp. 5/3/2024 g) Daniel Peneyra, Certified Landfill Operations Specialist, LF-2021042, exp. 5/3/2024 Recommend operations staff bolded above renew their certifications prior to 5/3/2024 expiration date. 6. Waste screening logs and daily cover logs were available and reviewed up to 2/29/2024. 7. Access roads are of all-weather construction and are maintained in good condition. 8. At the time of this inspection, windblown waste was actively being picked up from the northern side slope, and litter fencing had been set up along the top of the landfill adjacent to the working face. However, significant windblown waste was observed within the tree line adjacent to the northern and southern sides of the landfill. Windblown waste was also observed within the southwestern sediment basin as well as in the storm water drainage ditch along the access road leading to the working face. Ensure that all windblown waste is picked up and returned to the working face by the end of each operating day. 9. Vegetative cover on the side slopes of the landfill provided adequate coverage and was mowed to an acceptable height. No woody vegetation was observed on the side slopes. 10. Permanent edge of waste markers (EOW) were observed around the landfill and are adequately spaced so that each one is visible to the next. 11. The size of the working face was appropriately sized for the expected tonnage. 12. During this inspection, exposed waste was identified in a large area within Phase 2B adjacent to the current working face, and within an excavated ditch in the same area. Mr. Metcalf stated that the ditch was a temporary stormwater drainage feature that would be filled and covered by the end of the day. Ensure additional cover soil is applied to this area as needed to prevent the escape of waste and the attraction of vectors and scavenging, and to minimize fires and the generation of odors. 13. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes.
