Dear Mr. Hurley:
The Solid Waste Section (Section) has reviewed the Ashe County Design Hydro Report Addendum (FID
1826368) for the facility’s closed unlined MSW landfill submitted on behalf of Ashe County by Municipal
Engineering, Inc. (MESCO). The initial Design Hydrogeologic Report was conditionally approved on
February 17, 2009, on the basis that it satisfied the rule requirements, but construction of Phase 3 could
not begin due to the need to further assess groundwater contamination upgradient and at the southern
edge of Phase 3. In the interim, MESCO conducted remedial activities, additional assessment, and
continued groundwater monitoring in the area of concern. The Section issued correspondence (FID
1817023) on August 29, 2023 to Ashe County stating that groundwater contamination in the area of
concern had been adequately addressed and was no longer an impediment to Phase 3 expansion.
During assessment and corrective action activities, additional wells were installed within the Phase 3
footprint and information collected during their installation was used to supplement the findings of the
initial design hydrogeologic report. Additional groundwater elevation measurements collected during the
remediation and assessment process were used to confirm the minimum required four feet of separation
between the proposed Phase 3 base grade and seasonal high groundwater table and top of bedrock.
This correspondence serves as final approval of the Design Hydrogeologic Report for Phase 3 and Ashe
