Life of Site permit was issued for 9102-TRANSFER-1997 on October 24, 2023 and will expire on December 31, 2057.

OBSERVED VIOLATIONS:
None
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
1. The facility is fenced and is secured by a locking gate when it is not open for operation.

2. The correct signage is at the entrance of the facility listing the facility name, permit number, and emergency contact
information as well as material accepted at the facility.
3. The facility accepts waste Monday through Friday 0530 to 0700 for private operators, Monday through Friday 0730
to 1630 for the public, and Saturday 0730 to 1200.
4. The permit, operations plan, waste screening, and training records were not reviewed during this inspection.
5. Minimal dirt and grime were observed on the walls of the transfer station. Continue to ensure that the transfer
station is cleaned no less than twice per year.
6. The condition of the tipping floor is consistent with daily operations. Mr. Deming stated that wear at the edge of
the tipping floor and transfer trailer loading bay had been repaired. Continue to ensure that the tipping floor is
cleaned at the end of the operating day.
7. No waste was observed on top of the push walls. The waste is removed from the push walls throughout the day and
prior to the end of the day. Continue to ensure that the waste on top of the push walls is removed and properly
disposed of at the end of the operating day.
8. The transfer trailer loading bay had been cleaned out prior to the trailer located in the loading bay. The waste is
removed from the transfer trailer loading bay. Mr. Deming stated that the facility was looking into adding a curtain
to the upper deflector panel to direct waste into the trailer and extend a metal wall down the back of the transfer
station building so that waste would not accumulate on the concrete ledge in the loading bay. Continue to ensure
that the waste is removed from the transfer trailer loading bay as needed throughout the day and at the end
of the operating day.
9. Minimal windblown waste was observed throughout the facility. Mr. Deming stated that the facility has a dedicated
person to pick up windblown waste throughout the operating day. Continue to ensure that the windblown waste
is picked up prior to the end of the operating day.
10. Some areas of standing water and mud were observed near the southern end of the transfer trailer loading bay. Mr.
Deming stated that there was possibly broken concrete or asphalt underneath the area. Mr. Deming also stated that
the area had been approved for repair and the area would be concreted and have a retaining wall to help remove the
waste from the loading bay. It is recommended that the facility collect a confirmation soil sample after the removal
of the soil and concrete to ensure that any soils, possibly contaminated by leachate, have been removed. Please
