(S&ME) is pleased to continue to serve Moore County as your consultant for Engineering, Consulting and Monitoring Services — Solid Waste. This document was prepared to summarize the installation of five new passive landfill gas vents in accordance with S&ME Proposal No. 23580290 incorporating the Master Agreement between S&ME and Moore County, and Amendment 007 dated September 26, 2023. Our services were performed in accordance with the corresponding Work Plan dated January 30, 2024, which was approved by the North Carolina Department of Environmental Quality, Division of Waste Management, Solid Waste Section (NCDEQ). Background S&M E's Work Plan — Additional Surface Water Assessment and Additional Passive Gas Vent Wells, Moore County Landfill — Permit # 63-01, dated January 30, 2024, provides detailed background information regarding landfill gas compliance and measures taken to manage landfill gas compliance at the facility. Given the sandy nature of site soils, it was predicted that landfill gases may be migrating out of the adjacent waste units, then migrating northward toward gas monitoring points GP-18 and GP-21, property boundary monitoring points that have been non -compliant for landfill gas. It was hypothesized that the installation of gas vent wells between the waste units and the property boundary should relieve subsurface gas pressures and lessen the northward migration of landfill gases. If this theory were correct, the installation of passive gas vent wells could represent a practical opportunity to lessen local gas concentrations at the northern end of the landfill. Following the installation of the five additional passive gas vents identified in the Work Plan, S&ME will collect additional time series gas monitoring data, and then evaluate the data to determine if the five new vent wells resulted in lower methane gas concentrations at gas points GP-18 and GP-21. The information gathered from this additional vent well installation would supplement other data gathered, to assess alternate landfill gas remedies. S&ME, Inc. 1 646 W. Market Street, Suite 105 1 Greensboro, NC 274091 p 336.288.7180 1 www.smeinc.com Landfill Gas Vent Installation Report Moore County Landfill — Permit # 63-01 Aberdeen, Moore County, North Carolina III S&ME Project No. 4358-20-043B E Gas Vent Well Installation On February 21 and 22, 2024, passive gas vent wells GV-37 through GV-41 were installed at the locations shown on Figure 1. Solid waste was not encountered in the subsurface at the boring locations. Each passive gas vent well was installed using hollow -stem auger drilling methods and completed with a total depth ranging from 40 - 45 feet below land surface. Each vent well was constructed of 4-inch diameter PVC casing, with 30 - 35 feet of 0.010-inch machine slotted well screen making up the lowermost portion of each gas vent well. Candy cane style passive vent construction (see adjacent photograph) was utilized for the above -grade portion of each vent well. The vent pipes were centered within an approximate two -foot by two -foot concrete well pad. S&ME personnel documented general subsurface conditions encountered during drilling and observed the installation of each gas vent well. The vent well locations were recorded using a handheld GPS unit. Well Construction Records (Form GW-1), Boring Logs, and Well Construction Detail diagrams for each new vent well are attached. 0 79°E (T) * 35°9'6" K 79°29'10"W ±19ft • 450ft On the day of well completion, February 22, 2024, a GEM5000 landfill gas meter was used to measure landfill gases (methane, CO2, 02, and balance gas) emitted from the wells. Table 1 summarizes the landfill gas methane readings obtained at passive gas vents GV-37 through GV-41 and historic methane gas data for the site. The methane concentrations detected at the new passive gas vent wells are among the highest concentrations measured at the facility. This finding verifies that landfill gases are migrating from the nearby landfill units within the sandy coastal plain soils. In accordance with Amendment 007, landfill gas readings will be measured during each subsequent routine quarterly gas monitoring event conducted by S&ME during 2024. The same suite of landfill gases will be monitored at existing monitoring points GP-18, GP-19, GP-20, and GP-21, gas vents GV-33 and GV-34 connected with the landfill gas cut-off trench located in the vicinity of GP-18, and passive gas vents GV-35 through GV-41.
