The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. The purpose of this visit was to inspect the Bladen County facilities, including the notified land clearing and inert debris landfill (LCID). The site was walked by Mr. Kip McClary and Mr. Lou Krasuski, from Smith Gardner, with Section staff to discuss corrective actions and permitting site into permit from a notified site.
2. The signage was previously updated and road work has been upgraded with asphalt millings since the last inspection. Good job. Be sure to maintain perimeter roads as well. One area needed some erosion addressed. Sediment was also an issue eroding on each side of the new road into the lower area. Please address.

3. LCID working face was spread out to large which has allowed for additional areas of uncovered wastes along top and the side slopes. The working face should be much smaller and more compact and covered more often. Utilizing traffic control measures was discussed last several visits, implement these to minimize where public can dump waste on working face. This will assist with keeping up with covering and sloping. Much waste onsite needed cover. Cover should be applied as soon as possible, but no later than once working face reaches one acre or after thirty days, whichever is first. Be sure and keep a 3:1 slope. The
working face was spread out so much it can become difficult to cover it all with minimal time available with staffing issues, so control the dumping area the public has access too. Be sure and establish vegetation in currently unused areas for erosion control. EOW markers were visible around NLCID, good job. 15A NCAC 13B .0566 (3) All waste shall be covered with no less than six inches of soil monthly, or when the working face reaches one acre in size, whichever occurs first. Any soils used for cover at the site shall meet unrestricted use standards for soils as defined in G.S. 130A-310.65. 15A NCAC 13B .0566 (4) Areas that will not have additional wastes placed on them for three months or more, but where final termination of disposal operations has not occurred, shall be covered with no less than one foot of soil cover sloped to direct the flow of surface water from the landfill, and stabilized with vegetative ground cover or other stabilizing material. The Division may require further action to correct any condition that the Division determines may be injurious to the public health, or a nuisance to the community. 4.

NW side slope with exposed waste, perimeter road and EOW marker visible. 5. Discussions onsite included controlling traffic for a smaller working face so the county can keep up with soil covering. In addition, discussions of permitting the NLCID into a fully permitted site were also discussed. Mr. Watkins advised that County/Smith Gardner should reach out to Section Permitting, Sherri Stanley (919) 707-
8235, to discuss the transition thought process prior to submittal of the application to confirm whether existing area will need to be closed, finalizing access road to C and D, etc. Mr. Lou indicated he was already working on the application. 6. Corrective measures are necessary as result of this inspection. Failure to meet the conditions for compliance may result in further Compliance Actions.
