The Site consists of 48 contiguous parcels totaling approximately 1.67 acres of land located in a primarily industrial and commercial area of lower South End Charlotte. A Site location map is included as Figure 1, and a Site development map is included as Figure 2. Redevelopment plans include demolition of former Site buildings, Site-wide grading, and construction of multiple residential townhome buildings. Redevelopment plans also include construction of new paved access roads and parking areas, and landscaped areas. A copy of the redevelopment Site Plan prepared by Bohler Engineering NC, PLLC is provided in Appendix A. The DEQ-approved EMP indicates that a report of environmental-related activities will be prepared for submittal to the DEQ Brownfields Program each year for as long as physical redevelopment of the Brownfields property continues. This report has been prepared in accordance with the redevelopment reporting requirements outlined in the DEQ-approved EMP. A brief summary of environmental-related activities associated with redevelopment of the Brownfields property is provided in the following sections. 2.0 Environmental Related Redevelopment Activities Soil was not exported from or imported to the Site in 2023, storm water is being managed in accordance with the DEQ-approved EMP, and groundwater was not encountered during redevelopment activities. Redevelopment at the Site includes construction of new townhome buildings and installation of the vapor intrusion mitigation system (VIMS) within twelve townhome buildings (Buildings 1001 through 1012). A brief summary of the VIMS installation activities completed in 2023 is provided below. 2.1 Vapor Intrusion Mitigation Systems The VIMS is being installed in accordance with the DEQ-approved Vapor Intrusion Mitigation Plan – Revision 1 (VIMP) dated February 7, 2022. H&H completed inspection activities during various phases of VIMS installation to confirm that the system was installed in accordance with the DEQ-approved VIMP. At the time of this report, Buildings 1001 through 1003 and 1009 through 1012 have been completed and documented in VIMS Installation Completion Reports which have been submitted under separate cover. Buildings 1004, 1005, 1007, and 1008 are under construction and the VIMS installation is ongoing. For quality assurance and quality control purposes, the system components in the ongoing and completed buildings have been inspected by H&H personnel, under the direction of the VIMS design engineer. Based on results of the inspections, the VIMS is being installed in accordance with the VIMP and VIMP Addendum. Details associated with the ongoing VIMS installation activities will be documented in reports submitted under separate cover as the buildings are completed. 3.0 Summary In summary, redevelopment activities at the Blythe Isenhour Brownfields property are ongoing and are being conducted in accordance with the DEQ-approved EMP and DEQ-approved VIMP. Results of inspections and efficacy testing indicate that the VIMS is being installed properly at the townhome buildings in accordance with the DEQ-approved VIMP.
