STATUS OF PERMIT:
Active; Life-of-Site Permit to Operate (PTO) 6709-MSWLF-1997 Onslow County Subtitle D Landfill Phases I-IV
and 6705-LCID-1991 Onslow County Landfill LCID Unit issued 16 October 2017. Life-of-site ends when the Facility
reaches its final permitted elevations or by 31 December 2057. Any significant site changes may require permit
modification. The owner or operator must contact the North Carolina Department of Environmental Quality, Division
of Waste Management, Solid Waste Section for coordination of significant site changes, including, but not limited to,
pertinent Site, Operation, and Waste Screening plans.
PURPOSE OF SITE VISIT:
Partial facility compliance inspection without records review.
STATUS OF PAST NOTED VIOLATIONS:
Non applicable, there were no observed violations noted during the previous facility compliance inspection.
OBSERVED VIOLATIONS:
No violations were observed during this facility compliance inspection. Please see the ADDITIONAL COMMENTS
section below for details concerning this inspection.
ADDITIONAL COMMENTS:
1) This facility is a Municipal Solid Waste (MSW) Landfill with a separate white goods management area, a
scrap tire collection area, an electronics recycling area, and a pallet collection/grinding area.

2) This facility is permitted to receive all MSW, Construction & Demolition (C&D) Waste, Yard Waste (YW),
Land-clearing Debris (LCID), Scrap Tires, and White Goods generated within Onslow County.
3) Proper signage including the facility permit number, accepted waste types, banned or excluded items, hours of
operation, and the emergency contact number is posted at the facility entrance.
4) The facility is secured by means of a locked gate at the facility entrance. The gate was open upon my arrival
and facility personnel were on site during this facility compliance inspection.
5) The hours of operation are Monday through Saturday 6:30 AM to 5:00 PM. Three Holidays are observed:
New Year’s Day, Thanksgiving Day, and Christmas Day.
6) The facility access roads are of all-weather construction and are currently well maintained.
7) The electronics, scrap tire, white goods, and scrap metal collection areas were reviewed during this facility
compliance inspection.
8) All scrap tires are being maintained in a concrete bunker on the concrete slab adjacent to the recyclable
metal/white goods management area. Incoming tires are covered at the end of the workday until placed into
containers for transport to the landfill working face for shredding and disposal.
9) All recyclable metals and white goods are maintained on the concrete pad until placed into roll-off containers
for transport to the metal recycling facility. Refrigerant containing white goods are maintained separate from
other scrap metals and are maintained in an upright position until the refrigerants are collected for recycling.
10) This facility maintains a separate area near the scalehouse with roll-off containers for use by residential
customers. This area is well maintained with no overflow or windblown debris observed during this facility
compliance inspection.
11) The landfill Phase V expansion project is ongoing.
12) Landfill Gas (LFG) is collected and plumbed to the on-site Onslow Power Producers/Cube District Energy llc
LFG-to-energy plant. Daily operations of the LFG-to-Energy Plant are conducted by Cube District Energy,
llc. The LFG-to-Energy plant was in operation during this facility compliance inspection.
13) Leachate is treated and stored in on-site leachate containment tanks until pumped via force main to the City of
Jacksonville Wastewater Treatment Plant. The leachate containment tanks and management system appear
well-maintained at this time.
14) The leachate collection system cleanouts are highly visible, readily accessible, protected, and well-maintained
at this time.
15) This facility is currently operating in Phase IV.
16) The active working area is being maintained in a compact and manageable size. The waste type was reviewed
and only MSW was observed at the working face during this facility compliance inspection.

17) Soil is stockpiled in an area adjacent to the active working face for use in daily cover.
18) Windblown debris is collected and returned to the working face at the end of each workday or throughout the
workday as necessary. Windblown debris is currently well-managed.
19) This facility utilizes an Arjes VZ 950 Titan shredder to process scrap tires for use as an alternate cover
material. Scrap tires are staged on the top lift of the landfill in an area adjacent to the active working face for
shredding. Shredding operations were underway during this facility compliance inspection.
20) Cover and grading operations on the northern and western outside slopes are ongoing. *Please continue
working to repair all areas of erosion and differential settlement found throughout the landfill. Moving
forward, any areas of erosion, differential settlement, or seeping leachate found during your routine
maintenance inspections should be promptly repaired. All repaired areas should be seeded and mulched to
maintain a groundcover suitable to prevent erosion of your landfill cap system.

21) The facility cover crop consists primarily of native warm-season type grasses and is mowed throughout the
year as needed.
22) No off site erosion was observed during this facility compliance inspection.
23) No violations were observed during this facility compliance inspection.
24) *Corrective measures are required as a result of this facility compliance inspection.
