Mid -Atlantic Associates, Inc. (Mid -Atlantic) has prepared this Materials Handling Evaluation on
behalf of NW Northgate Holdings, LLC. This evaluation was conducted in response to a telephone
conference call between the development team for the Northgate Mall redevelopment project and
the Brownfield Program (Program) on July 17, 2019. As discussed during the call, an evaluation of
the materials handling practices at the Northgate Auto Service facility would assist the Program in
their evaluation of Northgate Mall Brownfield Property Application. The Northgate Auto Service
facility is an outparcel to the Northgate Mall that is included in the application.
The Brownfield Application was submitted to the Program on March 7, 2019. The Northgate Auto
Service outparcel was acquired by the Prospective Developer on May 2, 2019. Northgate Auto
Service is a small, three -bay auto repair facility specializing in routine automobile maintenance
(Photo 1). These maintenance activities include inspections, fluid changes (motor oil, engine
coolant and refrigerant), battery replacement, tire changes/rotation and brake repair. Engine and
transmission overhauls are not conducted at this facility. Historically the facility was also used for
retail fuel sales and there is a documented petroleum release from an underground storage tank
system (UST). Operation of this UST system was terminated in 2008 and the USTs were removed
in 2014.

During our site visit we documented the following current materials handling practices:
Motor Oil
• New motor oil is stored in one -quart sized containers and there is no bulk storage of new
motor oil (Photo 2).
• During oil changes, motor oil is drained by gravity from the car on a lift (hydraulic, above
ground piston and reservoir) into an `oil caddy' (Photo 3).
• The caddy is rolled over to and connected to a pipe which discharges to an above ground
storage tank (AST) located outside the building (Photo 4). The oil is pushed from the caddy
into the AST using compressed air.
• The AST, which is approximately 250-gallon in capacity and is located within a secondary
containment block wall equipped with a roof, is emptied and recycled by Clean Green
Environmental Services on an as -needed basis.
Oil Filters
Oil filters are drained into the oil caddy prior to being placed in a drum located inside the
building (Photo 5). The filters are removed by Clean Green Environmental and disposed off
site.
Engine Coolant
• New coolant is stored in a plastic drum inside the service bays (Photo 6).
• Used coolant is stored in a plastic drum inside the same secondary containment area as the
used oil (Photo 2).
Refrigerant Oils
• New refrigerant oils are stored in one quart bottles.
• Used refrigerant oil is stored in the waste oil AST.
Solvents
MOPAR brake parts cleaner is the only degreaser currently used at the facility. It comes in
aerosol cans and is a non -chlorinated degreaser (Photo 7). The degreasing is typically
conducted while the parts are attached to the car. The rags used to wipe the degreased
parts are stored in a hamper and cleaned off site by a linen service (Photo 8).
The facility has a parts cleaner (Photo 9). The parts cleaner is operational but has not been
used in the last year. The parts cleaner uses Crystal Clean 142+ as its working fluid. Crystal
Clean 142+ is a petroleum distillate mineral spirit. It is a non -chlorinated degreaser. The
parts cleaner contains less than 5 gallons of working fluid.

• New automobile batteries (approximately 25) are stored inside the building (Photo 10).
• Used batteries are picked up by Interstate, the battery vender, and recycled every two
weeks.
Windshield Washer Fluid
• Windshield washer fluid (plastic drum) and winterizing additives (5-gallon plastic bucket)
are stored inside the building (Photo 11).
Solid Waste
• The facility uses one general solid waste dumpster and one recyclable cardboard
dumpster to store solid waste (Photo 12). These dumpsters are emptied by Waste
Industries.
Mid -Atlantic observed de minimus staining inside the shop portion of the building. These stains
are considered typical of an automobile repair facility. Spills that occur while working on vehicle
repairs are generally less than one gallon and are immediately cleaned. Outside the building,
nearly the entire site is paved. There was no evidence of staining outside the building.
