A site location map is provided as Figure 1. The Brownfields project number is #18002-14-060. The purpose of the metal slag and UST removal was to address certain environmental conditions prior to site redevelopment. The purpose of the additional soil sampling was to determine if elevated metal concentrations (documented during previous assessment activities) were present in shallow soil above calculated site-specific final remediation goals for industrial use following removal of the metal slag and to determine if compound-specific soil impacts were present in the vicinity of the former heating oil UST and a former waste oil AST. A summary of the removal and sampling activities is provided below. 2 S:\AAA-Master Projects\Charlotte Mecklenburg Housing Partnership - CHP\CHP-022 Precision Dynamics Brownfields\Remediation\Remediation Report.docx 2.0 Removal Activities 2.1 Metal Slag Removal During the Phase I Environmental Site Assessment (ESA) conducted in 2013, H&H observed poured metal slag around the property near and on each side of the building. During the subsequent Phase II ESA activities conducted in September 2013 and January 2014, samples of the metal slag and underlying soil were collected. The results of the laboratory analysis indicated that the slag material was not hazardous; however, elevated metal concentrations (including arsenic, hexavalent chromium, and thallium) were detected in the soil below and mixed with the slag. A summary of the previous soil analytical data is provided in Table 1. On November 30 through December 2, 2015, visible metal slag was removed from the site. Potential solidified/dense metal slag material present below hardscape surfaces (such as the northeast paved area) or used as a soil retaining wall for neighboring property (southeast corner) were left in place. The extent of metal slag removal is shown on Figure 2. In addition to the slag removal, a small amount of surficial soil (approximately 3 inches to 6 inches) was removed from below the slag material in areas that indicated the presence of elevated metal concentrations during previous assessment activities. The purpose of the surficial soil removal was to reduce surficial elevated metal concentrations. The surficial soil excavation was conducted in the vicinity of previous shallow soil samples SB-3, SB-8, and SB-11 (Figure 2). To determine if the surficial soil removal had reduced metal concentrations in those areas and as final grade sampling, H&H collected shallow soil samples following the metal slag and soil removal. The samples were collected for analysis of Hazardous Substance List (HSL) Metals by EPA Method 6010/7471 and hexavalent chromium by EPA Method 7199. The sample locations included samples SB-16, SB-17, and SB-18. In addition, H&H collected samples SB-15 and SB- 19 in areas of metal slag removal not previously accessed. The results of the sampling are discussed in Section 3. 3 S:\AAA-Master Projects\Charlotte Mecklenburg Housing Partnership - CHP\CHP-022 Precision Dynamics Brownfields\Remediation\Remediation Report.docx Approximately 75.29 tons of metal slag and surficial soil was excavated from the site and disposed off-site. Disposal documentation for the metal slag and surficial soil is included in Appendix A. 2.2 Heating Oil UST During previous Phase II ESA activities, H&H collected soil sample SB-1 adjacent to an inactive heating oil UST. The results of the laboratory analysis indicated the presence of diesel-range total petroleum hydrocarbons (TPH) above the Department of Environmental Quality (DEQ) UST Section Action Level of 10 mg/kg. At the request of the prospective developer (Charlotte- Mecklenburg Housing Partnership), H&H removed the UST on November 30, 2015. Following removal of the tank, H&H collected a sample from below the tank (UST-Base) at the same depth as previous sample SB-1 and collected a shallow (0 ft to 2 ft) soil sample (UST-N) to determine if shallow soil impacts were present in the vicinity of the former UST. The samples were analyzed for volatile organic compounds (VOCs) by EPA Method 8260 and semi-volatile organic compounds (SVOCs) by EPA Method 8270. Prior to collecting the sidewall sample, H&H utilized a photoionization detector (PID) to screen each sidewall for elevated organic vapor concentrations; however, an elevated PID level was not observed. Therefore, H&H collected the sample from the sidewall nearest the fill port of the former tank. The locations of samples UST- N and UST-Base are shown on Figure 2, and the results of the laboratory analysis are discussed in Section 3.3. Following sample collection, the soil overburden was placed back in the hole and the upper portion of the excavation was backfilled with ABC stone. The tank was then sent to DH Griffin in Greensboro, North Carolina for recycling. A disposal certification for the UST is included in Appendix A. 2.3 Waste Oil AST During previous assessment activities, H&H collected a soil sample (SB-2) in the vicinity of surficial soil staining observed adjacent to a former waste oil above ground storage tank (AST) located on the western portion of the property. H&H collected shallow soil sample SB-14 (0- ft to 2 ft) adjacent to previous sample SB-2 (Figure 2) for analysis of VOCs, SVOCs, HSL metals, and hexavalent chromium. The results of the laboratory analysis are discussed in Section 3.4. 5 S:\AAA-Master Projects\Charlotte Mecklenburg Housing Partnership - CHP\CHP-022 Precision Dynamics Brownfields\Remediation\Remediation Report.docx 3.0 Results 3.1 Metal Slag Removal The results of the shallow soil samples collected following the removal of the metal slag and surficial soil indicated a concentration of arsenic in samples SB-15 (6.57 mg/kg), SB-16 (6.36 mg/kg), SB-17 (6.23 mg/kg), and SB-18 (7.20 mg/kg) above the Inactive Hazardous Site Branch (IHSB) Industrial Preliminary Soil Remedial Goal (PSRG) of 3.0 mg/kg and the site specific maximum background concentration of 5.6 mg/kg (determined during previous assessment activities). The results of the soil samples are summarized on Table 1, and the laboratory report along with chain-of-custody is provided in Appendix B Although the arsenic concentrations detected in SB-15, SB-16, SB-17, and SB-18 exceed the IHSB Industrial PSRG of 3.0 mg/kg, they do not exceed the site-specific adjusted IHSB Industrial Screening Level of 75 mg/kg for arsenic. The site-specific adjusted IHSB Screening Level was calculated using the Registered Environmental Consultant (REC) Program Implementation Guidance (October 2015). Instructions for calculating the adjusted site specific IHSB Industrial Screening Levels are included in Appendix E of the above guidance and a description of how the guidance was used to calculate the adjusted site specific IHSB Industrial Screening Level is included below. 3.2 IHSB Industrial PSRG Adjustment and Historical Data Review In accordance with REC Program guidance, the IHSB PSRGs can be used as a final health-based soil remediation goal. However, the IHSB PSRG can also be adjusted for the number of contaminants present to a site-specific IHSB Screening Level. The REC program defines a contaminant as any compound detected at a concentration within one order of magnitude of the PSRG. Using the definition of contaminant provided by the REC program in conjunction with the current and historical data, the Precision Dynamics Site has a total of six (6) “contaminants” (benzo(a)pyrene, benzo(b)fluoranthene, arsenic, hexavalent chromium, manganese, and thallium). Once the total number of contaminants present at the site is determined, the USEPA Regional Screening Level (RSL) Table is used to classify the contaminants as carcinogenic, non- 6 S:\AAA-Master Projects\Charlotte Mecklenburg Housing Partnership - CHP\CHP-022 Precision Dynamics Brownfields\Remediation\Remediation Report.docx carcinogenic, or both. For ease of reference, the following table is included with the site contaminants classified. In order to calculate the adjusted site-specific IHSB Screening Level for arsenic, the user must calculate both the adjusted carcinogenic and adjusted non-carcinogenic IHSB Screening Level. Then, the more stringent of the two adjusted values is used. To calculate the adjusted carcinogenic IHSB Screening Level for arsenic, the REC guidance indicates that the EPA Industrial Soil Screening Level for arsenic (3.0 mg/kg) should be multiplied by 100 and then divided by the total number of carcinogenic contaminants present at the site (four). Using the equation provided by the REC program, the adjusted carcinogenic IHSB Screening Level for arsenic at the site is 75 mg/kg. To calculate the adjusted non-carcinogenic IHSB Screening Level for arsenic, the REC guidance indicates that the EPA Carcinogenic Industrial Soil Screening Level for arsenic (480 mg/kg) should be divided by the total number of non-carcinogenic contaminants present at the site (four). Using the equation provided by the REC program, the adjusted non-carcinogenic IHSB Screening Level for arsenic at the site is 120 mg/kg. Comparing the two adjusted IHSB Industrial Screening Levels calculated above, the adjusted IHSB Screening Level for arsenic for the Precision Dynamics site is 75 mg/kg. 7 S:\AAA-Master Projects\Charlotte Mecklenburg Housing Partnership - CHP\CHP-022 Precision Dynamics Brownfields\Remediation\Remediation Report.docx In addition to arsenic, H&H utilized the REC Program’s method for calculating adjusted site specific IHSB Screening Levels for hexavalent chromium and thallium which were also detected onsite above IHSB PSRGs and site-specific background concentrations. The result of the calculation indicated an adjusted IHSB Screening Level of 157.5 mg/kg for hexavalent chromium and 3.0 mg/kg for thallium. The adjusted IHSB Industrial Screening Levels for arsenic, hexavalent chromium, and are included in Table 1. As indicated in the Table 1, the concentration of thallium detected in sample SB-3B 9 ft - 10 ft (3.7 mg/kg) is the only detected concentrations on-site above site specific adjusted IHSB Industrial Screening Levels. The location of the thallium exceedances is deep below ground and is not likely to be encountered during site redevelopment. 3.3 Heating Oil UST Following removal of the heating oil UST, H&H collected shallow soil sample UST-Base from below the former UST and shallow soil sample UST-N from the sidewall nearest the fill port of the former UST. The results of the laboratory analysis did not indicate the presence of VOCs or SVOCs above IHSB Industrial PSRGs. A concentration of acetone was detected in UST-N (0.0488 mg/kg) and UST-Base (0.0654 mg/kg); however, both concentrations detected were below the IHSB Industrial PSRG of 100,000 mg/kg. In addition, these detections may be from laboratory introduced contamination. The results of the soil samples are summarized on Table 1, and the laboratory report with chain- of-custody record is provided in Appendix B. 3.4 Waste Oil AST H&H collected shallow soil sample (0 ft to 2 ft) SB-14 adjacent to previous sample SB-2. The result of the laboratory analysis indicated the presence of acetone, benzo(a)anthracene, benzo(a)pyrene, benzo(b)fluoranthene, benzo(g,h,i)perylene, benzo(k)fluoranthene, chrysene, fluoranthene, indeno(1,2,3-cd)pyrene, phenanthrene, and pyrene; however, the concentrations detected were below IHSB Industrial PSRGs. Several metals were also detected in sample SB- 8 S:\AAA-Master Projects\Charlotte Mecklenburg Housing Partnership - CHP\CHP-022 Precision Dynamics Brownfields\Remediation\Remediation Report.docx 14, but the concentrations detected were below their respective IHSB Industrial PSRG and/or site-specific maximum background concentrations. For redevelopment purposes, H&H collected shallow soil sample SB-14 (0- ft to 2 ft) adjacent to previous sample SB-2 for analysis of VOCs, SVOCs, and HSL metals, and hexavalent chromium. The results of the laboratory indicated the presence of acetone, benzo(a)anthracene, benzo(a)pyrene, benzo(b)fluoranthene, benzo(g,h,i)perylene, benzo(k)fluoranthene, chrysene, fluoranthene, indeno(1,2,3-cd)pyrene, 11 S:\AAA-Master Projects\Charlotte Mecklenburg Housing Partnership - CHP\CHP-022 Precision Dynamics Brownfields\Remediation\Remediation Report.docx phenanthrene, and pyrene above laboratory reporting limits; however, the concentrations detected were below IHSB Industrial PSRGs. Several metals were also detected in sample SB- 14, but the concentrations detected were below their respective IHSB Industrial PSRG and/or site-specific maximum background concentrations. The analytical results of sample SB-14 indicate that VOCs, SVOCs, and HSL metals are not present in the vicinity of the former heating oil UST above IHSB Industrial PSRGs.
