(the “Housing Partnership”), Hart & Hickman, PC (H&H) has prepared this environmental summary and Brownfields status update for the former Precision Dynamics site located at 1033 Carter Avenue in Charlotte, NC (Figure 1). Based on the presence of widespread soil impacts on the former Precision Dynamics site, The Housing Partnership obtained Brownfields Eligibility from the North Carolina Department of Environment and Natural Resources (DENR) for the subject site, including the former Precision Dynamics site (tax parcel 07904204). The Brownfields Eligibility also included the abutting property to the west which is tax parcel 07904303 (2000 to 2014 Statesville Ave) and tax parcel 07904305 (unnumbered Carter Avenue address). DENR issued the Brownfields Eligibility letter on February 12, 2014. This letter outlines activities that have occurred on the site since the eligibility letter was issued. In the time since the Brownfields eligibility letter was obtained, site development plans have changed. Because the site impacts are primarily on the former Precision Dynamics site, The Housing Partnership is planning to pursue the Brownfields Agreement only for the eastern portion of the property for which eligibility was obtained (Figure 2). Therefore, the Brownfields Agreement will be pursued for tax parcel 07904204 and the eastern portion of tax parcel 07904305. The tax parcel to the west (07904303) is not going to be part of the Brownfields Agreement. The proposed property boundary line across tax parcel 07904305 is shown on Figure 2. The Brownfields Agreement will be pursued on the property to the east of that boundary line. To continue with the Brownfields process, H&H is providing this environmental summary letter and status update for the Precision Dynamics site. 2.0 Summary and Update of Prior Environment Assessment 2.1 Precision Dynamics Site Background Based upon the historical information obtained and reviewed, the subject site consisted of undeveloped land prior to initial development as a machine shop in 1954. Additions to the original 1954 building occurred in 1972 and 1981. The Site was occupied by Southern Machine Company between 1954 and 1992. In 1992, Precision Dynamics Inc. acquired the property and operated at the site as a machine shop until the late 2000s. The site was then leased by the property owner Susan W. Eastridge to Diversified Enterprises of the Carolinas LLC (DEC), a demolition company. The demolition company stored hazardous and non-hazardous materials on the site. The Housing Partnership acquired the property on February 5, 2014 and has proactively addressed environmental matters with DEC as described below. Ms. Carolyn Minnich April 15, 2015 Page 3 S:\AAA-Master Projects\Charlotte Mecklenburg Housing Partnership - CHP\CHP-013 Statesville Ave Phase II and BFs\Brownfields Assessment Summary\BF Sum Precision Dynamics.docx 2.2 Phase I and II ESA H&H completed a Phase I and II Environmental Site Assessment (ESA) on the site dated October 9, 2013. Based on this ESA, four Recognized Environmental Conditions (RECs) were identified. The RECs included soil impacts at a heating oil underground storage tank (UST); staining and soil impacts at a waste oil above-ground tank (AST); elevated metal concentrations in soil at the site; and scattered poured metal or metal slag on the ground and paved surfaces near the building. No groundwater impacts were found in three temporary monitoring wells installed during the ESA. It was noted that waste oil, obsolete chemicals, tanks and other materials were stored at the site at the time of the Phase I and II ESA. To delineate the extent of soil impacts after completion of the Phase I and II ESA, H&H performed sampling in the western portion of tax parcel 07904305. The results were summarized in the Additional Soil Assessment report dated May 12, 2014. Because the additional soil assessment was conducted after the Brownfields Eligibility was obtained, this report is attached to this letter. Based on the additional soil assessment via borings HA-1 to HA- 4, the western portion of tax parcel 07904305 is not impacted (Figure 2). 2.3 Tank and Chemical Inventory and Removal During the 2013 Phase I and II ESA, H&H observed what appeared to be waste oil, obsolete chemicals, tanks and other materials (collectively “chemicals/tanks”). These chemicals/tanks were stored at the site by DEC. H&H prepared a chemicals/tanks inventory dated February 5, 2014 for documentation purposes. At the request of the Housing Partnership, DEC removed most of the chemicals/tanks. H&H visited the site and prepared an update to the chemicals/tanks inventory dated June 25, 2014. At that time only minor quantities of regulated chemicals remained at the site. H&H visited the site and provided an update to the cleanup status in an email to The Housing Partnership dated July 16, 2014. After the cleanup by DEC and Pace Recycling, the building and property exterior were in a state of generally good housekeeping. During H&H’s site visit on July 16, 2014, H&H only observed 8 to 10 small laboratory chemical bottles; several small sized containers of coatings, lubricants, and detergents; and three compressed gas cylinders. Pace Recycling was continuing with interior cleanup activities after H&H’s site visit on July 16, 2014. No soil cleanup was performed. The poured metal/slag was left on the building exterior, and the approximate locations of the slag are shown on Figure 2. The heating oil UST also remained. On December 17, 2014, H&H performed a site visit to the former Precision Dynamics property to observe the property cleanup status. The property surface and building interior were in a generally good clean condition. There were no chemical containers or above-ground tanks present. The 8 to 10 small laboratory chemical bottles; small sized containers of coatings, lubricants, and detergents; and three compressed gas cylinders observed during the July 16, 2014 site visit had been removed. Representative photographs are provided in Appendix A. As noted above, impacted soil, poured metal/slag, and heating oil UST remain on the site. 2.4 Asbestos Based on the age of the site building, there was the potential for asbestos containing materials. H&H completed an asbestos survey dated December 12, 2013. This survey only identified four asbestos containing materials in the building. The four asbestos containing materials include a transite panel in the heater room, roof flashing material, roof tar, and mastic below floor tile in the building offices. The asbestos materials are non-friable and are in good condition. The asbestos materials would also need to be properly managed if they were to be disturbed by building renovations or if the building were to be demolished. Ms. Carolyn Minnich April 15, 2015 Page 5 S:\AAA-Master Projects\Charlotte Mecklenburg Housing Partnership - CHP\CHP-013 Statesville Ave Phase II and BFs\Brownfields Assessment Summary\BF Sum Precision Dynamics.docx 3.0 Brownfields Assessment Status As noted above, a thorough Phase I and II ESA was conducted on the site in 2013 and soil metal impacts were delineated to the west in 2014. There are no groundwater impacts. Soil impacts are limited to widespread elevated heavy metals; low level total petroleum hydrocarbons (TPH) near a heating oil UST; and low level TPH near a former AST. Select soil samples indicate metal impacts above DENR Inactive Hazardous Sites Branch (IHSB) Industrial Soil Remedial Goals (SRGs). There are no VOC or SVOC impacts in soil above DENR Soil to Groundwater, Residential, or Industrial SRGs; or above DENR vapor intrusion screening levels for residential or industrial sites. Based on the data collected, H&H does not recommend additional assessment. There is sufficient Phase II ESA data to proceed with drafting the Brownfields Agreement.
