OBSERVED VIOLATIONS:
A. 15A NCAC 13B .0405 (a)(10), "Windblown waste: Site staff shall conduct daily inspection for
windblown waste on the site property. Windblow litter from the site operations discovered during
the daily inspections or observed on adjacent properties shall be picked up and containerized for
disposal by the end of the operating day, unless the landowner of the adjacent property denies access
to site staff."

During this inspection, windblown waste was actively being picked up around the transfer station building.
However, large amounts of windblown waste were observed in the perimeter fencing of the facility and in
the trailer staging area. It appeared that the windblown waste had been in the perimeter fencing for some
time. The windblown waste shall be picked up prior to the end of the operating day.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.
ADDITIONAL COMMENTS
1. This facility has a Life of Site Permit that was issued December 21, 2023. Facility is required to submit an annual
facility report on or before August 1 annually.
2. This facility is permitted to receive Municipal Solid Waste as defined in NCGS 130A — 290 (a)(18a).
3. This facility is secured by fences with locking gates.
4. Signs are posted on the fence before the scales with all required information.
5. The permit, operations plan, and waste screenings were on -site and reviewed during this inspection.
6. The facility has certified personnel on -site during the hours the site is open to the public. The certified personnel on
site are:

7. The interior roadways are made of all-weather construction and well maintained. A street sweeper was on -site at
the beginning of this inspection cleaning the interior roadways. A smaller sweeper is utilized throughout the day to
help pick up windblown waste from the roadway.
8. Windblown waste was observed within the perimeter fencing, adjacent to the transfer trailer loading bay, and within
the trailer staging area. Windblown waste was actively being picked up during this inspection. Mr. Parker sent Ms.
Thompson photographs of the windblown waste having been removed from the perimeter fencing on February 23,
2024. Mr. Parker stated that the facility would have employees continue to remove windblown waste from the
remainder of the facility over the weekend. Ensure that the windblown waste has been removed from the facility
prior to the end of the operating day.
9. The condition of the tipping floor is consistent with daily operations.
10. Several pieces of waste were observed adjacent to the deflector panels at the transfer trailer loading bay. The waste
must be removed from the deflector panels and from behind push walls at the end of the operating day.
11. Wooden plywood panels have been placed below the metal deflector panels to help funnel waste away from the
leachate drain in the transfer tailer loading bay. During this inspection, an accumulation of waste was observed
between the plywood panels and the exterior metal siding of the transfer station. Mr. Parker sent Ms. Thompson a
photograph of the waste having been removed from behind the plywood panels and cleaned transfer trailer loading
bay leachate drain on February 27, 2024. Ensure that the waste is removed from behind the plywood panels at
the end of the operating day.
12. Some building maintenance is needed. The metal siding above the trailer loading bay has been damaged and the
metal at the base of the southern wall of the transfer station has eroded. This has also been identified in previous
inspection reports. Mr. Farmer stated that the City was in the process of redesigning the facility to improve the
operation of the facility. Any repairs or replacements to the metal siding would be addressed in the redesign.
13. The walls of the transfer station were relatively clean, with minimal dirt and grime. However, the fans located in
the southern wall of the transfer station were covered in dirt and grime. Mr. Parker stated that the fans are covered
up during the power washing of the facility so that the electrical components are not damaged. Mr. Hammonds
recommended that the facility utilize some type of brush or cleaner to remove the dirt and grime from the fans.
Continue to ensure that the transfer station is cleaned no less than twice per year.

14. Waste was observed within the transfer trailer loading bay. Mr. Parker stated that the waste is removed as needed
throughout the day and at the end of the day. Ensure that the waste is removed from the transfer trailer bay at
the end of each day and as needed throughout the day.
15. During this inspection, the high-water light for the oil -water separator was observed on. Mr. Hammonds
recommended that the facility contact their contractor to check the oil -water separator and to pump it out due to the
potential heavy rainfall expected in a few days' time. Mr. Parker contacted Ms. Thompson on February 21, 2024,
and stated that the contractor could not repair or pump the oil -water separator until the following week. However,
Mr. Parker stated that the City would utilize a pumper truck to remove the fluid from the oil -water separator and
take it to the wastewater treatment plant.
16. During this inspection, some staining was observed on the concrete retaining wall and in the riprap from the outfall
of the drain from the apron. Mr. Parker stated that the drain was from the concrete apron and the liquid flows from
the drain and into the leachate collection system. Mr. Parker also stated that the leachate collection system is
connected to the sanitary sewer system. Mr. Hammonds recommended that the stained riprap and soil be removed
and properly disposed of in the transfer station. Mr. Hammonds also recommended that the area be investigated to
determine if there was a remnant pipe that would pipe the drain directly to the leachate collection system.
17. A hole was identified in the bottom of one of the empty trailers. Mr. Martin contacted the hauler to report the
damage to the trailer so that the trailer could be repaired. Another trailer was observed to have a small slow leak.
Mr. Parker stated that buckets would be placed underneath the slow leak and the hole in the trailer.
18. One area of standing water was observed within the area where full trailers were staged. Mr. Hammonds stated that
the stained soils in the area of standing water needed to be removed and taken to the transfer station. Ensure that
the area is graded to properly shed water and utilize containers to collect leachate dripping from the trailers.
