The permit expired on November 6, 2023. Renewal paperwork was submitted to Permitting on July 3, 2023. The site previously operated as a yard waste notification (YWN-64-007) since 1999. PURPOSE OF SITE VISIT: Comprehensive Compliance Inspection STATUS OF PAST NOTED VIOLATIONS None. OBSERVED VIOLATIONS None. Page 1 of 4 NORTH CARnLINAD_E Q�� o.n.mm.m m c.w.mmen.i a.i� FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. ADDITIONAL COMMENTS: 1. This facility is a Large Type I Solid Waste Compost facility. 2. The facility is permitted to accept yard waste, vegetative material, and clean wood material for chipping and composting. 3. Signage has been posted at the entrance to the facility listing the permit number, and emergency contact number as well as materials accepted at the facility. The facility is not open to the public for disposal. 4. The site is open to the public for compost give-away from 8:OOAM to 3:30PM every Friday and the first Saturday each month, between April and October. 5. The site is secured by a locking gate at the facility entrance and surrounded by perimeter berms. 6. The site has a building at the entrance, which contains the login sheets for the incoming waste loads. The site is inspected weekly and after rain events of greater than 0.5 inches. 7. Temperature logs were reviewed during this inspection. Temperatures of the compost piles are taken weekly. 8. The facility access road is of all-weather construction and is well maintained at this time. 9. Access around the facility is stable, and no areas of erosion were noted during this compliance inspection. 10. Several pieces of unacceptable wastes were observed in composting piles. Ensure that Site Staff remove any unacceptable waste identified within the windrows as it is observed. 11. No fugitive dust was observed during the facility compliance inspection. 12. As per the permit, the composting windrow dimensions shall be limited to a maximum of 15 feet high by 25 feet wide. During this inspection, it appeared that the windrows were approaching or exceeding the maximum size stated in the permit. It was recommended that the windrows be split into smaller piles to assist in proper management of the windrows. Adequate spacing was observed between the windrows. 13. Several areas of standing water were observed between the windrows and at the base of the completed compost pile. It was recommended that the areas be graded to properly shed water from the area. 14. An area of leachate was observed at the western end of the northern most windrow. The leachate flowed to and filled the adjacent stormwater basin to within a few inches of the outflow. Ms. Thompson walked into the wood line, downstream from the stormwater basin, and did not observe any leachate in the forest or adjacent unnamed pond. Mr. Hammonds recommended that the stormwater pond be pumped out via a vacuum pump truck and taken to the City of Rocky Mount's Wastewater Treatment Plant. Mr. Hammonds also recommended that the area be monitored and slopes so that stormwater does not sit in the compost and create leachate. Mr. Tharrington sent Ms. Thompson photographs of the stormwater pond being pumped out. Based on the photographs of the pumped stormwater basin, the facility may need to clean out the stormwater basin to return the basin to proper levels. Ensure that the leachate is contained or treated on -site and not released into the adjacent woodlands. The stormwater pond may also be pumped out and taken to the wastewater treatment plant as needed. 15. No windblown debris was observed during this facility compliance inspection. 16.
