The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any
such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1. All photographs were taken by Lee Hill on February 21, 2024.
2. The facility is open Monday through Saturday, 8:00am to 4:00pm.
3. The facility is secured by gates at both entrances and a portion of the facility is fenced to prevent unauthorized
access. In areas where fencing has not been installed, topography serves to limit access as well.
4. Signs providing the hours of operation, the permit number and disposal procedures were observed at the scale
house and the entrances to the facility.
Records Review
5. The permit and operations plan were available for review upon request.
6. Waste screening records from January 1, 2023 to January 4, 2024 were available for review. Waste screenings
were being performed as outlined in the approved operations plan and the forms showed the final disposition of
any unapproved materials that were encountered.
7. Tonnage records were reviewed from the FY 2022-23 Facility Annual Report and onsite tonnage records. The
facility disposed of 37,767 tons of waste from July 1, 2022 to June 30, 2023. The facility received 17,898 tons
of waste from July 1, 2023 to January 31, 2024.
8. Leachate hauling and maintenance records were available for review. The facility disposed of 4,254,200
gallons of leachate from January 1, 2023 to December 31, 2023.
9. Landfill gas monitoring was conducted on the following dates and no exceedances were noted: January 18,
2023, April 12, 2023, July 25, 2023, and October 25, 2023.

Operations Inspection of the MSWLF Unit (8807-MSWLF-1990)
13. The facility is currently filling in Phase 5.
14. The access roads were of all-weather construction and were being maintained at the time of the inspection.
15. Windblown litter was minimal and well managed.
16. The working face was small, compact, and no unapproved waste was observed.
17. The top and slopes of the landfill cell had good soil cover and no exposed waste was noted.
18. The facility had recently hydroseeded the eastern outside slope of Phase 5 and staff were waiting for vegetation
to emerge.
19. A small amount of rill erosion was noted on the western side slopes of Phase 4; however, no exposed waste was
observed. Repair the rill erosion on the Phase 4 side slopes.
20. All monitoring wells were observed to be locked and identification tags were attached to the above ground case.
21. The leachate tank was inspected and found to be well maintained, the secondary containment area was clean, free
of debris and the valve was closed and locked.
Operations Inspection of the Wood Grinding Area
22. Land clearing and clean wood waste is collected, stored, and ground to the northeast of the landfill.
23. No unapproved material was observed in the unprocessed or processed stockpiles at the time of inspection.

24. Two van trailers were staged to the east of the scale house to accept scrap tires and no scrap tires were stored

outside the trailer.
25. Electronics are stored undercover on a concrete pad with chain -link fencing and a locking gate to prevent
unauthorized access. Electronics that are collected are stacked on pallets or placed in gaylord boxes, loaded
into a van trailer, and sent for recycling.
26. Household hazardous waste (HHW) is collected to the south of the scale house. No materials were observed
being stored outside in the elements at the time of inspection.
27. White goods were being collected adjacent to the electronics area. One refrigerator was observed laying on its
side. Ensure that white goods containing refrigerants are handled in a manner to prevent the accidental
discharge of refrigerants into the environment.
