Dear Mr. Townson:

Please find enclosed the Permit to Operate for the Camp Lejeune Compost Facility, which approves the 5-
year permit renewal. The expiration date for the permit is January 12, 2020.

The treatment and processing (T&P)/mulching facility operation has been incorporated as part of the
compost facility and no longer has a separate permit number or ID.

In general, the new facility permit does not reiterate permit conditions which are included in the Solid
Waste Management Rules, 15A NCAC 13B, nor does it restate specific conditions which are included
within the approved plans, such as site specific operations. Please review the conditions of the permit
carefully.

Documents for the facility can be viewed on our website, under “Documents”:
http://deq.nc.gov/about/divisions/waste-management/solid-waste-section. The current database, CARA
Portal, is scheduled to be replaced with a new system within the next 2 weeks.
