Time of application and Field are not being recorded. Please see comment 6 for more details. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. Page 1 of 3 FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section ADDITIONAL COMMENTS 1) The Septage Land Application site consists of a total of 12.9 acres, divided into Field 1 (6.4 acres) and Field 2 (6.5 acres). Both fields are established in fescue. The site is permitted for the land application of domestic septage (including portable toilet waste) and grease septage. 2) Appropriate signage was displayed at the entrance to the site per 15A NCAC 13B .0842(a)(2). 3) All weather roads were maintained as required per 15A NCAC 13B .0842(a)(3). 4) 15A NCAC 13B .0842(a)(10): Boundary markers are not present between the two fields. Boundary markers should be placed between the fields. 5) August 21s' the grass on Field 1 was taller than the inspector's vehicle, which measures about 5.5 feet tall. Ms. Wesson stated that the grass had been cut on October 121" and baled following the October inspection. Quality of crop on Field 1 could not be determined due to the cut grass. Quality of crop on Field 2 was good. 6) 15A NCAC 13B .0842 (e)(1)/ 40 CFR 503.17 B: Adequate records are not being kept as required. The current record keeping system is not tracking when septage is stored in the storage tanks, nor is it representing the time frame of application to the fields. While there is a dedicated section on the paperwork for drivers to select which field septage was land applied to, that section had not been filled out on any of the paperwork Ms. Williams reviewed. Example logs which include required information for septage pumpers, septage treatment facilities, septage land application sites were sent with this report.
