OBSERVED VIOLATIONS:
15A NCAC 13B .0842 (17): approved nutrient management plans shall be followed;
Weed control is needed on Fields 5 and 6.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an
administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit,
or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to
enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and
any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

ADDITIONAL COMMENTS
1) Currently, the Septage Land Application Site consists of Field 1 (2.5 acres), Field 2 (9.7 acres), Field 3 (4.2
acres), Field 4 (5.7 acres), Field 5 (5.0 acres), and Field 5 (5.0 acres) for a total of 32.1 acres. Field 4 is
currently inactive and no land application may occur until the trees have been removed and the Division has
determined that Field 4 is in compliance with all permit conditions and the nutrient management plan.
Because Field 4 is inactive, the site contains a total of 26.4 usable acres for land application.
2) This site is permitted for land application of domestic septage (including portable toilet waste) and
grease trap pumpings.
3) 15A NCAC 13B .0842(a)(2): Proper signage was posted at the entrance to the site.
4) 15A NCAC 13B .0842(a)(3): All weather access roads are maintained.
5) Per the Nutrient Management Plan (NMP) fescue/legume will be cut as hay and baled when it reaches
approximately 12-inches in height.
a. Field 1 contains a mixture of fescue/legume hay. The field is to be used January -April, June -
July, and September -December. Dormant periods will be May and August. Harvest will occur
in June and September.
b. Field 2 contains a mixture of fescue/legume hay. The field will be used January -April, June -
July, and September -December. Dormant periods will be May and August. Harvest will occur
in June and September.
c. Field 3 contains fescue grass and is primarily summer pasture. The field will be divided into
sections in late May/early June and late August/early September by an electric fence to
provide a site for application during the dormant period in which fields 1 and 2 cannot be
used. The field is to be regularly used October -February.
d. Field 4 is inactive.
e. Field 5 contains a mixture of fescue/legume hay. The field will be used January -May and
September -December. Dormant periods will be June and August. Harvest will occur in July
and September.
f. Field 6 contains a mixture of fescue/legume hay. The field will be used January -May and
September -December. Dormant periods will be June and August. Harvest will occur in July
and September.
6) Fields 1 and 2: Fields 1 and 2 appeared to be in fair to good condition. Field 2 was actively being used for
land application at the time of inspection; the application was notably thick in some areas, leaving the
grass laying down (see photos).
Fields 3 and 4: Fields 3 and 4 were not accessible at the time of inspection and were not evaluated.
Fields 5 and 6: At the time of inspection there was a very heavy load of weeds (Milkweed) on Fields 5 and
6 (see photos). While the fescue stand looked healthy, control of the milkweed is needed. Both Fields
had recent applications on areas that are not in compliance with the Nutrient Management Plan (NMP).
Field 5 had an area of dead grass that should be reseeded (see photos).
