PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: NA OBSERVED VIOLATIONS: NA The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. Mr. Powell met with Mr. Steve Waters and Ms. Ariadna Ortega, of Barnhill Contracting, to inspect the site. Ms. Ortega will be the contact for Barnhill LCIDS with Mr. Waters retiring soon. The purpose of this site visit was to conduct a comprehensive inspection and meet Ms. Ortega. The site is gated and has all weather road access with proper signage. The site is rarely used. Road cones/barrels are used to control traffic for disposal dumping. The current access road, if maintained properly, should continue to meet the rule requirement. Access road was previously added around current cells, per new rules, but needs mowing. Be sure to ensure its of all-weather construction and maintained accordingly. This was mentioned in last year’s inspection, please increase mowing maintenance on the road and side slopes when conditions allow. 15A NCAC 13B .0564 (7) The site shall establish and maintain an access road around the waste boundary for access by emergency or fire-fighting vehicles and equipment. 15A NCAC 13B .0566 (7) - Access roads shall be of all-weather construction and shall be maintained to allow access by vehicles transporting waste, Department staff, and fire-fighting vehicles. Edge of waste markers were clearly visible. The waste in cells seemed covered well and there was no standing water. Good job. Vegetation established on LCID looks good. Site needs mowing soon so that shrubs and trees don’t return on side slopes and road. Northern end of LCID, where access road enters LCID. EOW marker in view of photo. Corrective measures are necessary as a result of this inspection and should be completed within 30 days of receipt of this inspection report.
