Historical Groundwater Analytical Results Page | 1 SECOND SEMI-ANNUAL 2022 GROUNDWATER AND SURFACE WATER MONITORING EVENT GASTON COUNTY - CLOSED BIGGERSTAFF LANDFILL BESSEMER CITY, NORTH CAROLINA PERMIT NO.: 36-02 1.0 INTRODUCTION Buxton Environmental, Inc. (BEI) respectfully submits the methods and results of the second semi-annual 2022 groundwater and surface water monitoring activities conducted at the Gaston County - Closed Biggerstaff Landfill (Permit No.: 36-02) located along Abel Drive in Bessemer City, North Carolina. The purpose for conducting the assessment was to monitor groundwater, surface water and hydrogeologic conditions at the subject site. A site location map and site layout map are provided in Figures 1 and 2, respectively. The groundwater monitoring activities were conducted in general accordance with current North Carolina Department of Environmental Quality, Division of Waste Management-Solid Waste Section (NCSWS) rules and guidelines; the NCSWS groundwater and surface water sampling guidelines dated April 2008; the NCSWS letter dated September 9, 2016 concerning 14-day notification following a groundwater constituent exceedance of North Carolina Groundwater Protection Standards (NCGPSs) for the first-time; a March 23, 2017 memorandum from the NCSWS concerning routine up-keep and maintenance issues at monitoring wells; and a May 29, 2018 memorandum from the NCSWS requiring the analysis of 1,4-dioxane by EPA Method 8260 (VOCs) or EPA Method 8270 (semi-VOCs) utilizing the select ion monitoring (SIM) procedure, the discontinuation of Solid Waste Section Limits (SWSLs, minimum laboratory detection limits) and opting for EPA approved analytical methods sufficiently sensitive to quantify the presence of constituents at or below applicable standards. The NCGPSs are generally defined by the NCSWS as the most protective of the Federal Maximum Contaminant Level for Drinking Water (MCL), the North Carolina 2L Groundwater Quality Standards (2L NCGQSs), or NCGPSs established by the NCSWS (generally obtained from interim established 2L NCGQSs). The NCGPS and 2L NCGQS for non-naturally occurring constituents with no established standard is the practical quantitation limit (PQL). For naturally occurring constituents (i.e. metals), the NCGPS and the 2L NCGQS is the naturally occurring background concentration. For clarity purposes, the NCGPSs and 2L NCGQSs are essentially synonymous with each other. According to the NCGPSs and 2L NCGQSs, non- quantified J-flagged laboratory data (estimated qualified data) which are detected less than the quantifiable PQL, limit of quantitation (LOQ) or reporting limit (RL) (all synonyms) and above the method detection limit (MDL) (lowest non-quantified limits of the laboratory instrumentation) are not considered exceedances of NCGPSs or 2L NCGQSs. The NCGPSs in this report have been updated to reflect current standards issued by the NCSWS on April 11, 2022. On March 2, 2020, Mr. Ervin Lane with the NCSWS indicated that a new policy would allow permitted landfills to discontinue/reduce the required analysis of 1,4-dioxane (by EPA SIM) during routine monitoring at compliance groundwater monitor wells and surface water sample locations, if they have been below the MDL for two (2) consecutive events. On March 13, 2023, the NCSWS issued a memorandum requiring per- and polyfluoroalkyl substances (PFAS) analyses during groundwater, surface water and leachate monitoring conducted after July 1, 2023 at all landfills regulated under 15A NCAC 13B Rules for ,0601 and .0602 (all other landfills not regulated under .0531-0546 and .1600 rules); .0544 and .0545 (construction and demolition (C&D) landfills); and .1623, and .1630 - .1637 (Subtitle D lined municipal solid waste (MSW) landfills. According to the memo, PFAS include a group of manufactured compounds used in aerospace, automotive, textiles, electronics, food packaging, stain-repellent products, non-stick products and firefighting foams that do not breakdown in the environment and Page | 2 bioaccumulate in humans and animals through soil and drinking water and are linked to adverse health effects. On July 20, 2023, Mr. Perry Sugg (NCSWS Environmental Compliance Branch Head), clarified that PFAS monitoring was also required at old closed MSW landfills (this site) that fall under old NCSWS Rule .0500 that defaults to North Carolina 2L groundwater monitoring rules. Water samples should be analyzed by EPA (Draft) Method 1633 (PFAS) by a Department of Defense (DOD) accredited laboratory. The March 13, 2023 memorandum from the NCSWS regarding PFAS monitoring requirements is provided in Appendix A. On July 17, 2023, the NCSWS issued a memorandum clarifying PFAS monitoring requirements at solid waste sanitary landfills. The letter addresses landfill types that should comply; monitoring frequency (minimum of two (2) consecutive sample events, after which the data will be evaluated for future continued monitoring requirements); sampling methodology (including sampling practices and precautions to avoid equipment cross- contamination); analytical method and laboratories (EPA (Draft) Method 1633 for up to 40 PFAS compounds by a DOD accredited laboratory); monitoring locations (groundwater wells, surface water locations, underdrains and leachate); and reporting (routine report preparation and submittal, along with electronic deliverable data (EDD) requirements in the EQUIS format). The July 17, 2023 memorandum from the NCSWS clarifying PFAS monitoring requirements is provided in Appendix A. A summary of background information, and the methods, results, conclusions and recommendations of this investigation are outlined below. Page | 3 2.0 BACKGROUND INFORMATION Based on review of aerial photographs and discussions with Gaston County personnel, the subject facility was opened prior to 1968 and remained in operation until it closed in approximately 1986. The subject property consists of approximately 60 acres and currently contains a landing strip used by a local model airplane club. To comply with NCSWS guidelines, semi-annual groundwater monitoring was initiated in April 1997 at five shallow monitor wells MW-1 through MW-5. The groundwater samples have historically been analyzed for Appendix I volatile organic compounds (VOCs) and RCRA metals. Groundwater samples collected during these activities indicated several VOCs and metals above NCGPSs. Due to the presence of target constituents above the NCGPSs, the NCSWS requested that additional assessment be conducted to determine the extent of affected groundwater and the existence of surrounding water supply wells. According to a March 22, 2001 Site Assessment Activities for Biggerstaff Closed Landfill report prepared by Resolve Environmental Services, P.A., two deep monitor wells MW-2D and MW-4D were installed adjacent to monitor wells MW-2 and MW-4, respectively. Groundwater samples collected at MW-2D indicated the presence of 61 micrograms per liter (ug/l) cadmium and 150 ug/l lead, and MW-4D indicated the presence of 9 ug/l cadmium and 22 ug/l lead, which were above the NCGPSs. During the assessment, a total of 15 water supply wells were identified within a 0.5 mile radius of the former landfill. According to the report, these water supply wells were either located upgradient or across shallow groundwater divides. On February 7 and 8, 2018, Mr. Ross Klingman, P.G. with BEI conducted routine up-keep and maintenance at on-site monitor wells, in order to comply with the March 23, 2017 memorandum from the NCSWS. During these activities, repairs and up-keep were made at the following monitor wells: MW-1 (dirt and vegetation were removed from the concrete pad); MW-2 (dirt and vegetation were removed from the concrete pad and a new hinge was installed on the stand-up cover lid); MW-3 (dirt and vegetation were removed from the concrete pad); MW-4 (dirt and vegetation were removed from the concrete pad); MW-4D (dirt and vegetation were removed from the concrete pad); and MW-5 (dirt and vegetation were removed from the concrete pad). During the well maintenance activities, the latitude and longitude at each groundwater monitor well were obtained with the “My GPS Coordinates” software and well construction information was obtained from the well tags, which are presented in Table 1. In accordance with the new NCSWS guidance regarding 1,4-dioxane (SIM) monitoring frequency, BEI recommended in the First Semi-Annual 2020 Groundwater and Surface Water Monitoring Event report dated September 11, 2020 that groundwater samples collected at monitor wells MW-2, MW-2D, MW-4, MW-4D and MW-5 would continue to be analyzed for 1,4-dioxane by EPA Method 8260D (SIM) until 1,4-dioxane has not been detected above the MDL for two (2) consecutive events. In addition, surface water samples Upstream and Downstream will continue to be analyzed for 1,4-dioxane by EPA 8260D (SIM) (have never indicated 1,4- dioxane above the MDL), in order to monitor on-site detections of 1,4-dioxane affected groundwater. All groundwater and surface water samples will continue to be analyzed for 1,4-dioxane (non-SIM) as part of the standard Appendix I VOC analysis (EPA Method 8260D; MDL = 13ug/l and PQL = 50 ug/l), for continued monitoring purposes. Page | 4 3.0 GROUNDWATER AND SURFACE WATER MONITORING ACTIVITIES On December 27, 2022, BEI conducted the second semi-annual 2022 groundwater and surface water monitoring event at the subject site. Groundwater monitoring activities were conducted at five shallow monitor wells including MW-1, MW-2, MW-3 and MW-4; and two deep monitor wells MW-2D and MW-4D. Groundwater sampling at monitor well MW-5 was unable to be conducted, due to limited water conditions. Monitor well MW-1 is an upgradient background well, and the remaining wells are downgradient compliance wells. Two surface water samples, Upstream and Downstream, were collected along the tributary creek located downgradient and to the south of the landfill area. Prior to conducting the sampling activities, groundwater levels were obtained from each well with a depth-to- water electrode to the nearest 0.01 foot. Following the gauging activities, each well was purged of three well bore volumes of water or until dryness with a disposable Teflon bailer attached to new nylon rope. Purge water was poured on the ground surface at respective well heads. Field parameters including pH, conductivity and temperature were collected following purging at each groundwater monitor well, and prior to sampling at each surface water sample location with a calibrated HANNA Groline HI 9814 meter. Groundwater gauging and field parameter data are provided in Tables 1 and 2, respectively. The groundwater and surface water samples were analyzed for Appendix I VOCs by EPA Method 8260D (plus 1,4-dioxane (non-SIM)) and 8 RCRA metals by EPA Methods 6020B and 7470A. Groundwater samples collected at monitor wells MW-2, MW-2D, MW-4 and MW-4D were also analyzed for 1,4-dioxane by EPA Method 8260D (SIM, to achieve the 3 ug/l LOQ/PQL/RL requirement), since 1,4-dioxane has been detected above the MDL for one or more of the past two (2) consecutive events. Surface water samples Upstream and Downstream were also analyzed for 1,4-dioxane by EPA 8260D (SIM) (have never indicated 1,4-dioxane above the MDL), in order to monitor on-site detections of 1,4-dioxane affected groundwater. The samples were analyzed by Pace Analytical Services, LLC (South Carolina License # 329) in West Columbia, South Carolina. The samples were collected in general accordance with NCSWS protocol, immediately poured into laboratory supplied containers, appropriately labeled (with sample identification, sample depth, date and time), placed in a cooler with wet ice, transferred to the laboratory with chain-of-custody documentation. During the groundwater sampling activities, Buxton Environmental, Inc. conducted a routine up-keep and maintenance inspection at on-site monitor wells, in order to comply with the March 23, 2017 memorandum from the NCSWS. The monitor wells were locked, appeared to be in good condition, and in compliance with NCSWS standards. Page | 5 4.0 GROUNDWATER FLOW DIRECTION Based on groundwater levels obtained on December 27, 2022 during the second semi-annual 2021 monitoring event, shallow groundwater flows south southeast towards tributary creeks located on the eastern and southern sides of the property. A shallow groundwater flow direction map is provided in Figure 3. A horizontal hydraulic gradient of 0.033 feet per feet (ft/ft) was observed between shallow monitor wells MW-1 and MW-3. An upward vertical hydraulic gradient of 0.032 ft/ft was observed at nested monitor wells MW-2 and MW-2D. A downward vertical hydraulic gradient of 0.009 ft/ft was observed at nested monitor wells MW- 4 and MW-4D. Upward vertical hydraulic gradients are generally associated with groundwater discharge zones and downward vertical hydraulic gradients were generally associated with groundwater recharge zones. Page | 6 5.0 GROUNDWATER AND SURFACE WATER ANALYTICAL RESULTS The groundwater and surface water analytical results for the second semi-annual 2022 event are presented in Tables 3 and 4, respectively, and are illustrated in Figure 4. Laboratory data sheets are presented in Appendix B. Historical groundwater analytical results are presented in Appendix C. Groundwater samples collected at monitor wells MW-1, MW-2 and MW-4D indicated the presence of target constituents above the NCGPSs, which are summarized below. Groundwater sample MW-1 indicated the presence of 1.9 ug/l benzene. Groundwater sample MW-2 indicated the presence of 4 ug/l benzene, 3 ug/l vinyl chloride and 8.1 ug/l 1,4-dioxane (SIM). Groundwater sample MW-4D indicated the presence of 1.3 ug/l benzene, 12 ug/l 1,4-dichlorobenzene, 71 ug/l 1,4-dioxane (non-SIM), 84 ug/l 1,4-dioxane (SIM) and 33 ug/l chromium. The remaining groundwater samples collected at MW-2D, MW-3 and MW-4 did not indicate target constituents above NCGPSs. Monitor wells MW-1 and MW-3, which had been removed from the 1,4-dioxane (SIM) monitoring schedule due to non-detects below MDLs for two (2) or more consecutive background monitoring events), did not indicate 1,4-dioxane (non-SIM) above the MDL during the second semi-annual 2022 sampling event. No target constituents were detected above NCGPSs for the first-time in any of the groundwater samples collected during the second semi-annual 2022 event, therefore, a 14-Day Notification of Groundwater Protection Standards Exceedance form is not required to be submitted to the NCSWS. Surface water samples, Upstream and Downstream, did not indicate the presence of target constituents above the lowest of: established North Carolina Surface Water and Wetland Standards (15A NCAC 02B) (Redbook, May 1, 2007)(NC2BRB); North Carolina 15A NCAC 02B Water Quality Standards for Surface Water (June 10, 2019) (NC2B); or North Carolina In-Steam Target Values for Surface Water (NCTSW) for Long Creek and Burton Branch Creek (Class C Water); or EPA National Recommended Water Quality Criteria for Aquatic Life and Human Health (EPAWQC), which are collectively referred to in this report as North Carolina Surface Water and Wetland Standards (NCSWWSs). In addition, the surface water samples did not indicate 1,4- dioxane (non-SIM or SIM) above the MDL. Page | 7 6.0 CONCLUSIONS On December 27, 2022, BEI conducted the second semi-annual 2022 groundwater and surface water monitoring activities at the Gaston County - Closed Biggerstaff Landfill located in Bessemer City, North Carolina. Groundwater sample MW-1 indicated the presence of 1.9 ug/l benzene. Groundwater sample MW-2 indicated the presence of 4 ug/l benzene, 3 ug/l vinyl chloride and 8.1 ug/l 1,4-dioxane (SIM). Page | 8 • Surface water samples, Upstream and Downstream, did not indicate the presence of target constituents above established NCSWWSs. In addition, the surface water samples did not indicate 1,4-dioxane (non- SIM or SIM) above the MDL. Page | 9 7.0 RECOMMENDATIONS Based on the findings of this assessment, Buxton Environmental, Inc. makes the following recommendations. • Semi-annual groundwater and surface water monitoring, including Appendix I VOCs, RCRA metals and 1,4-dioxane (non-SIM/SIM) analysis, should continue to be conducted at the Closed Biggerstaff Landfill. In addition, groundwater and surface water samples should be analyzed for PFAS compounds by EPA (Draft) Method 1633 by a DOD accredited laboratory for the next two (2) semi-annual monitoring events, in accordance with the March 13 and July 17, 2023 memorandums issued by the NCSWS. The next semi- annual sampling event is anticipated to be conducted in August 2023. • Groundwater samples collected at monitor wells MW-2, MW-2D, MW-4 and MW-4D will continue to be analyzed for 1,4-dioxane by EPA Method 8260D (SIM) until 1,4-dioxane has not been detected above the MDL for two (2) consecutive events. In addition, surface water samples Upstream and Downstream will continue to be analyzed for 1,4-dioxane by EPA 8260D (SIM) (have never indicated 1,4-dioxane above the MDL), in order to monitor on-site detections of 1,4-dioxane affected groundwater. Monitor wells MW-1, MW-3 and MW-5 (new deletion) should continue to be removed from the 1,4-dioxane (SIM) sampling schedule, due to two (2) or more consecutive non-detections.
