1.0 INTRODUCTION
Buxton Environmental, Inc. (BEI) respectfully submits the methods and results of the second semi-annual 2022
groundwater monitoring activities conducted at the Gaston County Closed Construction & Demolition (C&D)
Landfill - Hardin Site (Permit No.: 36-06) located at 3155 Philadelphia Church Road in Dallas, North Carolina.
The closed C&D landfill is an unlined facility which was in operation from approximately 1994 until 1998, and
is regulated under old North Carolina Department of Environmental Quality, Division of Waste Management-
Solid Waste Section (NCSWS) 15A NCAC 13B .0500 Rules (pre-.0544 Rules). The C&D landfill was capped
with a clay cover following its closure. The purpose for conducting the assessment was to monitor groundwater
quality. A site location map and site layout map are provided in Figures 1 and 2, respectively.
The groundwater monitoring activities were conducted in general accordance with current NCSWS rules and
guidelines; the NCSWS groundwater and surface water sampling guidelines dated April 2008; a June 25, 2010
memorandum from the NCSWS requiring the analysis is tetrahydrofuran at C&D landfills; the NCSWS letter
dated September 9, 2016 concerning 14-day notification following a groundwater constituent exceedance of
North Carolina Groundwater Protection Standards (NCGPSs) for the first-time; a March 23, 2017 memorandum
from the NCSWS concerning routine up-keep and maintenance issues at monitoring wells; and a May 29, 2018
memorandum from the NCSWS requiring the analysis of 1,4-dioxane by EPA Method 8260 (VOCs) or EPA
Method 8270 (semi-VOCs) utilizing the select ion monitoring (SIM) procedure, the discontinuation of Solid
Waste Section Limits (SWSLs, minimum laboratory detection limits) and opting for EPA approved analytical
methods sufficiently sensitive to quantify the presence of constituents at or below applicable standards.
The NCGPSs are generally defined by the NCSWS as the most protective of the Federal Maximum
Contaminant Level for Drinking Water (MCL), the North Carolina 2L Groundwater Quality Standards (2L
NCGQSs), or NCGPSs established by the NCSWS (generally obtained from interim established 2L NCGQSs).
The NCGPS and 2L NCGQS for non-naturally occurring constituents with no established standard is the
practical quantitation limit (PQL). For naturally occurring constituents (i.e. metals), the NCGPS and the 2L
NCGQS is the naturally occurring background concentration. For clarity purposes, the NCGPSs and 2L
NCGQSs are essentially synonymous with each other. According to the NCGPSs and 2L NCGQSs, non-
quantified J-flagged laboratory data (estimated qualified data) which are detected less than the quantifiable
PQL, limit of quantitation (LOQ) or reporting limit (RL) (all synonyms) and above the method detection limit
(MDL) (lowest non-quantified limits of the laboratory instrumentation) are not considered exceedances of
NCGPSs or 2L NCGQSs. The NCGPSs in this report have been updated to reflect current standards issued by
the NCSWS on April 11, 2022.
On March 2, 2020, Mr. Ervin Lane (site project manager) with the NCSWS indicated that a new policy would
allow permitted landfills to discontinue/reduce the required analysis of 1,4-dioxane (by EPA SIM) during
routine monitoring at compliance groundwater monitor wells and surface water sample locations, if they have
been below the MDL for two (2) consecutive events.
On March 13, 2023, the NCSWS issued a memorandum requiring per- and polyfluoroalkyl substances (PFAS)
analyses during groundwater, surface water and leachate monitoring conducted after July 1, 2023 at all landfills
regulated under 15A NCAC 13B Rules: 0601 and .0602 (all other landfills not regulated under .0531-0546 and
.1600 rules); .0544 and .0545 (C&D landfills); and .1623, and .1630 - .1637 (Subtitle D lined MSW landfills).
According to the memo, PFAS include a group of manufactured compounds used in aerospace, automotive,

textiles, electronics, food packaging, stain-repellent products, non-stick products and firefighting foams that do
not breakdown in the environment and bioaccumulate in humans and animals through soil and drinking water
and are linked to adverse health effects. On July 20, 2023, Mr. Perry Sugg (NCSWS - Environmental
Compliance Branch Head), clarified that PFAS monitoring was also required at old closed MSW landfills that
fall under old NCSWS Rule .0500 that defaults to North Carolina 2L groundwater monitoring rules. Water
samples should be analyzed by EPA (Draft) Method 1633 (PFAS) by a Department of Defense (DOD)
accredited laboratory. The March 13, 2023 memorandum from the NCSWS regarding PFAS monitoring
requirements is provided in Appendix A.
On July 17, 2023, the NCSWS issued a memorandum clarifying PFAS monitoring requirements at solid waste
sanitary landfills. The letter addresses landfill types that should comply; monitoring frequency (minimum of
two (2) consecutive sample events, after which the data will be evaluated for future continued monitoring
requirements); sampling methodology (including sampling practices and precautions to avoid equipment cross-
contamination); analytical method and laboratories (EPA (Draft) Method 1633 for up to 40 PFAS compounds
by a DOD accredited laboratory); monitoring locations (groundwater wells, surface water locations, underdrains
(French drains) and leachate); and reporting (routine report preparation and submittal, along with electronic
deliverable data (EDD) requirements in the EQUIS format). The July 17, 2023 memorandum from the NCSWS
clarifying PFAS monitoring requirements is provided in Appendix A.
A summary of background information, and the methods, results, conclusions and recommendations of this
investigation are outlined below.

2.0 BACKGROUND INFORMATION
The Gaston County Landfill - Hardin Site consists of approximately 426 acres and is located on the north
central side of Gaston County, approximately 1.5 miles south of the Lincoln County line (Figure 1). The
landfill site has been in operation since approximately 1985. The subject facility presently contains four landfill
areas, which include a closed construction and demolition (C&D) landfill (subject landfill); a closed unlined
MSW landfill with inactive C&D landfill on-top; an active Unit I Phase 1 and Phase 2 lined MSW Subtitle D
landfill; and the additional active Unit II Phase 1 & 2 lined MSW Subtitle D landfill (Figure 2). In addition, the
new Unit III lined MSW Subtitle D landfill expansion is under construction, and will tie into the Unit I landfill
to the west and the Unit II landfill to the east, and span across the drainage swale.
The closed C&D landfill is an unlined unit, which was in operation from approximately 1994 until 1998.
Groundwater monitoring has been conducted at the subject C&D landfill since June 1995. The groundwater
samples have historically been analyzed for Appendix I VOCs and RCRA metals.
In 2003 and 2011, Gaston County purchased approximately 45 acres from the drainage ditch to the South Fork
Catawba River on the southwest side of the site. In April 2009, Gaston County purchased 34.16 acres on the
northeast side of the landfill. In September 2013, Gaston County purchased the McGee property (14.36 acres)
to the immediate northeast of the landfill. This additional property serves as excellent landfill buffer.
On July 13, 2018, the NCSWS issued a memorandum based on North Carolina House Bill 573 (approved on
June 25, 2018) indicating that C&D landfills regulated under NCSWS 15A NCAC 13B Rule .0544 could alter
routine groundwater and surface water monitoring frequency from a semi-annual basis to an annual basis.
According to the NCSWS memorandum, annual monitoring is only allowed at stand-alone C&D facilities in
Detection Monitoring; and does not apply to facilities presently in Assessment Monitoring, corrective action or
have documented exceedances of NCGPSs, which would be required to continue semi-annual monitoring. On
July 17, 2018, Mr. Adam Ulishney with the NCSWS indicated that the new policy did not apply to old C&D
landfills permitted under pre-.0544 Rules (which is the case for the subject site), however, he indicated that the
NCSWS would consider applying this Rule to old closed C&D landfills on a case-by-case basis in the future.
In October 2018, Mr. Ross Klingman, P.G. with BEI conducted routine up-keep and maintenance at on-site
monitor wells, in order to comply with the March 23, 2017 memorandum from the NCSWS. During these
activities, repairs and up-keep were made at the following monitor wells: MW-12 (dirt and vegetation were
removed from the concrete pad); MW-13 (dirt and vegetation were removed from the concrete pad); and MW-
14 (dirt and vegetation were removed from the concrete pad, and a new expandable well cap was installed at the
well head). During the well maintenance activities, the latitude and longitude at each groundwater monitor well
were obtained with the “My GPS Coordinates” software, and well construction information was obtained from
the well tags, which are presented in Table 1.
BEI recommended in the March 2, 2020 Second Semi-Annual 2019 Groundwater Monitoring Event report that
the analysis of 1,4-dioxane (by EPA Method 8260 SIM) be discontinued during routine monitoring at monitor
wells MW-12, MW-13 and MW-14, in accordance with the new NCSWS policy that allows 1,4-dioxane (SIM)
to be eliminated/reduced from the sampling protocol following two (2) consecutive events with below MDL
results. Groundwater samples collected at these wells did not indicated the presence of 1,4-dioxane (SIM or
non-SIM) above the MDL during all three (3) background sampling events conducted in November 2018, June
2019 and December 2019. However, the groundwater samples will continue to be analyzed for 1,4-dioxane
(non-SIM) during the routine Appendix I VOC analysis (EPA Method 8260D; MDL = 13ug/l and PQL = 50
ug/l), for continued monitoring purposes.

3.0 GROUNDWATER MONITORING ACTIVITIES
On December 29, 2022, BEI conducted the second semi-annual 2022 groundwater monitoring event at the
subject site. Groundwater monitoring activities were conducted at three shallow groundwater monitor wells
MW-12, MW-13 and MW-14. Monitor well MW-12 is an upgradient background well and the remaining wells
are downgradient compliance wells.
Prior to conducting the sampling activities, groundwater levels were obtained from each well with a depth-to-
water electrode to the nearest 0.01 foot. Following the gauging activities, each well was purged of three well
bore volumes of water or until dryness with an appropriately decontaminated Teflon bailer attached to new
nylon rope. Purge water was poured on the ground surface at respective well heads. Field parameters including
pH, conductivity and temperature were collected following purging at each well by Buxton Environmental, Inc.
utilizing a calibrated HANNA GroLine meter. Groundwater gauging and field parameter data are provided in
Table 1.
The groundwater samples were analyzed for Appendix I VOCs by EPA Method 8260D (plus tetrahydrofuran
and 1,4-dioxane (non-SIM)) and RCRA metals (excluding mercury) by EPA Methods 6020B. Mercury was
not analyzed due to an oversight by the laboratory. However, mercury has not been detected above the MDL in
any of the C&D landfill groundwater sample since at least 2017. For quality control purposes, an equipment
blank were analyzed for Appendix I VOCs (plus tetrahydrofuran and 1,4-dioxane (non-SIM)) by EPA Method
8260D. The equipment blank was prepared in the field by pouring laboratory supplied de-ionized water
through a decontaminated Teflon bailer into the sample containers. The samples were analyzed by Pace
Analytical Services, LLC (South Carolina License # 329) in West Columbia, South Carolina. The samples
were collected in general accordance with NCSWS protocol, immediately poured into laboratory supplied
containers, appropriately labeled (with sample identification, sample depth, date and time), placed in a cooler
with wet ice, transferred to the laboratory with chain-of-custody documentation.
During the groundwater sampling activities, BEI conducted a routine up-keep and maintenance inspection at
on-site monitor wells, in order to comply with the March 23, 2017 memorandum from the NCSWS. The
monitor wells were locked, appeared to be in good condition, and in compliance with NCSWS standards.

4.0 SHALLOW GROUNDWATER FLOW DIRECTION
Based on groundwater levels obtained during the second semi-annual 2022 event, shallow groundwater flow at
the closed C&D landfill is to the south southwest. A shallow groundwater flow direction map is provided in
Figure 3.
The horizontal hydraulic gradient observed between shallow monitor wells MW-12 and MW-13 was 0.036 feet
per feet (ft/ft).

5.0 GROUNDWATER ANALYTICAL RESULTS
The groundwater analytical results for the second semi-annual 2022 event are presented in Table 2 and are
illustrated in Figure 3. Historical groundwater analytical results are presented in Tables 3, 4 and 5. Laboratory
data sheets are presented in Appendix A. A summary of the groundwater analytical results is provided below.
Groundwater samples collected at monitor wells MW-12, MW-13 and MW-14 did not indicate the presence of
target Appendix I VOCs (including tetrahydrofuran and 1,4-dioxane (non-SIM)) or RCRA metals above
NCGPSs.
No first-time exceedances of target constituents were detected above NCGPSs at monitor wells MW-12, MW-
13 and MW-14 during the second semi-annual 2022 event, therefore, a 14-Day Notification of Groundwater
Protection Standards Exceedance form is not required to be submitted to the NCSWS.
The equipment blank indicated the presence of 2.1 ug/l methylene chloride, which appears to be due to
laboratory contamination.

6.0 CONCLUSIONS
On December 29, 2022, BEI conducted the second semi-annual 2022 groundwater monitoring event at the
Gaston County Closed C&D Landfill - Hardin Site (Permit No.: 36-06) located at 3155 Philadelphia Church
Road in Dallas, North Carolina. Groundwater monitoring activities were conducted at three shallow
groundwater monitor wells MW-12, MW-13 and MW-14. A summary of the findings of this investigation is
provided below.
• On March 13, 2023, the NCSWS issued a memorandum requiring PFAS analyses during groundwater,
surface water and leachate monitoring conducted after July 1, 2023 at all landfills regulated under 15A

metals above NCGPSs.
• No first-time exceedances of target constituents were detected above NCGPSs at monitor wells MW-12,
MW-13 and MW-14 during the second semi-annual 2022 event, therefore, a 14-Day Notification of
Groundwater Protection Standards Exceedance form is not required to be submitted to the NCSWS.

7.0 RECOMMENDATIONS
Based on the findings of this assessment, BEI makes the following recommendations.
• Semi-annual groundwater monitoring should continue to be conducted at the Gaston County Closed C&D
landfill, in general accordance with NCSWS rules and guidelines. The next monitoring event is anticipated
to be conducted in September 2023, and the groundwater samples will be analyzed for Appendix I VOCs
(including tetrahydrofuran and 1,4-dioxane (non-SIM)), RCRA metals and PFAS (EPA Method 1633, new
requirement).
• The analysis of 1,4-dioxane (by EPA SIM) is recommended to continue to be discontinued during routine
semi-annual monitoring at monitor wells MW-12, MW-13 and MW-14, in accordance with the new
NCSWS policy that allows 1,4-dioxane (SIM) to be eliminated/reduced from the sampling protocol
following two (2) consecutive events with below MDL results. However, these groundwater samples will
continue to be analyzed for 1,4-dioxane (non-SIM) as part of the standard Appendix I VOC analysis (by
EPA Method 8260D; MDL = 13ug/l and PQL = 50 ug/l), for continued monitoring purposes
• A copy of this report should be forwarded to the NCSWS for their review.

Report Revision:Per client,this report has been revised to update the element list for samples
MW-12 (XL31002-012),MW-13 (XL31002-013)and MW-14 (XL31002-014).They were inadvertently
reported as same list as the metals on the other COC/sample received and now are reported with
only RCRA metals (minus Hg).This report supersedes and replaces any prior reports issued
under this lot number.
This Report of Analysis contains the analytical result(s)for the sample(s)listed on the Sample Summary
following this Case Narrative.The sample receiving date is documented in the header information
associated with each sample.

the lower control limit for Acetone.The associated LCS passed acceptance criteria.
The continuing calibration verification (CCV)associated with analytical batch 64265 recovered outside
acceptance criteria,low biased,for Vinyl acetate (-25%).An LOQ standard was analyzed,and the target
analyte was detected.Since the associated sample,XL31002-015 was non-detect,no corrective action
was taken.
