Airy), 8602-CDLF- (Mt. Airy), and 8602-CDLF-2011 (Mt. Airy) was issued to Surry County on December 16, 2020. PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: N/A OBSERVED VIOLATIONS: None The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. Permit 86-02 consists of multiple landfill units. x 8602-MSWLF-1983: A closed, unlined MSWLF unit which ceased receiving waste prior to October 9, 1991. x 8602 -CDLF-2001: Consists of two separate CDLF Units. The first being a closed unlined CDLF which ceased accepting waste prior to 2006 and a second closed CLDF unit located on top of the closed MSWLF which ceased receiving waste prior to June 30, 2008. 2. A gate was provided at the entrance to the facility to prevent unauthorized access. 3. Groundwater monitoring was being performed semiannually as required. 1st semiannual sampling results for 2021 (performed June 23-25, 2021), 2nd semiannual sampling results for 2021 (performed October 18-21, 2021), 1st semiannual sampling results for 2022 (performed April 4-6, 2022), 2nd semiannual sampling results for 2022 (performed October 4-6, 2022), and 1st semiannual sampling results for 2023 (performed April 10-12, 2023) were verified via the Division of Waste Management document database. 4. Methane monitoring was being performed quarterly as required. Records for monitoring events performed on 2/23/01, 6/25/21, 10/19/21, 1/18/22, 4/4/22, 7/28/22, 10/3/22, 1/31/23, 4/10/23, 7/27/23, 10/18/23, and 1/31/24 were verified. x Exceedances above the lower explosive limit for methane were documented during multiple sampling events at MGP-7. MGP-7 is located on the west side of the closed CDLF over MSWLF above a natural watercourse. ™ Since the last sampling event, Ms. Jaclynne Drummond, Hydrogeologist has been in communication with Smith Gardner, Inc. (sampling consultant) to address the methane exceedances at MGP-7. Ms. Joan Smyth, P.G., notified Ms. Drummond by e-mail on February 5, 2024 that Smith Gardner, Inc. would work with Surry County to prepare a plan for further evaluation of gas concentrations at MGP-7. x Review of sampling results found that MGP-2R had not been sampled since the sampling event performed on January 18, 2022. Documentation noted the gas probe was “inaccessible”. ™ An attempt was made to locate MGP-2R during the January 29th inspection. However, the gas probe was not found. A subsequent search by Surry County staff the following day resulted in MGP-2R being located. MGP-2R was sampled during the last monitoring event performed on January 31, 2024. Thank you for your efforts to locate this monitoring point, and please ensure it continues to be sampled during monitoring events in the future. 8606-MSWLF-1983 North Area: 5. A recycling collection site to include a bailing facility and a waste collection convenience site are located on top of the northern portion of the landfill. This area is also stabilized with asphalt and gravel. 6. The undeveloped portions of the landfill were stabilized with native vegetation at the time of inspection. 7. Multiple trailers were being stored on top of the landfill. x A group of five trailers were stored directly adjacent to each other south of the bailing facility. Multiple concerns were observed at these trailers. ™ The landing gear for the first trailer located to the north were beginning to sink into the cap of the landfill. Bare spots with minor erosion were observed were observed under the last two trailers to the south. Please ensure these areas are repaired and stabilized with groundcover sufficient to restrain erosion. It is recommended that an alternate location be considered for storage of the trailers to prevent damage to the landfill cap. 8. An area of standing water was observed west of the bailing facility and adjacent to the earthen berm at the edge of the landfill. This area was approximately 15-feet X 8-feet. This area should be filled with soil and stabilized with a groundcover sufficient to restrain erosion. 9. No areas of significant settling were observed. 10. Only one edge-of-waste-marker was observed at the toe of the west slope at the time of inspection. Mr. Hawks FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 3 of 3 provided photos via e-mail on January 30, 2024 showing additional markers which were found by facility staff the following day. Please continue efforts to locate edge-of-waste markers and install additional markers as necessary to ensure the entire footprint of the landfill is clearly marked. 8602-CDLF-2001 11. The two CDLF units are located adjacent to each other. 12. Both landfills were marked with edge-of-waste markers at the time of inspection. 13. Both landfills were stabilized with native vegetation. 14. No areas of significant settling were observed. 15. No standing water was observed.
