Attach a notification table with values that attain or exceed NC 2L groundwater standards or NC 2B surface water standards. The notification
must include a preliminary analysis of the cause and significance of each value. (e.g. naturally occurring, off -site source, pre-existing
condition, etc.).
Attach a notification table of any groundwater or surface water values that equal or exceed the reporting limits.
Attach a notification table of any methane gas values that attain or exceed explosive gas levels. This includes any structures on or nearby the
facility (NCAC 13B .1629 (4)(a)(i).
Send the original signed and sealed form, any tables, and Electronic Data Deliverable to: Compliance Unit, NCDENR-DWM, Solid Waste
Section, 1646 Mail Service Center, Raleigh, NC 27699-1646.

Landfill Gas Monitoring Report - 2023 Fourth Quarter

Dear Mark:
LaBella Associates (LaBella) is submitting the attached methane monitoring results for Kirksey Drive
Landfill, Permit Number 12-01. The 2023 fourth quarter landfill gas monitoring event was
performed on November 7, 2023. During this event, LaBella monitored gas probes GP-1, GP-2,
GP-3, GP-4, GP-5, and GP-6, as well as the animal shelter, SPCA (Friends for Animals), and National
Guard Buildings. The approximate locations of the monitoring locations are depicted in Drawing 1.
The monitoring data for the gas probes and buildings are summarized in the attached Landfill Gas
Monitoring Data Log.
Methane was detected above the lower explosive limit (LEL) in gas probes, GP-3 (43.7%), GP-4
(11.8%), and GP-6 46.1%). Methane was not detected in any other gas probes or structures.
Methane detections and LEL exceedances are summarized in the attached Table 1 and Table 2,
respectively. The exceedances in GP-3, GP-4, and GP-6 are consistent with previous results.
Due to a methane exceedance of the LEL in gas probe, GP-1 during the August 2023 quarterly
monitoring event, Labella has monitored GP-1 and the nearby National Guard Armory building on a
monthly basis. Methane has not been detected in GP-1 or the National Guard Armory building since
the initial detection in August 2023; therefore, we recommend ceasing monthly monitoring of this
probe and the National Guard building.
We have included a NCDEQ Environmental Monitoring Report Form (EMRF) and will forward a copy of
this report to Jaclynne Drummond with the NCDEQ Solid Waste Section. A copy of this report should
be maintained in the facility's records. The next quarterly monitoring event is scheduled for the first
quarter of 2024. If we can provide any additional information, please do not hesitate to call me at
