OBSERVED VIOLATIONS:
A. 15A NCAC 13B .0405 (b), “Water that comes into contact with solid waste is leachate and shall be collected from the site for disposal to an approved facility or discharged directly from the site into
a sanitary sewer line.” During this inspection, waste and leachate were found to have been pushed outside the rear of the transfer trailer loading bay and onto the adjacent concrete pad, where leachate was observed pooled up and flowing
off the concrete pad, onto the adjacent ground, and into the trailer staging area. The design and grade of
the concrete pad in this area was identified as an item of concern (#8) in the previous 8/4/2022 inspection. Measures should be implemented to ensure leachate is contained within the transfer trailer loading bay and directed into the collection system. Ensure all impacted soils surrounding the concrete pad

adjacent to the trailer loading bay and within the trailer staging area are excavated and disposed of properly. The surface and subsurface soils in the identified areas will need to be evaluated for possible contaminants. Please contact Perry Sugg at [e-mail] for sampling guidance.
ADDITIONAL COMMENTS
The facility is a transfer station owned by Waste Management of the Carolinas, Inc, and is permitted to receive municipal solid waste, construction demolition debris wastes, and single stream recoverable or recyclable material. Stella Environmental Services operates the transfer station which processes up to 400 tons of MSW
per day. Processed MSW is transported to Great Oak Landfill (Permit# 7607-MWSLF-2015) in Randleman,
NC. 1. The facility is fenced and is secured by a locking gate when it is not open for operation. 2. The correct signage is at the entrance of the facility listing the facility name, permit number and emergency contact information as well as materials accepted at the facility.
3. The facility accepts waste Monday through Friday from 7:30 am until 4:00 pm. The facility is closed on
Saturday and Sunday. 4. The facility permit, operations plan, and training records were available and reviewed with operations staff. 5. Waste screening reports were verified up to 2/6/2024. Waste screenings are conducted on at least 5% of
incoming loads.
6. The following are facility certified personnel: a) Frankie Durham, Certified Transfer Station Operations Specialist, TS-2004023, exp. 8/31/2025 b) Justin Choiniere, Certified Transfer Station Operations Specialist, TS-2022107, exp. 11/4/2025 7. During this inspection, a city-owned fire hydrant located outside the facility gate was actively leaking,
causing excess water to flow onto the transfer station property and into the trailer staging area. Ms.
Durham stated that she had spoken to the City of Sanford multiple times requesting that the leak be fixed. 8. Transfer trailers stored in the staging area appeared to be free of leaks and containment troughs were being utilized behind every trailer.
9. Facility grounds were relatively clean and free of windblown waste. Some windblown waste was
observed outside of the outer perimeter fence southeast of the transfer station building. Continue to ensure all windblown waste, including waste which has migrated outside the perimeter fence, is picked up at the end of each day of operation. 10. As noted in the previous 8/4/2022 inspection report, and in the 6/22/2021 TS Site Assessment Report,
irregularities remain in the concrete apron leading up to the tipping floor, causing leachate and waste to
collect in these damaged areas. A portion of the push wall and the edge of the tipping floor adjacent to the trailer loading bay opening is damaged and rebar is exposed. The concrete bollard and adjacent concrete pad located at the entrance to the transfer trailer loading bay also remains damaged and is retaining leachate. It may be necessary to evaluate the soils beneath the damaged concrete on the tipping
floor apron and at the entrance to the transfer trailer loading bay to ensure that subsurface soils have not been impacted by seepage of leachate to the ground below.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance
with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

11. Ms. Durham stated that repair/replacement of the tipping floor, push wall, trailer loading bay entrance,
and the concrete pad and wall at the rear of the trailer loading bay is scheduled to occur in two phases on 2/9/2024 and in March 2024. Ms. Durham provided Mr. Davis with written estimates for concrete repairs from Maddox Concrete, LLC. 12. Leachate accumulation on the tipping floor and within the transfer trailer loading bay appeared to be
consistent with a typical morning of operation. Grass and sediment observed to be obstructing a leachate
drainage channel during the previous inspection had been removed. 13. The operator may want to investigate additional structural measures which would ensure that leachate does not escape the containment area. 14. Corrective measures are necessary as a result of this inspection.
