On behalf of Clanton Road Holdings, LP (Prospective Developer or PD), Hart & Hickman, PC
(H&H) has prepared this Redevelopment Summary Report for the Clanton Road Brownfields
property (Brownfields Project No. 25098-21-060) located at 505, 515, 521, and 525 Clanton
Road in Charlotte, Mecklenburg County, North Carolina (Site). The Site consists of two (2)
contiguous parcels (Parcel Identification Nos. 14513304 and 14513305) totaling approximately
6.8 acres of land located in a mixed-use area of Lower South End Charlotte. A Site location map
is included as Figure 1, and a Site map is included as Figure 2.
Proposed redevelopment plans include construction of five townhome buildings in the western
portion of the Brownfields property, and construction of a five-story multi-family residential
apartment building with an associated parking deck and paved vehicle access roads in the eastern
portion of the Brownfields property. The eastern portion of the proposed redevelopment is
known as Clanton Road Apartments. The townhomes in the western portion of the Brownfields
property will be constructed during a future development phase. An overlay of the proposed
redevelopment is shown in Figure 3.

Redevelopment activities at the Site are being conducted in accordance with the North Carolina
Department of Environmental Quality (DEQ) Brownfields Redevelopment Section approved
Environmental Management Plan (EMP) dated May 23, 2023. The DEQ-approved EMP
indicates that a report of environmental-related activities will be prepared for submittal to DEQ
Brownfields each year for as long as physical redevelopment of the Brownfields property
continues. This report has been prepared pursuant to the redevelopment reporting requirements
outlined in the DEQ-approved EMP. At the request of Clanton Road Holdings, LP, H&H has
prepared this report pursuant to the DEQ-approved EMP.
Environmental Related Redevelopment Activities
Redevelopment activities at the Site are ongoing and have included razing each of the Site
buildings. Demolition activities were completed in accordance with applicable legal
requirements, including without limitation those related to lead and asbestos abatement. The
former Site buildings included two commercial buildings formerly occupied by the McLeod
Addictive Disease Center which were constructed in the early 1970s and 1980s (western and
central portions of the Site) and a former motel that was constructed in 1983 (eastern portion of
the Site). The Site buildings were demolished in 2022 and 2023 during initial redevelopment
activities. Concrete from the demolished former Site buildings has been crushed and placed in
stockpiles for transport and disposal at an off-Site facility.
In addition, erosion control measures have been installed and initial grading activities have
included grubbing and stripping of surficial soil and pavement. In accordance with the DEQ-
approved EMP, Site contractors were instructed to observe soil for evidence of potential impacts
(i.e., distinct unnatural colors, odors, or filled or previously disposed material). Site contractors
did not report evidence of impacts in soil or the discovery of unknown sub-surface features of
concern during Site work activities. H&H is on call if the contractor uncovers areas of potential
environmental concern during grading activities.
