Fayetteville Street Asheboro, NC 27203 PO Box 1106 Asheboro, NC 27204-1106 PARTICIPANTS: Rusty Turner, Environmental Services Manager – City of Asheboro Chuck Kirchner, Environmental Senior Specialist – Solid Waste Section (SWS) STATUS OF PERMIT: Permit To Operate (PTO) issued November 22, 2022 Permit Approval is for Life-of-Site PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS: None OBSERVED VIOLATIONS: None FACILITY COMPLIANCE INSPECTION REPORT Division of Waste Management Solid Waste Section Page 2 of 3 ADDITIONAL COMMENTS On February 7, 2024, Chuck Kirchner met with Rusty Turner to conduct a comprehensive inspection of the City of Asheboro Recycling and Solid Waste Transfer Station located on Transfer Station Place in Asheboro, Randolph County. 1. The facility is a municipal solid waste (MSW) transfer station owned by the City of Asheboro. 2. The facility is operated by City of Asheboro personnel. 3. City of Asheboro personnel plans to start hauling MSW from the transfer station to the disposal facility immediately. 4. The transfer facility is open Monday through Friday 7:00 am to 5:30 pm. 5. The recycle area at this facility is open Monday, Wednesday and Friday from 9:00 am to 5:00 pm and Saturday 8:00 am to 12:00 pm. The recycle center is at the entrance of the site and is separated from the transfer facility by traffic cones. The recycle center is staffed by city personnel. 6. White goods that contain freon are accepted at this facility and are kept separate. Mr. Turner stated that once five or six pieces are collected, city personnel transfer the white goods over to the county recycling center where the freon is recovered. One refrigerator was observed on site during this inspection. 7. A roll off can is kept for scrap metal and white goods that do not contain freon. 8. Mr. Turner stated they have not received a lot of tires lately. Tires received are taken on a truck about once a week to recycling. Approximately 12 tires were observed on site during this inspection. Mr. Turner stated that they were going to be taken to the convenience center later that day. 9. The new facility permit, site plan, and operations plan were discussed. 10. The facility receives solid waste generated in the City of Asheboro and some from Randolph County according to Mr. Turner. 11. The following are facility Certified Transfer Station Operations Specialist personnel: a. Rusty Turner, certification number TS-2009137, exp. 02/27/2027 b. Holden Caviness, certification number TS-2019054, exp. 04/17/2025 f. Jerry Lee Crabtree, certification number TS-2019055, exp. 4/17/2025 g. Shannon Auman, certification number TS-2021066, exp. 9/22/2024 12. The facility maintains records of the amount of MSW received. From July 1, 2023 through December 31, 2023 the transfer station received 6,603.18 tons of MSW waste and 769.09 tons of recycled waste. During that timeframe 7,343.4 tons of MSW was sent to Great Oak Landfill (76-07) and 263.66 tons of recycling was sent to North Davidson Recycle. 13. Mr. Turner stated that the Transfer Station receives approximately 65-70 tons per day on average. 14. Municipal solid waste will be hauled to the Great Oak Landfill (76-07) in Randleman, Randolph County. Comingled recycling was sent to North Davidson Recycle. 15. The City of Asheboro may also use the Uwharrie MSW Landfill (62-04) if the Great Oak Landfill is not able to accept waste. 16. The facility annual report (FAR) was received by the SWS from Mr. Turner dated July 17, 2023. 12,131 tons of MSW waste was received between July 2022 and June 2023. 496.44 tons of recycling was received at the recycling center and transferred to North Davidson Recycle during this timeframe. 12,442 tons of MSW was transferred to Great Oak Landfill (76-07). 17. During the inspection, there was one transfer trailers in the loading bay. Three other empty trailers were staged outside the transfer station. The trailers appeared to be in good condition. The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules. City of Asheboro owns the transfer trailers and trailers will be transferred to the landfill by city personnel. 19. The facility is required to conduct a waste screening on approximately 1 percent of commercial and industrial loads received. 20. Building wash down done by COA personnel. The transfer station walls were observed in good condition. Mr. Turner stated that the transfer station is planning on power washing again in March-April. 21. Waste screening records were observed from January 30, 2023 through January 30, 2024. 22. The facility tipping floor appeared to be in fair condition. Some cracking of the transfer station floor was observed this inspection. The transfer station floor appears to be kept clean and regularly washed down. 23. The transfer station building appeared to be in good condition. 24. The facility has one load-out bay. Water from recent wash down was flowing into the leachate collection system properly. 25. The transfer station building tipping floor drains toward the load-out bay for leachate collection. The entrance to the tipping floor has a good lift to prevent leachate from going out the front of the transfer station. In addition, there is a storm grate near the trailer storage area that is connected to the leachate collection system. 26. Leachate collection system flows to the City of Asheboro Wastewater Treatment Plant. 27. Mr. Turner stated that the leachate collection system separator tanks are regularly cleaned using a jet-vac and that the leachate lines are jetted by City of Asheboro personnel usually once per month or once every other month. 28. A very small amount of windblown litter from the days operations was observed during this inspection. Windblown litter from site operations discovered during the daily inspections or observed on adjacent properties shall be picked up and containerized for proper disposal by the end of each operating day.The City of Asheboro Fire Department can be contacted to address an emergency at the facility. 29. The facility is secured by a metal gate with lock. 30. Access roads are of all-weather construction. 31. The facility has proper signage.
