PURPOSE OF SITE VISIT: Comprehensive Inspection STATUS OF PAST NOTED VIOLATIONS:
A. Resolved: 15A NCAC 13B .0405(a)(11) Site Cleaning and Maintenance partially states, “The tipping floor, push walls, and truck loading bays shall be cleaned with a pressure washer no less than once per month. The remaining areas of the site building including side walls and any material storage areas outside of the
building shall be cleaned with a pressure washer no less than twice per year.”
During the January 31, 2024 inspection, side walls appeared to be clean. According to facility records, the side
walls were most recently pressure washed on September 9, 2023. Therefore, the violation is resolved.

ADDITIONAL COMMENTS
1. All photographs were taken by Summer Justice during the inspection. 2. The site was secured with a gate to prevent unauthorized access. 3. Durable, weather resistant signs that stated the name of the operator, operating hours, permit number, and that hazardous or liquid waste cannot be accepted were posted at the facility. Ensure that signs stating the emergency contact number and types of waste accepted are posted at the facility. 4. Access roads at the facility were of all-weather construction.

6. Tonnage records from the 2022-2023 Facility Annual Report showed that the facility received 11,322 tons of waste, for an average of 37 tons per operating day. Facility scale records indicated that the facility received
5191.72 tons of waste from July 2023-December 2023. 7. Waste screening reports were available for review for the period of July 3, 2023-January 24, 2024. The required tonnage appeared to be met. Ensure that waste screening reports include the final disposition of any unacceptable waste encountered. 8. The current Permit to Operate and approved operational plan were available for review. 9. Facility staff indicated that annual safety training occurs, but records are not kept. As required by 15A NCAC 13B .0405(a)(7), documentation of 8-hour annual training including review of operations plan and permit shall be placed in the operating record.
Operations Inspection of the Transfer Station 5803T-TRANSFER-2002
10. Waste from the transfer station is hauled by JD Gosnell to Lakeway Sanitation and Recycling in Lowland, Tennessee.
11. Pooled leachate was observed on the tipping floor, though within the leachate collection system. Spalling of the concrete tipping floor was observed. Facility staff stated that the tipping floor would be resurfaced within the 2023-2024 fiscal year.
12. Facility staff stated that the tipping floor, push walls, and trailer loading bay are pressure washed monthly, but records are not kept. As required by 15A NCAC 13B .0405(11). Site Cleaning and Maintenance: The tipping floor, push walls, and truck loading bays shall be cleaned with a pressure washer no less than once per month. The remaining areas of the site building including side walls and any material storage areas outside of the building shall be cleaned with a pressure washer no less than twice per year. Wash water generated from cleaning waste handling areas shall be contained and treated as leachate. Cleaning and maintenance records shall be maintained and made available to the Division upon written request.
The item(s) listed above were observed by Section staff and require action on behalf of the facility in order to come into or maintain compliance with the Statutes, Rules, and/or other regulatory requirements applicable to this facility. Be advised that pursuant to N.C.G.S. 130A-22, an administrative penalty of up to $15,000 per day may be assessed for each violation of the Solid Waste Laws, Regulations, Conditions of a Permit, or Order under Article 9 of Chapter 130A of the N.C. General Statutes. Further, the facility and/or all responsible parties may also be subject to enforcement actions including penalties, injunction from operation of a solid waste management facility or a solid waste collection service and any such further relief as may be necessary to achieve compliance with the North Carolina Solid Waste Management Act and Rules.

13. According to facility records, the side walls were most recently pressure washed on September 9, 2023 by WishnWash Services. 14. The trailer loading bay walls appeared to have built up dust and grime during the inspection. Ensure that the trailer loading bay, tipping floor, and push walls are pressure washed once per month and records maintained. 15. A portion of the tipping floor appeared to be blocked off due to lack of use. Observed waste and dust were
accumulated in this area. During the inspection, facility staff began to remove the waste from this area. As required by 15A NCAC 13B .0405(11), Site Cleaning and Maintenance: Unless otherwise stated in the site permit, all waste shall be removed from the tipping floor, the truck loading bays, and from behind push walls by the end of each day of operation and disposed of in accordance with this Subchapter. 16. The push walls appeared to be maintained. However, some sheet metal above the northern push wall is damaged. In addition, the door on the northern end of the loading bay is damaged. Facility staff stated that they
are unable to find a contractor to repair the loading bay door. Ensure that the sheet metal above the push wall is maintained, and as discussed during the inspection, ensure that any waste that is released from the damaged loading bay door is picked up and disposed of at the end of each day. 17. The trench drains in the trailer loading bay and tipping floor appeared to be functional, though the trailer loading bay drain appeared to be full of debris. 18. Leachate from the transfer station is collected in a 5,000-gallon storage tank. According to facility records, the
leachate storage tank was most recently pumped on September 8, 2023 by Able Septic Tank Service. 19. Water supply is provided to the tipping floor in the form of a water hose. 20. Some windblown waste was observed in the grassed area south of the transfer station, and around the northwestern side of the recycling building located northwest of the transfer station. Ensure that windblown waste is picked up at the end of each day. 21. Full, tarped trailers are staged east of the transfer station. The trailers observed appeared to be leak resistant. It is recommended that the facility continue to use troughs to contain leachate should a leak occur, in addition to immediately servicing the trailer.
22. Dust, vectors, and odors were well managed at the time of inspection. 23. The approved operational plan for the facility states that animal waste is not accepted at the transfer station. However, according to the facility annual report and the reviewed scale records, animal carcasses are accepted.
This item should be corrected in future operational plan revisions.
Operations Inspection of Miscellaneous Collection Areas
24. According to facility staff, the T&P area is not currently operating. 25. White goods and scrap metal are collected on a concrete pad west of the transfer station building. Currently Biltmore Iron is used to haul scrap metal and remove refrigerants at an offsite location. At the time of inspection, ponded water was observed in the scrap metal collection area. The area had recently experienced heavy rain. It was recommended that improvements be made to the area to maintain compliance with the permit, which states that surface water shall be diverted from all operational and storage areas to prevent standing water in operational areas and under or around storage piles. 26. Used oil, filters, and antifreeze are collected in a covered area west of the transfer station. The facility currently contracts with Noble Oil Services, Inc., for removal/processing of these materials from the facility as necessary. 27. Scrap tires are kept under cover in the recycling building northwest of the transfer station prior to being laced in trailers. The facility currently contracts with US Tire Recycling LP for tire removal. 28. Electronics are kept under cover in the recycling building northwest of the transfer station. The facility currently contracts with Electronic Recyclers International, Inc. for electronics removal/processing on an as-needed basis
29. Batteries and household recyclables are accepted at the facility. Glass is currently sent to Strategic Materials, Inc.
