B.2 UST Information The subject USTs were constructed of single walled steel that had been upgraded by lining them internally with epoxy and were registered with the North Carolina Department of Environmental Quality (NC-DEQ) Underground Storage Tank (UST) Section. The NC-DEQ UST database reports that the Site contained (1) 2,000- gallon steel diesel fuel UST, (2) 3,000-gallon gasoline USTs and (1) 4,000-gallon gasoline UST that were installed during 1970. Product piping associated with the USTs was single walled flexible plastic hose, however these were not the lines that were originally installed with the tanks in 1970. See Appendix A, Figure 2 for Site map indicating former UST system locations. General information for the USTs removed from the US #1 Food Mart (hereinafter referred to as the “Site”) is based on historical information obtained from the NC-DEQ Registered UST Database and is displayed in Table 1 in Appendix B. B.3 Non-UST Information There were no petroleum Aboveground Storage Tanks (ASTs) noted near the USTs during the UST removal activities. B.4 Release Description As stated previously the Site contained (1) 2,000-gallon steel diesel fuel, (2) 3,000-gallon gasoline and (1) 4,000- gallon gasoline UST systems. All four tanks were closed during September 18-20, 2023 by NWD, LLC of Zebulon, NC. All four tanks were constructed with single walled steel had been upgraded at some time by lining them internally with epoxy. The product lines for the tanks were constructed of single walled flexible plastic hose. See Figure 2 for tank and line locations. Upon removal and inspection, the USTs were found to be in fair condition with pitting but no obvious holes noted. During removal little petroleum staining or odors were noted in the soils around the tanks. All soils removed for excavation of the tanks were later placed back into the excavation as backfill. See Figure 2 and photographs in Appendix A. Thirteen tank closure soil samples (S-1 through S-13) were collected from the sides of the UST excavation at a depth of approximately 5-feet below land surface because groundwater was observed entering the excavation after the tanks were removed. Therefore, no soil samples were collected for closure from directly under the tanks themselves Four line and two dispenser samples (S-15 through S-20) were also collected as part of the UST system closure activities. All four of these samples were collected from a depth of approximately 3-feet below land surface and directly under this equipment. No petroleum contaminated soil was noted in these areas while collecting the samples. See Figure 2 and photographs in Appendix A for soil sample and excavation locations. The soil closure samples collected for closure of the gasoline UST systems were submitted for analysis by EPA method 8015 for Gasoline Range Organics (GRO) while the soil samples collected for closure of the diesel fuel UST system were also submitted for analysis by EPA method 8015 for Diesel Range Organics (DRO). Closure samples were collected in order to comply with the North Carolina Department of Environment and Natural Resources (NC-DENR) “Guidelines for Site Checks, Tank Closure and Initial Response and Abatement for UST Releases March 1, 2007 Version, “Guidelines for Site Checks, Tank Closure and Initial Response and Abatement for UST Releases May 17, 2021 Version, change 11 effective - 2021” (hereinafter referred to as “The Guidelines”). B.5 Site Characteristics The Site was last occupied by the US #1 Food Mart and is located at 2210 US Highway 1, Marston, Richmond County North Carolina (Figure 1). The immediately surrounding properties are undeveloped or are being used primarily for commercial purposes. The NC-DEQ database has no record of a previous petroleum release associated with the Site. The Site has an approximate elevation of 400-feet above mean sea level (MSL). Locally, surface runoff is expected to exit the Site’s southern border adjacent to NC 177 through overland and man-made drainage features. Locally, groundwater is expected to flow to the south as well. The Geologic Map of North Carolina1 locates the Site as being underlain by the Pinehurst Formation of the Coastal Plain Physiographic Province. Further, the Geologic Map describes the Pinehurst Formation as “Sand, medium to coarse grained cross bedding and rhythmic bands of clayey sand common, unconsolidated”. 1 Reference Geologic Map of North Carolina, Department of Natural Resources and Community Development, Division of Land Resources, 1985 edition. Initial Abatement Action Report US #1 Food Mart, 2210 US Highway 1, Maxton, Richmond County, NC East Coast Environmental, P.A. 3815 Junction Blvd. Raleigh, N.C. 27603 6 Observations made by ECE while removing the tanks reveal that the Site is underlain by dry orange, brown silt sand to 8-feet below land surface. Below 8-feet a gray-white clay was encountered. Groundwater was observed in the bottom of the UST excavation collecting on top of the white-gray clay which is likely acting as a confining layer in the area. No subsurface utilities, basements, or underground structures were observed or identified in the immediate area around the UST system (Figure 2). While a receptor survey was not completed as part of this investigation, ECE observed three residential properties were observed within a 1,000-foot radius of the Site. Two well houses were observed at these locations, however Richmond County water is also available for these homes. ECE attempted to gain information regarding whether these residences were hooked up to the available county water supply, however no one came to their doors to answer this question. One of the wells is approximately 975-feet northwest of the release area while the second well is located approximately 870-feet north of the tanks. It should be noted that these homes are topographically upgradient of the Site. Figure 3 is a receptor map showing well locations. The Site itself is connected to the Richmond County municipal water supply. B.6 Site Characteristics, Summary of Initial Abatement Actions, Assessment Activities and Corrective Actions In summary, the initial abatement actions completed for the UST systems include their closure by removal. The Site contained (1) 2,000-gallon steel diesel fuel, (2) 3,000-gallon gasoline and (1) 4,000-gallon gasoline UST systems. All four tanks were closed during September 18-20, 2023 by NWD, LLC of Zebulon, NC. All four tanks were constructed with single walled steel that had been internally lined with epoxy. The product lines for the tanks were constructed of single walled flexible plastic hose. See Figure 2 for tank and line locations and photographs at the back of Appendix A. The tanks were later transported to K&L Scrap of Clayton, NC for disposal. Thirteen closure soil samples (S-1 through S-13) were collected from the sides of the UST excavation at a depth of approximately 5-feet below land surface because groundwater was observed entering the excavation after the tanks were removed. Therefore, no soil samples were collected for closure from directly under the tanks themselves Four line and two dispenser samples (S-15 through S-20) were also collected as part of the UST system closure activities. No petroleum contaminated soil was noted in these areas while collecting the samples. See Figure 2 and photographs in Appendix A for soil sample and excavation locations. C UST CLOSURE REPORT (UST-12) C.1 Preparations for UST Closure A UST-3 (Notice if Intent) form was submitted to the NC-DEQ Central Office and NC-DEQ Fayetteville Regional Office prior to beginning UST closure activities. A UST-2a (Site Investigation Report) has also been submitted to the NC-DEQ Central Office and NC-DEQ Fayetteville Regional Office and included as part of this Initial Abatement Action Report. Finally, a UST removal permit was obtained by the Richmond County Fire Marshalls office prior to beginning UST Closure activities. See Appendix C for a copy of the UST-3, UST-2a and Fire Marshal permit application form. C.2 UST Residuals After the USTs were uncovered, NWD, LLC of Zebulon removed a combined total of approximately 105-gallons of gasoline, diesel fuel and water from the four USTs. C.3 Closure Procedures The UST closure activities were performed by NWD, LLC during September 18-20, 2023 utilizing an excavator. After they were uncovered it was confirmed that the Site contained 1) 2,000-gallon steel diesel fuel UST, (2) 3,000-gallon gasoline USTs and (1) 4,000-gallon gasoline UST systems. See Figure 2 for tank and line locations. The excavation made to close the four tanks measured up to approximately 35-feet in length by as much as 35- feet in width by as much as 8-feet in depth. See Section A, Figure 2 for approximate final dimensions of the UST excavations in relation to the Site. After removal, no over excavation of the UST pit was completed. Further, all soils removed for excavation of the tanks were later placed back into the excavation as backfill as they showed no visual or olfactory signs or petroleum contamination. This observation was backed up by the result of stockpile sampling which is summarized in Table 2 in Appendix B. See Figure 2 and photographs in Appendix A. The product lines associated with the USTs were constructed of single walled flexible hose and appeared to be in excellent condition. C4 Field Screening Procedures and Observations Field screening of soils consisted of their visual and olfactory profiling after the UST systems were removed from the excavations. C.5 Soil Sampling Thirteen closure soil samples (S-1 through S-13) were collected from the sides of the UST excavation at a depth of approximately 5-feet below land surface because groundwater was observed entering the excavation after the tanks were removed. Therefore, no soil samples were collected for closure from directly under the tanks themselves. Four line and two dispenser samples (S-15 through S-20) were also collected as part of the UST system closure activities. All four of these samples were collected from a depth of approximately 3-feet below land surface and directly under this equipment. No petroleum contaminated soil was noted in these areas while collecting the samples. See Figure 2 and photographs in Appendix A for soil sample and excavation locations. The soil closure samples collected for closure of the gasoline UST systems were submitted for analysis by EPA method 8015 for Gasoline Range Organics (GRO) while the soil samples collected for closure of the diesel fuel UST system were also submitted for analysis by EPA method 8015 for Diesel Range Organics (DRO). Closure samples were collected to comply with The Guidelines. C.6 Groundwater Sampling Because groundwater was observed entering the UST excavation, ECE personnel installed groundwater monitoring well TMW-1 at the location shown in Figure 2. After the boring advanced for the installation of temporary well TMW-1 was terminated it was completed as a temporary well by installing 10-feet of 2-inch diameter well screen which was topped with 5-feet of 2-inch solid riser pipe. Groundwater was found to accumulate in the well at an approximate depth of 8-feet below land surface. Next, TMW-1 was then developed for approximately two hours after which groundwater samples were collected for laboratory analysis by EPA Method 8260D (Volatile Organic Compounds), EPA Method 625 (Base Neutral Extractables), MADEP-VPH/EPH and total lead by EPA Method 6010b Initial Abatement Action Report US #1 Food Mart, 2210 US Highway 1, Maxton, Richmond County, NC East Coast Environmental, P.A. 3815 Junction Blvd. Raleigh, N.C. 27603 9 C.7 Quality Control Measures The soil and groundwater samples collected for laboratory analysis were handled only with clean nitrile gloves and immediately placed, with minimal or no head space, into a pre-cleaned borosilicate bottles supplied by the analytical laboratory. After the samples were secured in the bottles, they were placed in a cooler with ice and transported to ECE’s office location, where they were stored in a refrigerator pending transport via courier to Eurofins Southeast Laboratories, Inc. location in Cary, NC (NC-DEQ laboratory certification # 591). Next, a chain of custody form was completed and transported by the laboratory’s courier service with the samples for chemical analysis to ENCO’s Cary, NC facility. The chain of custody form included the following items: -Sample identification. -Signature of the sample collector, transporter, and laboratory person receiving the sample. -Inclusive dates of sample collection. -Date and time of sample collection. -Number of containers. -Requested parameters. -Laboratory number. Specific information related to the samples collected, including date and time of collection, is found on the Chain of Custody documentation in Appendix D of this report. All nitrile gloves used by ECE personnel during UST closure activities were properly discarded, along with any other potentially contaminated articles, immediately after their use. ECE followed standard EPA and NC-DEQ protocols and guidelines for collecting soil and groundwater samples. It is ECE's belief that the laboratory analytical results provided in this report should not have been adversely affected by our sampling, handling and shipment procedures. Initial Abatement Action Report US #1 Food Mart, 2210 US Highway 1, Maxton, Richmond County, NC East Coast Environmental, P.A. 3815 Junction Blvd. Raleigh, N.C. 27603 10 C.8 Investigative Results Soil Sample Analytical Results The results for the soil closure samples collected from under the USTs and associated product dispensers were all below the action levels of 50-mg/kg for GRO with the exception of sample S-13 which was found to contain GRO at a level of 8,700-mg/kg. Further, the samples submitted for DRO analysis were all below 100-mg/kg of DRO except for soil sample S-2 and S-3 that were found to contain DRO at concentrations of 170 and 140-mg/kg, respectively. Groundwater Analytical Results Groundwater samples obtained from groundwater monitoring well TMW-1 on September 20, 2023 and analyzed by EPA Methods 6200b and 625 revealed numerous targeted contaminants at concentrations more than their maximum allowable levels in groundwater as set forth in 15A NCAC 2L .0202. However, none were detected at concentrations in excess of their Gross Contaminant Levels (GCLs). Groundwater samples obtained from groundwater monitoring well MW-1 and analyzed by EPA Method 6010d for total lead showed no lead at a level in excess of the method detection limits. Data for the MADEP-VPH/EPH analyses showed C5-C8 aliphatics, C9-C18 aliphatics C9-C22 aromatic hydrocarbons in the groundwater sample collected from TMW-1. Further, all of these detections were found at levels in excess of their maximum allowable concentrations in groundwater as set forth in 15A NCAC 2L .0202. Appendix II, Table 3 is a summary of analytical results for groundwater while the laboratory analytical report is included in Appendix D. C.8 UST Closure Conclusions ECE has reviewed the information obtained after the closure of four UST systems at the subject Site. Based on ECE's Site observations and the laboratory results of the soil and groundwater samples submitted for analysis, it can be concluded that one or more petroleum releases has occurred from the UST systems. During removal no obvious signs of soil impacts including stained soils or obvious petroleum odors were noted in the soils removed for closure of the tanks or sidewalls of the excavation. However, the groundwater retrieved from TMW-1 did show olfactory signs of petroleum impact while the well was being developed. Further, based on ECE’s observation made at the time of UST closure and the analytical results for the closure free product would not be expected to be found in the subsurface of the Site. E INITIAL RESPONSE AND ABATEMENT ACTION UST closure activities were conducted during September 18-20, 2023 and included the removal and disposal of approximately 105-gallons of liquids followed by removing the tanks from the ground. No petroleum contaminated soils were noted, staged or hauled offsite as part of the UST closure activities. F CONCLUSIONS As stated previously the Site contained (1) 2,000-gallon steel diesel fuel UST, (2) 3,000-gallon gasoline USTs and (1) 4,000-gallon gasoline UST systems that were closed by removal during September 18-20, 2023. Based on ECE's Site observations and the laboratory results of groundwater samples submitted for analysis, it can be concluded that one or more petroleum releases has occurred from the UST systems at some time since they were installed during 1970. This UST closure report will satisfy the sampling and reporting requirements of the Initial Abatement Action Report. G LIMITATIONS This report has been prepared for the exclusive use of Eddie Falcocchia, his successors, assigns or designees. This study was conducted in accordance with generally accepted environmental practices. No other warranty, expressed or implied, is made. ECE's conclusions and recommendations are based on information supplied by others, together with ECE's own site observations. Although ECE cannot be responsible for the accuracy of data supplied by others, ECE has no reason to suspect that any of the information is inaccurate.
