Site History 1. Provide UST Owner and Operator Information See Table 1. 2. Provide UST Information See Table 2. 3. Provide Non-UST Information No ASTs or surface spills are known to exist at the site. 4. Describe relation of location of current UST system to historical UST releases. According to a 24-Hour Release and UST Leak Reporting Form, there was a line pressure drop on the regular gasoline product line. A leak was found under multi-product dispenser (MPD) ¾. The North Carolina Department of Environmental Quality (NCDEQ) issued a Notice of Violation (NOV) on October 5, 2005, for the line pressure drop. The leak was repaired, and Circle K contracted with Petroleum Service & Calibration (PS&C) to perform tank and line tightness tests on the UST system. The results of the October 17, 2005, line testing indicated that the UST system was tight. To fulfill the NCDEQ requirements, ATC performed a site check. The site check included advancing five soil borings int eh vicinity of MPD ¾. Based on the soil analytical results, the NCDEQ requested a Phase I Limited Site Assessment (LSA). A Phase I LSA was submitted to the NCDEQ on February 23, 2007. This release was issued UST incident number 26955. On May 31, 2018, Circle K contracted with PS&C to hydrostatically test the onsite spill buckets. On this date, PS&C found that the premium gasoline spill bucket failed its hydrostatic test. On June 6, 2018, Circle K personnel submitted a UST-17A (UST Suspected Release 24 Hour Notice) for the premium spill bucket failure. On July 17, 2018, ATC personnel performed site check activities. Laboratory analytical results of a soil sample collected in proximity to the premium spill bucket detected target compound concentrations above Soil-to-Groundwater (STGW) Maximum Soil Contaminant Concentrations (MSCCs). On July 25, 2018, a 24-Hour Release and UST Leak Reporting Form was submitted to the NCDEQ. This release was issued UST incident number 42137. After the recordation of a Notice of Residual Petroleum (NORP), restricting the use of soil and groundwater at the site, a Notice of No Further Action (NFA) was issued for this release on August 5, 2019. 5. Provide a Brief Description of Site Characteristics The subject property consists of one convenience store building and petroleum fueling equipment. The subject property and surrounding area are fairly level. The site and adjacent areas are mainly commercial (shopping centers, restaurants, and a bank). Properties beyond the site are commercial areas. Water supply wells were not identified at the site or adjacent properties. The nearest surface water feature is an intermittent stream approximately 100 feet southwest of the site. A retention pond associated with the adjacent shopping center is located approximately 265 feet southwest of the site and Buffalo Creek is approximately 860 feet west of the site. A topographic map and site map are attached as Figures 1 and 2, respectively. C. Site Check Procedures 1. UST System Testing On June 29, 2023, while Guardian was onsite installing under dispenser containment (UDC) sumps and shear valve replacements, petroleum-related impacts were noted to soil under the four dispensers. This soil was stockpiled, on plastic, for off-site disposal. On this date, ATC submitted a UST-17A: UST Suspected Release 24 Hour Notice. A copy of the referenced notification is provided in Attachment I. Upon receipt of the soil laboratory analytical data, on July 19, 2023, ATC submitted a UST-61: 24-Hour Release and UST Leak Reporting Form to the NCDEQ. 2. Site Check Procedure On June 30, 2023, ATC personnel collected a soil sample, by hand, from directly under each dispenser. The soil samples were labelled D-1 through D-4. A representative soil sample was also collected from the stockpiled soil for disposal purposes (sample ID Stock-1). The approximate locations of the soil samples collected from under the dispensers are provided on Figure 2. 3. Soil Excavation Activities Approximately 31.62 tons of petroleum-impacted soil was removed from under the four dispensers during the construction work. A copy of the disposal manifests is provided in Attachment II. D. Site Investigation 1. Field Screening Field screening was not performed on the soil samples. 2. Soil Sampling Information On June 30, 2023, ATC personnel collected a soil sample, by hand, from directly under each dispenser. The soil sample was labelled D-1 through D-4 and were collected at an approximate depth of four feet below ground surface (bgs). The soil encountered at the sampling depth consisted mainly of dark reddish-brown gravel and clay. The soil samples were shipped to a N.C. certified laboratory in a chilled cooler following proper chain-of-custody procedures. The soil sample was requested to be analyzed by TPH-Gasoline Range Organics (GRO), TPH-Diesel Range Organics (DRO), and Environmental Protection Agency (EPA) Method 8260. Groundwater and Surface Sampling Information Groundwater and surface water samples were not collected during site check activities. 4. Quality Control Measures The soil samples were placed in laboratory provided jars and vials. The samples were immediately placed on ice and contained in a cooler during transportation. The samples were transported by courier under a chain-of-custody to the laboratory for analyses. 5. Investigation Results Laboratory analytical results of the soil samples collected from directly under dispensers 3/4, 5/6, and 7/8 detected target compound concentrations above established State Action Levels and/or above Soil-to-Groundwater (STGW) Maximum Soil Contaminant Concentrations (MSCCs). Laboratory analytical results are provided on Table 3. Petroleum-related impacts to soil are depicted on Figure 3. A copy of the laboratory report and chain-of-custody documents are provided in Attachment III. E. Conclusion and Recommendations Laboratory analytical results of the soil samples collected from directly under dispensers 3/4, 5/6, and 7/8 detected target compound concentrations above established State Action Levels and/or above STGW-MSCCs. Based on available information, it appears a release has occurred at the site under dispensers 3/4, 5/6, and 7/8. F. COMMENTS Petroleum-related impacts to soil were noticed when soil was removed from under the four site dispensers for shear valve replacement and also UDC sump installations. ATC will be collecting a soil sample from directly under each dispenser on 6.30.23. Petroleum-impacted soil is currently being staged onsite for off-site disposal.
