(AECOM), on behalf of Speedway, LLC (Speedway), has prepared this Groundwater Monitoring Report for Speedway Store No. 6993 (Site), located at 670 North Reilly Road, Fayetteville, Cumberland County, North Carolina (NC). The Site is a closed petroleum retail facility and convenience store. During underground storage tank (UST) closure activities performed in February 2019, petroleum impact was identified in the overburden of three 10,000-gallon USTs, and diesel fuel contamination was encountered near a diesel dispenser. The impacted material was segregated and properly disposed of offsite. Initial soil sampling confirmed that a release had occurred. Initial abatement activities included excavating and removing approximately one ton of impacted soil. A 24-Hour Release and UST Leak Reporting Form was submitted to the NCDEQ by Mid- Atlantic Associates, Inc. (MAA) on March 1, 2019, and a UST Closure and Initial Abatement Action Report was submitted to the NCDEQ on June 3, 2019. The NCDEQ issued a Notice of Regulatory Requirements on June 24, 2019, requiring the completion of a Limited Site Assessment (LSA). The Phase II LSA Report was submitted to the NCDEQ on April 17, 2020. Based on the report results and conclusions, the NCDEQ classified the Site as intermediate risk with a Risk, Ranking, and Abatement (RRA) score of I-115-D, and additional groundwater monitoring was requested. A comprehensive groundwater monitoring sampling event was performed in August 2020, and the subsequent report was submitted to the NCDEQ by MAA on September 25, 2020. The NCDEQ requested additional groundwater sampling and the submittal of a Groundwater Monitoring Report to the Fayetteville Division of Waste Management – UST Section. The additional sampling was conducted on November 18, 2020, and MAA submitted the Groundwater Monitoring Report on January 14, 2021 (MAA, 20210). Based on the report findings, the NCDEQ requested the installation of two groundwater monitoring wells to define the contaminant plume further and determine the groundwater flow direction for the Site. On August 9, 2021, MAA received an acknowledgment of report receipt, which recommended semi-annual groundwater monitoring and reporting. According to MAA’s February 15, 2022 Groundwater Monitoring Report, groundwater samples collected from several wells exhibited contaminant concentrations above the North Carolina Groundwater Quality Standards (NCGQS). As a result, the NCDEQ requested the water supply well located at 648 North Reilly Road be sampled. The water supply well (WSW-1) exhibited detections of naphthalene below the NCGQS. The March 3, 2022 acknowledgment of report receipt requested continued semi-annual groundwater monitoring of all six on-site monitoring wells and the offsite water supply well. On April 7, 2023, AECOM personnel conducted a groundwater monitoring event. Six monitoring wells were gauged, and three monitoring wells and the offsite water supply well were sampled. Three of six of the onsite monitoring wells were deemed dry and could not be sampled. Based on the groundwater sampling of the other three monitoring wells MW-1, MW-2, and MW-5, MW-1 exhibited constituents of concern (CoC) concentrations above the Title 15A NCAC 2L.0202 Groundwater Quality Standard (2L Standard) and MW-5 exhibited a benzene concentration above the 2L Standard. However, none of the sampled monitoring wells exhibited concentrations of petroleum-related constituents exceeding the Gross Contaminant Levels (GCLs). Additionally, water supply well WSW-1 did not exhibit any CoC detections. AECOM, on behalf of Speedway, recommends installation of an oxygen-releasing sock in monitoring well MW-1 three months following the last groundwater monitoring event and semi-annual groundwater sampling of the site monitoring wells and water supply well located at 648 North Reilly Road six months following the last groundwater monitoring event to evaluate the contaminant plume and to determine if the incident can be re-classified to “low risk.” 1-1 Speedway Store No. 6993 Fayetteville, NC Groundwater Monitoring Report June 2023 1 Introduction As required by the North Carolina Department of Environmental Quality, AECOM, on behalf of Speedway, has prepared this Groundwater Monitoring Report for Speedway Store No. 6993, located at 670 North Reilly Road, Fayetteville, Cumberland County, NC. The Site is a closed petroleum retail facility and convenience store. This report documents the April 7, 2023 groundwater monitoring activities and analytical results for the Site. A 24-Hour Release and UST Leak Reporting Form was submitted to the NCDEQ by MAA on March 1, 2019, and a UST Closure and Initial Abatement Action Report was submitted to the NCDEQ on June 3, 2019. 3-1 Speedway Store No. 6993 Fayetteville, NC Groundwater Monitoring Report June 2023 3 Site History and Characterization The following sections provide information on the USTs operated at the Site and follows the general outline established in Guidelines for Assessment and Corrective Action for UST Releases (NCDEQ, 2021a) and Guidelines for Site Checks, Tank Closure, and Initial Response and Abatement for UST Releases (NCDEQ, 2021b) using the Comprehensive Tables for Corrective Action Guidelines Tables (NCDEQ, 2022a). 3.1 Underground Storage Tank Systems The Site is a closed petroleum retail facility and convenience store. The store held four USTs: two 10,000-gallon regular unleaded gasoline UST, one 10,000-gallon diesel UST, and one 6,000-gallon kerosene UST. UST Owner/Operator and Other Responsible Party Information are provided in Table 1. A summary of the UST System and Other Release Information is provided in Table 2. 3.2 Aboveground Storage Tank Systems No aboveground storage tank systems (ASTs) are currently present on site. Based on available information, no ASTs have historically been present at the Site. 3.3 Historical Releases Based on the NCDEQ Incident Management Database, the Site has no historical releases. 3.4 Site Characteristics The location of the Site is shown on a portion of the United States Geological Survey 7.5-minute topographic quadrangle (Figure 1). The Site layout with approximate locations of the former USTs is found in Figure 2. The Site is a closed petroleum retail facility and convenience store located at 670 North Reilly Road, Fayetteville, Cumberland County, NC. The Site is accessed from North Reilly Road, west of the Site, and Fillyaw Road, south of the Site. Various commercial and residential properties surround the Site. 3.4.1 Zoning According to Cumberland County geographic information system (GIS) Data Viewer, the properties surrounding the Site are zoned Limited Commercial and Single-Family Residential 10 (SF-10). The Site and adjoining properties are zoned as Limited Commercial. 3.4.2 Site Geology and Hydrogeology According to the Geologic Map of North Carolina (NCGS, 1985), the Site is in the Middendorf Formation. The formation is described as “sand, sandstone, and mudstone, gray to pale gray with an orange cast, mottled; clay balls and iron-cemented concentrations common, beds laterally discontinuous, cross bedding common” (North Carolina Geological Survey, 1985). According to June 21, 2022 Groundwater Monitoring Report (MAA, 2022) the geology at the Site can be described as sands and sandy clayey silts with varying thickness in the first 30 feet below ground surface (bgs) and clays and clayey silty sand to 40 feet bgs. Bedrock was not encountered to a depth of 40 feet bgs. The June 21, 2022 Groundwater Monitoring Report submitted by MAA also reported that monitoring wells MW-1 and MW-2 appear to be set in a perched aquifer and/or are hydraulically separated from a deeper surficial aquifer in which other wells were constructed. During the April 2023 groundwater monitoring event, three monitoring wells (MW-3R, MW-4R, and MW-6) contained no significant amount of water and were deemed dry. Monitoring wells MW-1, MW-2, and MW-5 were gauged. The average depth to shallow groundwater was approximately 20 feet and ranged from 18.64 feet (monitoring well MW-1) 3-2 Speedway Store No. 6993 Fayetteville, NC Groundwater Monitoring Report June 2023 to 21.30 feet (monitoring well MW-2). Groundwater flow and a hydraulic gradient were not determined due to insufficient information. Likewise, a groundwater elevation map was not generated. According to the June 21, 2022 Groundwater Monitoring Report submitted by MAA, historically groundwater flow direction at the Site is predominantly in an easterly direction, and the January 2022 hydraulic gradient (MW-5 towards MW-6) was approximately 0.0405 feet-per-foot (ft/ft). Recent and historical groundwater elevations are summarized in Table 3. 4-1 Speedway Store No. 6993 Fayetteville, NC Groundwater Monitoring Report June 2023 4 Receptor Information 4.1 Water Supply Wells Former environmental consultant, MAA, conducted a receptor survey during LSA activities to identify the presence of water supply wells within a 1,500-foot radius. The receptor survey consisted of mailing water supply well survey letters to all property owners within a 1,000-foot radius of the Site, a drive-by reconnaissance of the area within 1,500 feet of the Site, and interviews with area property owners and Fayetteville Public Works Commission ([PWC] MAA, 2020). A receptor survey update was not conducted during this groundwater monitoring event. 4.1.1 Private Water Supply Wells MAA’s receptor survey identified three water supply wells within 1,500 feet of the Site (MAA, 2020b). Two water supply wells were located at 735 North Reilly Road; the property owner indicated that the wells were not in use and the property was connected to city water. One water supply well was located at 648 North Reilly Road; the property owner stated that the well is used for irrigation only and not used for drinking water, and the property is connected to city water (MAA, 2020b). The receptor survey is documented in the Phase II LSA Report dated April 17, 2020 submitted by MAA. According to the NC Source Water Assessment Program ([SWAP] NCDEQ, 2021c) 2.0 GIS online mapping application, there are no groundwater community wells or surface water community wells within 1,500 feet of the Site. 4.1.2 Public Water Systems The Site and surrounding areas are serviced by the municipal water supply system (MAA, 2020b). According to the PWC Fayetteville’s Home Town Utility website (PWC, 2023), the PWC draws water from two independent water sources, the Cape Fear River and Glenville Lake. 4.2 Surface Water The nearest surface body is Persimmon Creek, approximately 3,000 feet east of the Site (MAA, 2020b). 4.3 Wellhead Protection Areas According to the NCDEQ Well Head Protection website (NCDEQ, 2022b), last updated on May 10, 2023, the Site is not located within an approved wellhead protection area. 5-1 Speedway Store No. 6993 Fayetteville, NC Groundwater Monitoring Report June 2023 5 Groundwater Investigation This section discusses the activities and results from the most recent groundwater monitoring event, performed on April 7, 2023. 5.1 Groundwater Gauging AECOM personnel performed a groundwater monitoring event on April 7, 2023. Six monitoring wells (MW-1, MW-2, MW-3R, MW-4R, MW-5, and MW-6) were located and gauged. However, monitoring wells MW-3R, MW-4R, and MW- 6 contained no significant of water and were deemed dry. The monitoring wells were opened and allowed to stabilize under atmospheric pressure prior to being gauged with an electronic oil/water interface probe. The average depth to shallow groundwater was approximately 20 feet and ranged from 18.64 feet (monitoring well MW-1) to 21.30 feet (monitoring well MW-2). Groundwater flow and a hydraulic gradient were not determined due to insufficient information. Monitoring wells MW-1 and MW-2 have a total depth of 21.5 and 22 feet bgs and are screened in a perched water table. Monitoring well MW-5 has a total depth of 40 feet bgs and is screened in a deeper water bearing zone. A groundwater elevation map was not generated due to insufficient information in either water bearing zone. Recent and historical groundwater elevations are summarized in Table 3. 5.2 Groundwater Sampling During the April 2023 groundwater monitoring event, three monitoring wells (MW-1, MW-2, and MW-5) and the water supply well located at 648 North Reilly Road (WSW-1) were sampled. Monitoring wells MW-3R, MW-4R, and MW-6 were deemed dry and unable to be sampled. Before collecting a groundwater sample for laboratory analysis, the depth to liquid was measured using an electronic oil-water interface probe. The well was then purged of at least three well volumes using a dedicated disposable polyethylene bailer attached to a nylon rope. Once the wells had been properly purged, groundwater samples were collected from each location using dedicated disposable polyethylene bailers attached to a nylon rope. To collect a sample, the bailer was slowly lowered to a depth just beneath the water surface in the well. The bailer was then recovered, and the contents were carefully decanted into laboratory-supplied sample containers, properly preserved, and delivered to Pace Analytical Services, LLC (Pace), a North Carolina-certified laboratory. 5.3 Groundwater Analytical Results Based on the groundwater sampling of monitoring wells MW-1, MW-2, and MW-5, MW-1 exhibited CoC concentrations above the 2L Standard, and MW-5 exhibited a benzene concentration above the 2L Standard. However, none of the sampled monitoring wells exhibited concentrations of petroleum-related constituents exceeding the GCLs. Additionally, water supply well WSW-1 exhibited zero CoC detections. Details of the analytical results are summarized below:  The CoCs exceeding the 2L Standard at monitoring well MW-1 were 1,2,4-trimethylbenzene, 1,3,5- trimethylbenzene, benzene, ethylbenzene, isopropylbenzene, methylene chloride, naphthalene, n- propylbenzene, toluene, and total xylenes. Methylene chloride, 1,2,4-trimethylbenzene, and 1,3,5- trimethylbenzene were not detected in the previous event and have been flagged by the laboratory as being a common laboratory contaminant that was detected in the associated method blank that did not meet QC limits.  Monitoring well MW-5 exhibited a benzene concentration of 101 micrograms-per-liter (μg/L), exceeding the benzene 2L Standard of 5 µg/L. Historical analytical results are summarized in Table 4. An estimated benzene isoconcentration map is shown in Figure 3. The laboratory analytical report is included as Appendix A. 6-1 Speedway Store No. 6993 Fayetteville, NC Groundwater Monitoring Report June 2023 6 Conclusions and Recommendations Based on the observations and results from the April 7, 2023 groundwater monitoring event that are detailed in this report, AECOM concludes the following:  Three of the six monitoring wells were dry and unable to be sampled.  Water supply well WSW-1 was sampled and did not exhibit any CoC detections.  LNAPL was not detected in site monitoring wells.  Several CoCs were detected in groundwater at concentrations exceeding the 2L Standards and some were attributed to laboratory contamination.  No CoCs were detected in groundwater at concentrations exceeding the GCLs.  Due to the lack of data, a groundwater contour map was not generated. Additionally, the April 2023 groundwater flow direction and a hydraulic gradient were not determined. Based on these conclusions, AECOM, on behalf of Speedway, recommends the following:  Install an oxygen-releasing sock in monitoring well MW-1 in July 2023 (three months after last sampling event); and,  Conduct semi-annual sampling in October 2023 (six months after last sampling event) of the Site monitoring wells and water supply well located at 648 North Reilly Road to evaluate contaminant plume and to determine if the incident can be re-classified to “low risk.” 7-1 Speedway Store No. 6993 Fayetteville, NC Groundwater Monitoring Report June 2023 7 References Cumberland County.
