EXECUTIVE SUMMARY
401 Express Stop is located at 4302 Fayetteville Road in Raeford, Hoke County, North Carolina. The
property operates as a petroleum retail facility. The site is covered by concrete and asphalt. There are
three 4,000-gallon gasoline USTs and associated dispensers and product piping are currently in use at the
site. Two 3,000-gallon gasoline USTs, one 2,000-gallon kerosene UST, one 550-gallon kerosene UST and
one 550-gallon oil (new/used) UST were removed on November 8, 1988. One 4,000-gallon diesel and one
2,000-gallon kerosene USTs were removed on April 17, 2018. The adjoining properties are a mixture
commercial, agricultural and residential. According to the information determined during receptor survey
activities, one potable water supply well (WSW-1) was identified within 1,000 feet of the site. Public water
is available to the site and surrounding properties within a 1,500-foot radius of the site. A creek and two
ponds are located within a 500-foot radius of the source area. The unnamed creek is located
approximately 350 feet northeast of the source area. The closest ponds are located approximately 300
feet east and approximately 370 feet north.
On September 6, 2023, three Type II monitoring wells were gauged, purged and sampled. No free product
was observed during the September 2023 sampling event. Concentrations of benzene and naphthalene
that exceeded the MACs were reported in the ground water sample collected from MW-1. All of the
reported contaminant concentrations were less than the GCLs.
A Mann-Kendall plume stability analysis was completed for the site in in September 2023. Overall, the
contaminant plume is generally stable or probably decreasing at the site. The estimated total
contaminant mass at the site has decreased by 40% since the August 2018 sampling event.
Based on this information, the risk classification for the site should be re-evaluated. The contaminant
plume appears to be adequately defined for the incident. Based on the results of the Mann-Kendall plume
stability analysis, the plume is stable and/or decreasing, the incident should be closed upon the filing of a
soil and ground water NRP.

The baseline contaminant mass at the site was determined based on the total BTEX, MTBE and
naphthalene concentrations from the August 2018 ground water sampling event, as well as the maximum
historical water column height observed in MW-1. The contaminant plume was calculated around MW-
1, based on the benzene concentrations during the August 2018 ground water sampling event. The
contaminant mass has decreased by 40.2% in MW-1 since August 2018. Contaminant mass calculations
have been included as Appendix C. A map of the contaminant mass area has been included as Figure 6.
A chart depicting the overall trend in contaminant mass is shown below:
A GSI Mann-Kendall Toolkit for Constituent Trend Analysis was prepared in September 2023 using
historical concentrations of benzene and naphthalene in MW-1. The Mann-Kendall Toolkit was updated
to include the July 2021 sampling data. No trend could be established for Benzene and naphthalene

concentrations in MW-1 and MW-3. The concentrations of benzene and xylenes are stable and/or
decreasing in MW-1. A copy of the GSI Mann-Kendall Toolkit for Constituent Trend Analysis used for
benzene and naphthalene are included as Appendix D.
The site is located in the Coastal Plain Physiographic Province of North Carolina. The water table has a
seasonal high depth-to-water of approximately six to thirteen feet BGS.
A CSA has not been completed for this incident. A CAP has not been completed for the incident and
contaminant reduction milestones have not been established.
3.0 FREE PRODUCT REMOVAL
Free product has not been observed at the site.
4.0 CONCLUSIONS
On September 6, 2023, three Type II monitoring wells were gauged, purged and sampled. Ground
water flow was generally to the southeast with a horizontal gradient of less than 0.01 feet per
foot.
Concentrations of benzene and naphthalene that exceeded the MACs were reported in the
ground water sample collected from MW-1. All of the reported contaminant concentrations were
less than the GCLs.
The estimated total contaminant mass at the site has decreased by 40.2% since the August 2018
sampling event.
Based on this information, the risk classification for the site should be re-evaluated. The
contaminant plume appears to be adequately defined for the incident. Based on the results of
the Mann-Kendall plume stability analysis, the plume is stable and/or decreasing, the incident
should be closed upon the filing of a soil and ground water NRP.

Notes:
• FP: Free Product
• Area of the contaminant plume is calculated from Figure 6.
• Height of the water column is calculated by subtracting the average depth to water from the average well depth of the referenced monitoring wells
• Volume of the contaminant plume is calculated by multiplying the area of the plume by the average height of the water column during each sampling event
• Effective porosity is assumed based on the sub-surface soil profile obtained from well construction records and soil boring logs
• Total mass was calculated by multiplying the total contaminant concentrations for the sampling event with effective volume
• Contaminant mass cannot be calculated in wells containing FP; therefore, the total contaminant mass is based on the known concentrations in the area for each sampling event.
• When areas couldn’t be sampled, the last known concentrations were used in the calculations.

Notes:
1.At least four independent sampling events per well are required for calculating the trend. Methodology is valid for 4 to 40 samples.
2.Confidence in Trend = Confidence (in percent) that constituent concentration is increasing (S>0) or decreasing (S<0): >95% = Increasing or Decreasing;
≥ 90% = Probably Increasing or Probably Decreasing; < 90% and S>0 = No Trend; < 90%, S≤0, and COV ≥ 1 = No Trend; < 90% and COV < 1 = Stable.
3.Methodology based on "MAROS: A Decision Support System for Optimizing Monitoring Plans", J.J. Aziz, M. Ling, H.S. Rifai, C.J. Newell, and J.R. Gonzales,
Ground Water, 41(3):355-367, 2003.
