If you have any questions or require additional information, please contact our office at (919) 871-0999. Sincerely, ATC Associates of North Carolina, LLC Maureen Jackson, P.G. Senior Project Manager cc: Mr. Brent Puzak, Circle K Stores, Inc. SITE CHECK REPORT Circle K Store #2720406 1404 S. Main Street Lillington, Harnett County, North Carolina NCDEQ Facility ID #00-0-0000017534 Circle K Store #2720406 November 12, 2020 NCDEQ Facility ID #00-0-0000017534 Site Check Report B. Site History 1. Provide UST Owner and Operator Information See Table 1. 2. Provide UST Information See Table 2. 3. Provide Non-UST Information No ASTs or surface spills are known to exist at the site. 4. Describe relation of location of current UST system to historical UST releases. A previous release was discovered on the property on August 17, 2007 when product was observed in the piping sump for the mid-grade gasoline UST. The incident was issued UST incident #29498. The site was ranked Low-risk and the incident was closed with a Notice of No Further Action (NFA) on March 3, 2008. 5. Provide a Brief Description of Site Characteristics The subject property consists of one convenience store building and petroleum fueling equipment. The subject property and surrounding area is fairly level. The subject property is located in an area mixed with commercial and residential areas in the Town of Lillington. Public water is supplied to the area as water meters were noted on the subject property and adjacent developed properties. The nearest surface water feature is Poorhouse Creek, which is located approximately 1,200 feet south of the source area. A topographic map and site map are attached as Figures 1 and 2, respectively. C. Site Check Procedures 1. UST System Testing On September 28, 2020, during annual testing, the gasoline spill bucket on tank #3 was found to not pass its respective vacuum test. Circle K is in the process of having the spill bucket repaired/replaced. Copies of the testing results are provided in Attachment I. 2. Site Check Procedure On October 16, 2020, ATC personnel contracted with Regional Probing to install one monitoring well as close as possible to the tank #3 gasoline spill bucket. NCDEQ requested the installation of the monitoring well in lieu of a soil sample due to the shallow depth to groundwater. The approximate location of the monitoring well is provided on Figure 2. Circle K Store #2720406 November 12, 2020 NCDEQ Facility ID #00-0-0000017534 Site Check Report Monitoring well MW-1 was installed to a depth of approximately 20 feet below ground surface (bgs). The well was installed using hollow stem augers and direct push technology. The well was constructed of two-inch diameter well casing made of flush-joint, threaded schedule-40 poly vinyl chloride (PVC) pipe. The PVC well screen is 0.010-inch slot with a screened interval of 15 feet. A coarse sand pack (filter pack) was used to backfill the well annulus to a depth of approximately one foot above the well screen. A one foot thick bentonite seal was placed above the filter pack, and neat cement was used to fill the remainder of the well annulus to ground surface. The well was installed as flush-mounted and was provided with a sealing and locking cap. A protective, steel, traffic-bearing cover was placed over the well upon completion. The boring log and well construction record are provided in Attachment II. It should be noted the monitoring well was installed as close as possible to the tank #3 gasoline spill bucket. 3. Soil Excavation Activities Soil excavation was not performed as part of this site check. D. Site Investigation 1. Field Screening Field screening was not performed as part of this site check. 2. Soil Sampling Information Soil sampling was not performed as part of this site check. 3. Groundwater and Surface Sampling Information On October 26, 2020, a groundwater sample was collected from monitoring well MW-1. The water level (9.48 feet) was recorded from MW-1 utilizing an oil/water interface probe. Prior to sample collection, the well volume was calculated, and a minimum of three well volumes were purged from the well column to ensure replacement of stagnant water with representative formation water. The sample was collected into laboratory-approved containers, packed in ice, and delivered under chain-of-custody to SGS in Scott, Louisiana for analyses. The groundwater sample from monitoring well MW-1 was analyzed by Environmental Protection Agency (EPA) Method 6200B to include ethanol and oxygenates, EPA Method 504.1 for ethylene dibromide (EDB), EPA Method 6020 for lead, and Massachusetts Department of Environmental Protection (MADEP) Method for volatile petroleum hydrocarbons (VPH). It should be noted the groundwater sample was not collected using low-flow sampling techniques. 4. Quality Control Measures The groundwater sample was placed in laboratory provided jars and vials. The sample was immediately placed on ice and contained in a cooler during transportation. The sample was transported by courier under a chain-of-custody to the laboratory for analyses. Circle K Store #2720406 November 12, 2020 NCDEQ Facility ID #00-0-0000017534 Site Check Report 5. Investigation Results Laboratory analytical results of the groundwater samples collected from monitoring well MW-1 did not detect dissolved target compound concentrations above laboratory method detection limits (MDLs). It should be noted a dissolved lead concentration was detected in the groundwater samples collected. It is assumed the dissolved lead concentration is due to a turbid sample as the sample was not collected using low-flow sampling techniques. The results are provided in Table 3. A copy of the laboratory report and chain-of-custody documents are provided in Attachment III. E. Conclusion and Recommendations Laboratory analytical results of the groundwater sample collected near the tank #3 gasoline spill bucket did not detect dissolved target compound concentrations above applicable standards. Based on the groundwater analytical data, it appears a release of petroleum did not occur from the tank #3 gasoline spill bucket. F. Figures Figure 1 – Topographic Map Figure 2 – Site Map G.
