Thereport provides the results of four quarters of free product recovery performed in 2019 using oil-absorbent socks. Based on the decreasing volumes of recovered free product, quarterly recovery using oil-absorbent socks continues to be an effective and appropriately scaledtechnology to address the remaining free product at the Site. We recommend that recovery using oil-absorbent socks continue for four additional quarters.Additionally, given the observed lack of product in many of the recovery wells, Wood recommends collecting groundwatersamples from select wells to evaluate existing dissolved phase contaminant concentrations within and surrounding the groundwater plume. [Amec] and Amec Foster Wheeler Environment & Infrastructure, Inc. [Amec Foster Wheeler])has prepared this Free Product Recovery Report for the Food Lion Distribution Center #4 facility located at 2940 Arrowhead Road,near Highway 301 in Dunn, Harnett County, North Carolina (Site;Figure 1). The Site is owned by Delhaize America, the parent company of Food Lion, Inc. (Food Lion), and is currently utilized as a product distribution center for Food Lion.The Site currently consists of a distribution center/warehouse, truck maintenance facility, refueling station for trucks supplied by above ground storage tanks (ASTs),and parking lots.Historically, diesel fuel was stored in two former 25,000-gallon underground storage tanks (USTs).The Site is located in a rural area consisting of properties used for both residential and commercial purposes.Site features are illustrated in Figure 2. 2.0 SITE BACKGROUND Several assessments have been performed at the Site to identify the extent of soil and groundwater impacts resulting from releases associated with two former 25,000-gal diesel USTs and associated product piping.During initial assessment and abatement activities,free product was observed and four recovery wells were installed in May 1998 to facilitate free product recovery.Recovery well construction details are summarized in Table 1 and well locations are shown in Figure 2. The Site is classified as intermediate risk based on the presence of free product.In September 1998, the two 25,000-gal USTs were removed and replaced with ASTs. Following the removal of the USTs, a Limited Site Assessment (LSA) Report was prepared in February 1999 and a Corrective Action Plan (CAP) was prepared in June 2000. The proposed corrective action included free product removal followed by monitored natural attenuation (MNA) for the impacted groundwater beneath the Site.More details regarding assessment and remedial action are provided in Section 4. 3.0 RECEPTOR SURVEYS A receptor survey conducted in 1998 identified five water-supply wells within 1,500 feet of the Site, located hydraulically upgradient and or cross-gradient of the source area,and indicated municipal water was available to those properties.The receptor survey was updated in 2019 to reassess off-Site receptor risks considering the potential for Incident closure following the completion of free product removal/recovery at the Site. During the update,three potential water supply wells were identified within 1,500 feet upgradient of the Site. The potential wells are illustrated on Figure 3 and owner information is summarized in Table 2.Municipal water was confirmed to be provided to the area. Free Product Recovery Report Food Lion Distribution Center #4Dunn, North Carolina July 30, 2020 Wood Environment & Infrastructure Solutions, Inc. 4021 Stirrup Creek Drive, Suite 100 Durham, North Carolina 27703 Tel: (919) 381-9900 / Fax: (919)381-9901 www.woodplc.com Licensure: NC Engineering F-1253 /NC Geology C-247 4.0 FREE PRODUCT RECOVERY 4.1 Free Product Recovery System and Initial AFVR Following submittal of the CAP, a free product recovery system using pneumatic pumps was installed. Records regarding the length of time the system operated or how much product was removed are not available.The location of the former system is illustrated on Figure 2.Four aggressive fluid vapor recovery (AFVR) events were performed in the summer of 1998 which removed 1,699 gallons of free product from the recovery wells.The cumulative volume of free product recovered from the Site is summarized in Table 3. 4.2 Free Product Assessment and Recovery 2010-2016 On July 8, 2010, the North Carolina Department of Environmental Quality (NCDEQ; formerly the Department of Environment and Natural Resources [NCDENR]), Division of Waste Management (DWM), UST Section issued a Notice of Regulatory Requirement (NORR) requiring a Free Product Evaluation. In August 2010, the free product recovery system was restarted, but was later deactivated because operation became impractical. Amec Foster Wheeler was retained by Delhaize America in August 2012 to prepare a free product recovery plan and conduct free product recovery in accordance with a May 31, 2011 NORR issued by NCDENR.Amec Foster Wheeler used Laser Induced Fluorescence/Ultraviolet Optical Screening Tool (LIF/UVOST) technology to assess the free product at the Site. The LIF/UVOST assessment was performed in December 2012, and a Free Product Recovery System Specification Report (System Specification Report) was submitted to the UST Section on April 5, 2013. The System Specification Report recommended the installation of five supplementary recovery wells and product recovery using AFVR.The additional recovery wells were installed in July 2013, and the first two AFVR events were conducted in September 2013 and January 2014.The third event was conducted in April 2014 and the fourth event was conducted in July 2014.Approximately 692 gallons of free product were recovered during these four AFVR events. Four additional AFVR events (events five through eight),performed at six recovery wells (RW-2, RW-3, RW-4, RW-6, RW-8, and RW-9),were conducted in November 2014,February 2015, July 2015, and February 2016.Approximately 100 gallons of free product were recovered during the fifth through eighth AFVR events; however,only 9-gallons of free product were recovered during the July 2015 and February 2016 AFVR events,combined.Recovery well construction details are provided on Table 1 and the cumulative volume of free product recovered from the Site is summarized in Table 3. 4.3 Free Product Recovery 2016-2018 Based on the decreased volumes of free product recovered during the July 2015 and February 2016 AFVR events,the March 11, 2016 Free Product Recovery Report recommended changing the free product recovery method for the Site to passive collection using oil-absorbent socks suspended in the recovery wells.In their March 22, 2016 Acknowledgement of Report Receipt Letter, the UST Section agreed with the recommendation to replace AFVR with oil-absorbent socks as the primary method for free product Free Product Recovery Report Food Lion Distribution Center #4Dunn, North Carolina July 30, 2020 Wood Environment & Infrastructure Solutions, Inc. 4021 Stirrup Creek Drive, Suite 100 Durham, North Carolina 27703 Tel: (919) 381-9900 / Fax: (919)381-9901 www.woodplc.com Licensure: NC Engineering F-1253 /NC Geology C-247 recovery.Following completion of the February 2016 AFVR event, an absorbent sock was deployed in each of the seven recovery wells which historically contained free product (RW-1 through RW-4, RW-6, RW-8, and RW-9). The product recovery was evaluated,and new socks were deployed quarterly in 2017 and 2018.Measured free product thicknesses are summarized in Table 4. In total, approximately 2 gallons of free product were recovered during the 2016 and 2017 quarterly recovery events. 4.4 Free Product Recovery 2019 Wood performed four quarterly gauging and free product recovery events at the Site in 2019. Results of the quarterly events are discussed below. 4.4.1 Gauging and Recovery Methodology Free product recovery was performed by hanging oil-absorbent socks within recovery wells RW-2, RW- 3, RW-4, RW-6, RW-8, and RW-9.Given no free product had been observed in recovery well RW-1 during the 2016-2018 remedial activities, no sock was placed in this well during the 2019 free product recovery efforts.The socks were suspended across the water table in order to absorb free product floating on the surface.Each sock measured 3 inches in diameter and 48 inches in length and was rated to absorb up 0.75 gallons of oil. During each quarterly event,the depth to water and the depth to free product (if present) were measured in the recovery wells. An attempt was made to measure free product thickness and depth to water in each recovery well prior to removing the sock, if socks were present. If the sock prevented access by the interface probe, these measurements were collected once the sock was removed and levels in the well were allowed to equilibrate.In addition to the recovery wells, depth to water measurements were collected from monitoring wells MW-1, MW-2, MW-3, and MW-4.During the May 21, 2019 recovery event,RW-2 could not be opened and subsequently could not be gauged. To estimate the volume of product recovered,where product was observed on the sock,liquid was wrung from the socks into a bucket with volume graduations,and the water and product were allowed to separate. Following measurement, the used socks and extracted liquid were containerized in a 55- gallon steel drum, labeled,and staged within the compound of the former remediation system.During the third event (September 2019), if product was not observed on the sock, then the sock was placed back into the recovery well. During the fourth event (December 2019), if product was not observed on the sock, the socks were not replaced.A total of 6, 5, 1, and 2 socks were replaced during the first (February 2019),second (May 2019),third and fourth 2019 quarterly gauging events, respectively. Currently, only recovery wells RW-2 and RW-8 contain absorbent socks.An absorbent sock maintenance and tracking log is provided on Table 5.Investigative derived waste (IDW),including recovered product and absorbent socks,generated during 2018 free product recovery efforts was transported and disposed of off-Site by A&D Environmental following completion of the first event. Manifest documentation is presented in Appendix A. Measurable free product was not observed in any other wells during 2019 gauging.Approximately 0.1-gallons of free product was recovered during the February 2019 event and approximately 0.25-gallons of free product was recovered during the September 2019 event. The volume of product recovered during the May and December events was negligible.The cumulative volume of free product recovered since 1998 is summarized in Table 3 and free product thicknesses are summarized in Table 4. Based on the depth to water measurements from quarterly gauging events,corrected to account for free product if present,the direction of groundwater flow across the site was generally to the west and southwest,and was consistent with previous observations.December 20, 2019 groundwater elevations are summarized in Table 1 and a shallow groundwater contour map is presented on Figure 4. Historical groundwater elevation data is presented on Table 4. 5.0 CONCLUSIONS AND RECOMMENDATIONS In summary, approximately 0.35-gallons of free product was recovered via absorbent socks during 2019 remedial efforts at the Site. Furthermore, accumulated free product was only recorded in recovery well RW-6 during the February and September 2019 gauging events. No other well indicated the presence of free product during the 2019 events. Subsequently,absorbent socks not indicating the presence of free product during the December 2019 event were removed and left out of the recovery wells to evaluate for the accumulation of free product and necessity for absorbent socks moving forward. Based on the results of the 2019 gauging and consideration of historical data, Wood recommends four additional quarters of free product recovery using oil-absorbent socks.Socks should continue to be deployed, as necessary,in recovery wells RW-2 and RW-8.During the gauging and recovery events,the persistence of free product in the recovery wells should continue to be assessed. If either well appears to no longer contain free product based on an evaluation of the sock,the sock should not be replaced and the well should be gauged quarterly thereafter to assess if free product accumulates to a measurable thickness.If measurable free product returns to any of the recovery wells during the evaluation period, a sock should be re-deployed in the well.Additionally, to evaluate the possibility of closure following the removal of free product at the Site, Wood recommends collecting a round of groundwater samples from the four on-Site monitoring wells as well as recovery wells RW-2, RW-6, and RW-8 to understand existing dissolved phase contaminant concentrations within and surrounding the groundwater plume.
