The monitoring event was conducted on February 16, 2023. Figure 1 is a portion of the 2017 Lidar Hillshade with topographic contours and depicts the site location and vicinity with relevant topographic features. Figure 2 is a site map showing the UST field and monitoring well locations on a 2019 aerial image basemap. The site is located on the north side of Amboy Road in an area of commercial and residential development. Site History During a routine site inspection conducted in 2009, a release from the diesel dispenser was detected. Soil samples collected indicated total petroleum hydrocarbons as diesel and gasoline range organics (TPH-DRO/GRO) at a concentration of 669 milligrams per kilogram (mg/kg) and 374 mg/kg, respectively. The Site Check Report was submitted (by others) to The North Carolina Department of Environmental Quality (NCDEQ) in December 2009. Impacted soil associated with the diesel fuel dispenser was subsequently excavated in August 2011 and post excavation samples indicated no analytes in excess of the soil to water maximum contaminant concentrations (MSCCs). The Initial Abatement Action Report was submitted to NCDEQ in October 2011. In September 2011 a leak was detected in the 8,000-gallon gasoline underground storage tank (UST). As part of the initial abatement activities, the UST was pumped out and repaired. Subsequent assessment activities included the installation of on-site monitoring wells and sampling. Monitoring wells MW-1, MW-3, and MW-5 historically contained free phase product and four aggressive fluid vapor recovery events (AFVR) were conducted between December 2012 and May 2013 removing approximately 1,742-gallons of product. The following assessment reports have been submitted (by others) to NCDEQ in relation to the gasoline release at the Eblen Short Stop #2 • 20-Day Report – October 2011 • Initial Abatement Action Report (IAAR) – June 2014 • Limited Site Assessment Report (LSA) – August 2014 • Comprehensive Site Assessment Report (CSA) – October 2016 • Groundwater Monitoring Report – April 10, 2019 • Groundwater Monitoring Report – November 13, 2019 • Groundwater Monitoring Report – April 13, 2020 • Groundwater Monitoring Report – November 30, 2020 • Groundwater Monitoring Report – August 23, 2022 On July 24, 2019 a Notice of Violation letter was issued by NCDEQ indicating that the diesel dispenser (9/10) did not have a proper spill containment bucket installed. Therefore, Biltmore Oil Company contracted Mountain Environmental to perform site check activities. On August 6, 2019, Mountain Environmental personnel visited the subject site with Biltmore Oil personnel in order to perform site check soil sampling activities. According to Biltmore Oil personnel, dispenser 9/10, which did not contain proper spill containment, was the stand-alone diesel fuel dispenser. One soil sample (DISP-1) was collected immediately underneath the fuel dispenser utilizing a stainless steel hand auger. The soil sample was collected at approximately 1.5-2 feet below ground surface (bgs) Groundwater Monitoring Report Eblen Short Stop #2 Asheville, North Carolina 2 and submitted to Pace Analytical for analysis of total petroleum hydrocarbons – gasoline range organics (GRO) and diesel range organics (DRO). Laboratory results indicate that the sample contained TPH-DRO at a concentration of 741 mg/kg and TPH-GRO at a concentration of 464 mg/kg. Both the TPH-DRO and TPH-GRO concentrations exceed the NCDEQ Cleanup Level of 100 mg/kg and 50 mg/kg, respectively indicating a reportable release has occurred. On October 17, 2019 Mountain Environmental Services, Inc. performed additional site check activities. Due to the elevated TPH-DRO/GRO levels, an additional soil sample was collected underneath the stand-alone diesel dispenser in the same location as the August 2019 sampling. The additional soil sample D-1 was submitted to Pace Analytical for analysis of Risk-Based Parameters. This included volatile organic compounds (VOCs) by EPA Method 8260, semi-volatile organic compounds (SVOCs) by EPA Method 8270, and MADEP Methods for extractable and volatile petroleum hydrocarbons (MADEP-EPH/VPH). According to the laboratory analytical report total C9-C22 aromatics exceeded the soil-to-groundwater maximum contaminant concentrations (MSCCs). No analytes exceeded the residential or industrial/commercial MSCCs. The Site Check Report was submitted to NCDEQ on November 13, 2019. If yes, give date. 1 2,000 Biodiesel resale current current n/a no Groundwater Monitoring Report Eblen Short Stop #2 Asheville, North Carolina 3 Monitoring Well Replacement On March 9, 2022, NCDEQ issued a Notice of Regulatory Requirements requesting the replacement of monitoring wells MW-1, MW-4, and MW-7 which had been lost and not sampled since approximately 2016, the replacement of MW-2 which had a damaged casing, and the proper surface completion of existing wells MW-3 and MW-5. On June 6-7, 2022, Mountain Environmental replaced monitoring wells MW-1, MW-2, MW-4, and MW-7 and replaced the surface manhole covers on MW-3 and MW-5. The location of the newly installed monitoring wells are depicted in Figure 2 and summarized on Table 1. All monitoring wells were completed per the 15A NCAC 2C.0108 standards. Free Phase Product Monitoring wells MW-1, MW-3, and MW-5 historically contained free phase product and four aggressive fluid vapor recovery events (AFVR) were conducted between December 2012 and October 2019 removing approximately 1,767-gallons of product. The most recent AFVR event was performed on October 30, 2019. Monitoring wells MW-1, MW-3, and MW-5 were gauged prior to commencement of the AFVR event. MW-1 did not contain measurable free phase product; however, MW-3 and MW-5 contained approximately 0.16 feet and 0.28 feet, respectively. Upon completion of the October 2019 AFVR event no measurable free phase product was detected in MW-3 or MW-5; however, a heavy sheen was observed. The AFVR event recovered a total of 450 gallons of mixed product and water. It is estimated that approximately 25 gallons of free product was removed. During the August 2022 sampling event, free product was detected in monitoring wells MW-1 and MW-5 at a thickness of 0.10 feet and 0.11 feet, respectively. Approximately 2-gallons of product and liquid was bailed from each monitoring well (MW-1 and MW-5) and absorbent socks were subsequently placed in each well. The product was transported to Mountain Environmental for bulk disposal. As part of the February 2023 sampling event, free product was detected in monitoring wells MW-1 and MW-5 at a thickness of 0.21 feet and 0.43 feet, respectively. Approximately 2-gallons of product and liquid were bailed from each monitoring well (MW-1 and MW-5) and absorbent socks were subsequently replaced in each well. The product was transported to Mountain Environmental for bulk disposal – Appendix B. Figure 3 depicts the estimated free product/LNAPL isoconcentration contours. Groundwater Monitoring Monitoring wells MW-1, MW-2, MW-3, MW-4, MW-5, MW-6, and MW-7 were gauged as part of the monitoring event on February 16, 2023. Based on groundwater elevation data, groundwater flow appears to be directed to the southwest toward Moore Branch. This is consistent with historical observations. Groundwater elevation data is summarized in Table 2 and a groundwater elevation map indicating groundwater flow direction is included as Figure 4. Monitoring wells MW-2, MW-3, MW-4, MW-6, and MW-7 were sampled as part of the monitoring event on February 16, 2023. Monitoring wells MW-1 and MW-5 contained approximately 0.21 feet and 0.43 feet of free product, respectively. Groundwater samples were submitted to Pace Analytical in Asheville, NC for analysis of volatile organic compounds (VOCs) by EPA Method 6200 and semi-volatile organic Groundwater Monitoring Report Eblen Short Stop #2 Asheville, North Carolina 4 compounds (SVOCs) by EPA Method 625. Laboratory analytical results indicate the following VOCs in excess of the NCAC 2L Standards: • Benzene: MW-3 (5,960 ug/l). • Toluene: MW-3 (5,060 ug.l). • Ethylbenzene: MW-3 (1,410 ug/l). • Total xylenes: MW-2 (1,009 ug/l) and MW-3 (6,100 ug/l). • Naphthalene (6200): MW-2 (61.2 ug/l) and MW-3 (339 ug/l). • N-Propylbenzene: MW-3 (147 ug/l). • Isopropylbenzene: MW-3 (59 ug/l). • 1,2,4-Trimethylbenzene: MW-2 (1,220 ug/l) and MW-3 (1,390 ug/l). • 1,2,3-Trichloropropane: MW-2 (8.8 ug/l). • Bromodichloromethane: MW-4 (1.9 ug/l) Additionally, benzene exceeded the GCL in MW-3. Laboratory analytical results indicate the following SVOCs in excess of the NCAC 2L Standards: • Naphthalene (625): MW-2 (25.4 ug/l) and MW-3 (193 ug/l). • Bis(2-Ethylhexyl)phthalate: MW-3 (6.9 ug/l). VOC groundwater quality data is included in Table 3. SVOC groundwater quality data is included as Table 4 and historical VPH/EPH groundwater quality data is included as Table 5. Groundwater quality data is included as Figure 5, a total BTEX isoconcentration contour map, is included as Figure 6 and a naphthalene isoconcentration contour map is included as Figure 7. The laboratory analytical report is included as Appendix A. Conclusions and Recommendations Based on the February 2023 monitoring event, laboratory results indicate that VOCs and SVOCs exceed the NCAC 2L Standards in MW-2, MW-3, and MW-4. The analyte benzene exceeded the corresponding GCL in MW-3. Free product was detected in MW-1 and MW-5 at a thickness of 0.21 feet and 0.43 feet, respectively. At this time, Singleton Environmental, Inc. proposes to continue pre-CAP monitoring activities with the next groundwater monitoring event to be conducted August 2023.
